I would agree that RyanWi's statement would suffice as an initial response. But expect Hamilton and/or his clients to contact Roberts directly and/or submit a PRA request to see exactly
what she wrote to the City. In light of that, be prepared for this conversation to continue.

Hi Ryan,
I would say something along the lines of the following paragraph:
The City of Diamond Bar consulted with Carol Roberts, ESA Sections 7 and 10 Division Supervisor with the USFWS, in July and August 2022 regarding the project's impacts on California
Gnatcatchers. It was her determination that with the project's timing outside of the breeding season, avoidance measures, and planned on-site coastal sage scrub habitat restoration,
the project would not result in significant impacts to the species and would not require an incidental take permit.
If you want you can copy in her first paragraph where she states this, but I would stop short of just attaching her full email given that she recommends additional mitigation acreages,
unless the City is planning to conduct additional restoration.
