These consisted mostly of a gravel bed at the trail entrance (maintenance easement which is being used for project access), to prevent tracking soil onto the street and into the storm drain system. Additionally, the contractor placed drip pans beneath stationary equipment to contain drips/fluid loss. Regarding erosion, most if not all of the erosion noted along the trail would have taken place anyway with or without the project. Historically, we deal with these eroded areas a few times per year after significant rain events. As Dick Fisher stated in an earlier email response, part of the design/improvements are to help reduce if not eliminate trail erosion. I will discuss this with the contractor and determine what can be done within reason to prevent or reduce this while the project is ongoing. To be fair, it is not reasonable to expect the contractor to be able to completely prevent this but I will ask that he puts forth a concerted effort. As we are all aware, one of the main purposes of the BMPs is to prevent sediments and pollutants from entering the storm drains. Given the proximity of the project to any storm drain elements, there is likely no concern that runoff from the site could potentially impact any storm drains. That being said, as you mentioned below, the side casted material and its impact on the adjacent vegetation is most likely the focus of this concern. BMPs had not been placed by these material stockpiles at the time of the rain to my knowledge nor am I aware of any appreciable runoff there. I will be on site today to review and discuss the plan moving forward to mitigate migration of the material into the adjacent vegetation. I can respond to FWS that the contractor did not install BMPs previously but will install them prior to the next rain event later this week, I just want to make sure that what I say is accurate and that you’re in agreement since I’m putting it in writing. I assume the BMPs will include silt fencing, wattles, and other methods to contain soil and/or prevent large rills or erosional features from developing. Looking at the photos that have been sent to the City and to the agencies, I think the concerns that they’re voicing are that sediment has just been sidecast into areas that are otherwise supposed to be untouched.
