It was her determination that with the project's timing outside of the breeding season, avoidance measures, and planned on-site coastal sage scrub habitat restoration, the project would not result in significant impacts to the species and would not require an incidental take permit. If you want you can copy in her first paragraph where she states this, but I would stop short of just attaching her full email given that she recommends additional mitigation acreages, unless the City is planning to conduct additional restoration.
