He still has a significant amount of steps to construct, as well as build/install all of the trail water diverters. I’m most concerned about the massive construction area/impact to
on-going trail uses, should he run out of time to complete the steps.
Not having a meaningful construction schedule to review, we have no idea how much time he thinks it will take to do the above. I recommend requiring that he create such a spreadsheet/schedule
to inform us of what time he needs to finish his work ASAP.

Hi Dick,
Thanks for the email, these have been items on my mind as well.
I would agree this Thursday we discuss the need for additional manpower. Currently, Ryan Winkelman is updating FWS about the latest change order in case they have any questions or feedback.
We might have feedback from them by Thursday, but that may be too soon. I would anticipate they appreciate the efforts and will reiterate the upcoming mating season.
Although it’s a 60-day project, we currently sit at a January 31 completion deadline. That assumes all rain dates this week, although I realize we could receive more rain moving forward
extending that date into February.
Despite the 60 day’s DD Systems has to complete the project, FWS allows the City to construct until Feb 15. At that point, we must have a biologist on site every day (at City’s cost)
to monitor for any cactus wren or CA gnatcatchers. If and when they observe those birds nesting withing 500 ft of the project, the project must end which would be worst case scenario.
At a minimum, I think a good conversation for this Thursday is the number of anticipated days needed to complete the remaining work to see if adjustments need to be made. I’d appreciate
your thoughts on how we prioritize in case we do hit the deadline and must remove items.
Thanks,
Ryan

Hi Ryan. Just some thoughts about our rain impacts to an already-limited completion schedule…
Would it be appropriate to alert Danny that without more manpower brought to the project (as soon as it can resume), the project could very likely be shut down prior to completion due
to the gnatcatcher nesting season? Is this a possibility??
If not, what will be our strategy to deal with uncompleted work areas? I’m concerned about disturbed construction areas being under construction, but not being completed (steps from
Gabion Wall #2, up the hill along Gabion Wall #3, and up to the rest/view area).
Is there a possibility for continued work, if a biologist were on-site watching for gnatcatcher presence; and completion work being able to continue until such sightings?
It sounds like we could loose most of 2 weeks of construction days due to rain and muddy conditions…

Danny,
It is expected you request rain days prior to the work day and without me reaching out about a similar topic which then initiated your request. Today will be approved, but future dates
will not be approved unless requested in the appropriate fashion.
Although you did not respond to the sand bag portion of my original email below, I look forward to receiving those photos by the end of today.
Thanks,
Ryan

Hi Danny,
Based on the heavy rain and wind expected starting tomorrow, January 4th please keep in mind all soil stockpiles must be properly covered and evaluated each day to ensure they remain
covered by the protective tarp. The on-site biologist has documented in recent reports the rocks used to weigh down the tarps previously are insufficient and allow for the tarp to
move.
Please utilize heavier devices such as sand bags and in a higher quantity. You may be able to fill some sand bags at the local LA County Fire Department (Station 121) at 346 Armitos
Place in Diamond Bar, but I am not positive. Either way, please take photos later today when all soil piles are covered and email to me.
As always, please email me tomorrow morning if the rain commences and you are requesting a rain day.
Thank You,
