“The original plans identified three general locations for timber steps along the existing trail. The approved bid schedule identified 153 linear feet of stairs throughout the trail.
During the construction of Steps #1, the field assessment required actually 90 linear feet, rather than ______ linear feet. This was due to the canopy cover on the topo map which
led to a reduced measurement. Therefore, the City has currently completed 90 of the budgeted 153 linear feet. The remaining two areas (now removed) of stairs were anticipated to include
approximately ______ linear feet. In summary, the City completed 59% of the anticipated timber steps.”

Mgmt. team wanted to know:
Do you have the map showing 2/3rd of the completed steps and the remaining 1/3rd removed from the project?
Can you show the shade structure(s) installation on the map?
What is the acreage size of the trail improvement?
Will the remaining 1/3rd steps completed after the nesting season?

Hi Steven,
Thank you for your time today. I appreciate your continued support and understanding as we work through a challenging project. As a follow up, please accept these additional notes.
The annual nesting season for CA gnatcatchers is (February 15 through August 31) therefore, City staff could install the back ordered shade structures prior to Sept. 30.
Based on the recent rain/saturated soil delays, the City has re-prioritized the remaining items on the scope focused primarily on the erosion control devices such as water diverts, coble
swales, and velocity reducers in order to preserve the long-term viability of the trail. Unfortunately, the project team is not confident there is adequate time to complete every
item prior to February 15, even if there is no further rain. The City has worked closely with the project biologist(s) and Fish & Wildlife service to calculate the risk of construction
potentially entering into nesting season. The risk of the project coming to an abrupt end if nesting is located would create burden to the City and residents. These challenges would
include additional costs for on-site biologists, costs for additional biological surveys, additional costs to bring a general contractor back to re-mobilize in order to finish the stairs
at a future date, plus the potential to leave a portion of the trail in an incomplete fashion would negatively impact public use.
The project has completed one set of stairs on the west end of the project. The final cost for those completed stairs is expected to be approximately $79,623 of the $135,360 line item
for timber stairs. As a point of reference, the Measure A grant is $184,000 and the construction cost is $674,377.50 (excluding consultant, Native American Monitor, and inspection
costs).

Hi Steven,
I just wanted to share with you as an FYI and possibly for the state grant if you feel its warranted. Based on the upcoming nesting season (February 15) for the CA Gnatcatcher and the
recent wet weather, the project team made a slight adjustment yesterday to the project scope in order to complete the project by February 15, 2023 and avoid potential negative impacts
to the natural habitat. In summary, the timer steps take a good portion of time and although about 2/3rds of the steps will be constructed the remaining 1/3 will be removed from the
project. In essence, we completed one area on the west end of the trail, but the second set near the middle of the trail will jeopardize our ability to complete before February 15
due mainly to rain dates. Overall, the trail will still be completely accessible and in a better hard pan condition than before the project.
In addition, please note the shade structures were on back order (for several months) and will be installed by staff when received later this summer.
Again, I don’t think this is a major issue for the grant since the total the City will spend is still well above the granted amount and the same amenities will exist, but wanted to remain
as transparent as possible.
