As requested, we have observed the back-cut and foundation excavations for walls 1, 2, 3, and 4. The excavations were probed and found to be located in competent material, bedrock and
native soils.
The collected data are considered acceptable and the Gabion Baskets may be filled with specified rocks. The contractor was asked to notify this office prior to start of the wall backfills.

I’m attaching a total of 5 pages of the Spec’n Special Provisions with (red-text) language to enhance the directions for materials and installation of the Gabion Walls for Building
& Safety review.
I also will be resending the full Special Provisions as soon as it’s determined that this language is acceptable.

Good Morning Dick and Fabian,
In an effort to expedite and simplify the process, let’s do this. I understand everyone is doing their best, yet let’s take a slightly different approach.
Fabian and I will submit items 1, 2, 4, and 5 to the Building and Safety portal.
Dick, please email me item #3 in Word format and we will include that in the submittal as well. Hopefully we have a resolution to the Timber Steps detail mentioned previously. I would
appreciate it if you could send that to me ASAP.
Just as a reminder, these are the 5 items:
1. Structural plan
2. Soils report listing criteria for design of Gabion walls
3. Specifications for the Gabion wall basket and fill material including if there’s any special connection between baskets
4. Soils and structural engineer stamp and signature on plan
5. Structural calculations

Hope you’re having a good Friday. The City’s intent with hiring Willdan was for them to work with you seamlessly on the project. You, Adams Streeter, and Willdan are all consultants
of record on the project. Your plans and reports together create the complete submittal package. We prefer one consultant submits a complete package to simplify things. I spoke to Ross
and he does not share your concerns. He understands that he will need to sign the plans as a consultant of record.
I hope this addresses your concerns. Ross is ready to coordinate as part of your team. Please feel free to reach out to him when ready.

Your requested directive is awkward for RFA. Ross Kiabani’s work on any plans he has been hired to prepare is between him and the City. I don’t feel it is appropriate or following
professional protocol that I should be asking Ross to sign work that he has been retained by the City to do. And, since he has not been a part of RFA’s design team on this project,
I can’t ask him to sign and stamp any of the plans which our design team has prepared, either.
Also, the subject Geotechnical Report is not RFA’s document to submit; we don’t have any ownership of this Report (to include in our submittals to B&S). Again, the City needs to get
this from the author (Ross?) if it is to be a part of the B&S Plan Check Documents. With the decision to hire Willdan Geotechnical in lieu of the additional Structural and Geotechnical
Sub-consultants that we scrambled to submit as an addition to our professional services, now needs a protocol to be followed by other parties in addition to just the RFA design team.
So, what the Building & Safety staff is requesting needs further strategy on where and how it is generated.
As I quipped this morning: Why does this project have to be so complicated?
