Meetings are open to the public. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the Commission at the meeting should be submitted through the meeting clerk. Speakers are limited to five minutes per agenda item, unless determined otherwise. The Commissioners may adjust this time limit depending on the number of people wishing to speak, the complexity of the matter, the length of the agenda, the hour and any other relevant consideration. Speakers may address the Commission only once on an agenda item, except during public hearings, when the applicant/appellant may be afforded a rebuttal. Public comments must be directed to the Commission. Behavior that disrupts the orderly conduct of the meeting may result in the speaker being removed from the Commission chambers. ANNOUNCEMENTS: C/Salo asked for a progress update on the Canyon Loop Trail and PRD/Wright responded that the project is winding down with the majority of the work scheduled to be completed in the next couple of weeks depending on the weather, with the shade structures likely being added in September. Chair/Quan said she was proud to be a citizen of Diamond Bar. Staff does an excellent job of reaching out to multiple ages with diverse activities, many of which she has attended including the awesome Veterans Day Celebration which appears to be a well- kept secret. The classes for all age groups are wonderful and the maintenance team 2.1 Packet Pg. 7 keeps the parks in excellent repair. Special Events Concert Share On January 12, the City Diamond Bar hosted Concert Share which is a three-hour vendor fair featuring live entertainers (bands), sound, and entertainment providers. Over 115 vendors from southern California set up tables and were ready to provide booking details and pricing to attendees. In addition, approximately 124 representatives from nearby Cities and organizations walked through the event and picked up valuable information. Concert Share 2024 will be held in the City of Whittier. Community Recreation Guide Winter/Spring Recreation Guide The guide was delivered to homes early-December. The guide covers recreation programming in January through mid-May. Recreation Classes Recreation Classes The Winter/Spring session of Contract Classes is underway and filled with rain! Due to the wet weather many outdoor classes were forced to be cancelled, postponed, or offer extended make up classes. Effected classes included, but were not limited to, tennis, pickleball, soccer, basketball, golf, swim, and multisport. The Winter/Spring session is typically the slowest of the year due to the cooler weather and rainy days, therefore lower enrollment and cancellations are expected. There are currently 668 enrolled in the 175 various classes being offered this season. Once the weather warms up staff anticipate an increase in enrollment for the spring class offerings. Senior Programs Senior Clubs All Senior Clubs are in full swing, including indoor club activities at Diamond Bar Center, Heritage Park Community Center and Pantera Park Activity Room. • Evergreen Senior Club meets at Diamond Bar Center Monday thru Friday. Activities include karaoke, mahjong, gardening, and more. They hosted their quarterly birthday event where they showcase their ballroom dance, calligraphy, and Chinese folk dance classes. There were over 300 people present, all dressed in their best, whom enjoyed the productions and a boxed meal. • Diamond Age Seniors have returned to their regularly scheduled programming at Heritage Park. The club meets on Wednesdays and Thursdays. Activities include mahjong, karaoke, and dance. • Diamond Bar Senior Citizens Club meets at the Diamond Bar Center on Mondays at 10:30 a.m. Activities include luncheons, day and extended trips, and bingo. • Sunshine Seniors meet at the Diamond Bar Center on Sundays. Activities include yoga, Zumba, and private evening events. On February 19, they hosted their annual Valentine’s Dinner event with over 200 people in attendance. The event included live music, dancing, and dinner. This event serves as an appreciation dinner for their members and volunteers. • Super Diamond Age meets at Heritage on Tuesdays and Fridays from 9 a.m. - 9 p.m. Activities include folk dancing, tai-chi, karaoke, and more. • Federation of Hindus Association meet at the Diamond Bar Center on the fourth Saturday of the month from 5-10 p.m. Activities include music, dance, and dinner. • Photo Club members meet to share and learn by exchanging photo tips and attend photo excursions. Meetings take place 7-9 p.m. the second Wednesday of each month at the Diamond Bar Center. 3.1 Packet Pg. 10 Mt. San Antonio College The Older Adults and Adults with Disabilities Department at Mt. SAC offer instructor lead courses at the Diamond Bar Center. Mt. SAC keeps active adults busy by providing classes during the Winter and Spring sessions. Senior Talks Fourteen free senior talks were offered this January and February for the seniors. California Connect has partnered with the Diamond Bar Center to host classes that teach older adults how to use their iPhones and Androids. They hosted two different sessions, one for each phone type. These classes were received very well by participants and have been requested to return. They are currently scheduled to host 2 more sessions during the Summer months. Excursions On January 2, there were 30 people traveled to the Rose Parade to enjoy the New Year tradition. Before leaving the Center, they were provided a continental breakfast of pastries, fruit, yogurt, coffee, hot cocoa, tea, and juice. Attendees not only received roundtrip transportation they also were able to receive a snack for the ride home and a souvenir Diamond Bar seat cushion. The Rose Parade has been a beloved excursion by the community and is scheduled for the 2024. In February, the excursion to Fantasy Springs Casino sold out with 45 passengers. Participants received round-trip transportation to the casino, $40 of play, and snacks for the ride home. Senior Dances The Diamond Bar Center was host to the Valentine’s Day Dance on Thursday, February 9. There were 145 attendees at the dance including DB 4Youth members and senior volunteer help. The room was overflowing with pink, red, and love! Participants were able to enjoy dinner provided by California Cookout which included marinated chicken, tri-tip, potatoes, and a Caesar salad. DJ Guy has been the resident DJ since July 2022 and has been keeping the crowd moving since. There has been a significant increase in registration and positive feedback from the community regarding the dances. Aqua Ridge from Montclair, which is an assisted living community, sponsored the photo booth provided by Mijo Entertainment. Wednesday Walkers Returning walkers in January were determined to walk the weight off from all the holiday food and splurging at Pantera Park. There were 28 people signed up for the program. There were 2 new sign-ups during this month. February’s session rounded off with a Wednesday Walker mash-up with Healthy Diamond Bar at Sycamore Canyon Park. Mayor Andrew Chou was also in attendance for “Meet the Mayor”. He joined in on all the fun where participants were able to move across the field to some groovy tunes. There were 23 people in attendance who raved about the mash-up. A total of 33 sign-ups with 1 new member added to the group. 3.1 Packet Pg. 11 Facility Reservations Diamond Bar Center Rentals Despite January and February traditionally being considered part of the “slow” season for event rentals, the Diamond Bar Center experienced a steady stream of rentals which reaffirms its position as a premier event center. Rentals tripled in comparison to this time last year. Between January and February 2023 there were a total of 46; 9 of which were repeat renters. Several of these events also rented multiple rooms for their events. A variety of events were hosted at the center, including 10 weddings or anniversaries, 10 birthdays, 8 seminars, 6 corporate events, 4 meetings, 4 baby showers, 2 celebrations of life, and 2 holiday celebrations. Combined revenue for both months totaled $139,623. Heritage and Pantera Park Rentals In the months of January and February there was one rental of the Pantera Activity Room that resulted in $236 in gross revenue. The Heritage Community Center had ten rentals over the months of January and February which brought in $5,518 gross revenue. Picnic Rentals Over the months of January and February, there were a total of 19 picnic reservations throughout City Parks. The revenue for these two months resulted in $1,171 in gross revenue. Healthy Diamond Bar Wednesday Walkers Mash-Up - February In February, Healthy DB highlighted the Wednesday Walkers program at Sycamore Canyon Park. The lively bunch spent the morning walking the perimeter of the park to music, playing games and socializing. The group was joined by Mayor Andrew Chou as part of his “Meet the Mayor” events. Refreshments and Healthily DB Tee-Shirts were provided to all participants in attendance. Youth Programs Kinder Skills – Winter Session 1 Winter Session 1 began January 9 and ran through February 17. There were 10 participants enrolled in the two-day class and 18 participants enrolled in the three-day class. The theme was ‘Into the Arctic’, and participants received a chance to practice their writing skills, the alphabet, shapes, and colors. The highlight of the session was when participants had the opportunity to play with artificial snow and learn about the animals that live in the cold. The next session for Kinder Skills - Winter Session 2 is current is session with run 3.1 Packet Pg. 12 dates from February 27 through March 31. DB 4Youth – January 27 members attended the monthly meeting, on January 24 at the Diamond Bar Center. At the meeting members participated in an ice breaker activity and discussed upcoming volunteer opportunities. The teens also created a list of different topics to discuss at future meetings, including who they would want to present on each topic. Lastly, the group concluded the meeting with a team building activity which encouraged them to actively engage with other members. DB 4Youth – February 26 members were in attendance for the February monthly meeting. This month, several members attended ‘The Role of the City Council’ presentation to learn about budget adoption, policy setting, and what goes into governing a city. Teens in attendance will be expected to report back on the topic to the members at the March monthly meeting. In addition, an enthusiastic group of ten members participated in a hike and trail clean- up at Sycamore Canyon Park this month. The group picked up over ten bags of trash! Youth and Adult Sports Adult Volleyball – January & February The Winter session of Adult Volleyball started on January 23 at Chaparral Middle School. Adult Volleyball remains to be a popular program with 20 participants enrolled in the session. Participants drop-in on Monday nights from 7-9pm. This session has participants ranging from 22 to 73 years of age. The session concludes on March 20. Field Allocation January & February The new year started the beginning of the January – April field allocation. Six user groups submitted and qualified for this allocation period. The user groups include AYSO, Diamond Bar Girls Softball, Diamond Bar Pony baseball, MVP Flag Football, FC Hanaro, and Diamond Bar Soccer League. Peterson Park concluded its annual field renovation and opened to user groups on February 14. In addition, new baseball/softball base peg systems were put into place at both Peterson and Pantera fields. Recreation staff has received positive comments regarding the turf at Peterson Park and the new base peg systems. Youth Basketball This eight-week program ran from January 21 through March 11. A total of 160 players actively participated in the annual program ranging from ages 4-13 years old. Players learned the fundamentals of basketball while playing in an organized team environment. Practices took place during the week at South Pointe Middle School and Mt. Calvary Lutheran School. Games took place on Saturdays at South Pointe Middle School. The following is a brief recap of key maintenance items completed. Diamond Bar Center • Rebuilt urinal in lower men’s restroom. • Reattached loose redwood building siding. • Resecured bollards in motor court. • Replaced all soap dispensers in facility’s restrooms. • Replaced chair cart casters 2X. • Repaired inground door closer to ballroom. • Repaired leaking spud gasket in lower women’s restroom. • Repaired/cleared faucet aerators. • Repaired in floor electrical receptacles.
