CALL TO ORDER: Mayor Low called the Regular City Council meeting to
order at 6:40 p.m. in the City Hall Windmill Room, 21810 Copley Drive, Diamond Bar,
CA 91765.
CM/Fox reported that during tonight's Study Session regarding Waste and Recycling
Franchise Agreements, Council provided direction to staff to enter into exclusive
negotiations with the existing providers.

1. SPECIAL PRESENTATIONS, CERTIFICATES, PROCLAMATIONS:
1.1 SR57/60 Project Update
Former Senator Robert Huff and Project Leader Wayne Brown, TRC

Solutions, San Gabriel Valley Council of Governments provided a
presentation.
1.2 Presentation of Certificates of Recognition to Armando Macias on the
occasion of the 100t" anniversary of his birth.
Mayor Low presented the Certificate of Recognition to Mr. Armando
Macias' daughter, Irene Macias.
1.3 Council presentation of Proclamation announcing Donate Life Month.
Mayor Low presented the Proclamation to Rachel Rodriguez, who spoke
about her personal connection to Donate Life Month.
2. CITY MANAGER REPORTS AND RECOMMENDATIONS:
2.1 PRESENTATION OF 2021 PUBLIC SAFETY ANNUAL REPORT
ACM/McLean presented the 2021 Public Safety Annual Report.
3. PUBLIC COMMENTS:
Rupau Das spoke about the benefits of uninterrupted electrical power service via
micro -grid systems in homes.
Allen Wilson voiced concerns about inappropriate comments by City officials.
Rachel Kirk voiced concerns about the rotation of the mayor's position and asked
for a formal policy for future rotations.
Paul Diebel spoke about the lack of affordable housing in Diamond Bar.
4. SCHEDULE OF FUTURE EVENTS: CM/Fox presented the Calendar of
Future Events.
5. CONSENT CALENDAR: ACM/Chou moved, C/Lyons seconded, to approve
the Consent Calendar as presented. Motion carried by the following Roll Call
vote:

PLANNING AND RESEARCH (OPR).
5.4 APPROVED THE 2021 HOUSING ELEMENT ANNUAL PROGRESS
REPORT FOR FILING WITH THE STATE DEPARTMENT OF HOUSING
AND COMMUNITY DEVELOPMENT (HCD) AND THE GOVERNOR'S
OFFICE OF PLANNING AND RESEARCH (OPR).
5.5 ADOPTED RESOLUTION NO. 2022-14, PROVING CONTINUED USE
OF TELECONFERENCING IN ACCORDANCE WITH ASSEMBLY BILL
361 FOR MEETINGS OF THE DIAMOND BAR CITY COUNCIL AND
OTHER CITY COMMISSIONS AND COMMITTEES SUBJECT TO STATE
OPEN MEETING LAWS.
5.6 ADOPTED RESOLUTION NO. 2022-15 EXTENDING THE DECLARED
LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-
19).
5.7 APPROVED AND AUTHORIZED THE MAYOR TO SIGN THE SECOND
AMENDMENT TO THE CONSULTANT SERVICES AGREEEMENT WITH
TENNIS ANYONE, INC. FOR TENNIS INSTRUCTION SERVICES
THROUGH JUNE 30, 2022.
5.8 ADOPTED RESOLUTION NO. 2022-16 APPROVING THE PLANS AND
SPECIFICATIONS FOR THE RESIDENTIAL AND COLLECTOR
STREETS REHABILITATION (AREA 1) AND ARTERIAL STREETS
REHABILITATION (GOLDEN SPRINGS DRIVE FROM BREA CANYON
ROAD TO LEMON AVENUE) PROJECT (PROJECT NO. S122102 &
S12210).
6. PUBLIC HEARINGS:
6.1 PUBLIC HEARING TO RECEIVE TESTIMONY ABOUT PROPOSED
DISTRICT MAPS AND SEQUENCE OF ELECTIONS.
ACM/McLean and Joe Armenta, Redistricting Partners, presented the staff
and consultant reports.
M/Low opened the Public Hearing.
Greg Bush said he did not find a copy of his map in the packet.
M/Low closed the Public Hearing.

Recess: M/Low recessed the meeting at 8:51 p.m.
Reconvene: M/Low reconvened the meeting at 8:57 p.m.
CITY COUNCIL
Following discussion, the Council concurred to continue the item to its
regularly scheduled meeting of April 19, 2022 with the intent to introduce
first reading of an Ordinance transitioning to district -based elections and
further discuss a preferred map and the sequence of district elections
which would be subsequently adopted by Resolution.
COUNCIL CONSIDERATION: NONE.
7. COUNCIL SUBCOMMITTEE REPORTS AND MEETING ATTENDANCE
REPORTS/COUNCIL MEMBER COMMENTS:
C/Liu thanked staff and wished everyone a Happy Easter.
C/Tye wished Armando Macias a Happy Birthday.
C/Lyons complimented Council, staff and residents for moving forward with the
opportunity to create a new Lighting and Landscape District, provided an update
on the post office landscaping and shared she looked forward to attending
Breakfast with the Bunny.
MPT/Chou invited residents to attend his local business lunch at Mr. G's at 12:00
noon and thanked staff for their support.
M/Low wished Mr. Macias a Happy Birthday and invited residents to attend the
Greater Los Angeles Vector Control Services' 70th Anniversary open house on
April 16th.
ADdOI RNMENT: With no further business to conduct, Mayor Low adjourned
the Regular City Council Meeting at 9:27 p.m.
