The City of Diamond Bar is in receipt of your 2023-024 request for the following public records pursuant to the California Public Records Act (“CPRA”) (Cal. Gov. Code section 6250 et
seq.):
“My name is Bommy and I am a Cal Poly Pomona civil engineering master's student and resident of Diamond Bar. For my master's project I have selected to analyze the intersection of E
Walnut Dr N and Lemon Ave and wanted to know if the city of Diamond Bar would be able to provide me some data to work with in regards to this and possibly other nearby intersections.
I am looking for any possible asbuilts, traffic plans, past traffic counts, and/or any other information you may find relevant and may be able to share with me.
Below are extracts of my proposal for your reference.
The project:
On May 28, while commuting to campus, I noticed that the intersection of E Walnut Dr N and Lemon Ave still showed green, even if the street was at capacity and the mast arm on the next
segment over was down. It happened again on Dec 6. The objective of this project is to analyze the existing conditions and recommend improvements to the rail and/or vehicular traffic
systems.
Proposed investigation:
Investigation of this topic will include multiple items. For this project, I will look at, and compare 2 alternatives: At-grade, and Overcrossing/undercrossing. At grade – As a local,
it came to my attention that at E Walnut Dr N and Lemon Ave the light remains green through the entirety of the time the mast arms are down. This alternative will primarily focus on
maintaining the crossing as is and updating the system within the vicinity of the project.
For the overcrossing/undercrossing alternative, the aim is to look at utilizing the existing Right-of-Way (ROW) while also adhering to the existing SCRRA rail design standards, city
standards of Diamond Bar, and other possible stakeholders.
