SPECIAL PROVISIONS
PART 2
CONSTRUCTION MATERIALS
200 ROCK PRODUCTS
200-1 ROCK PRODUCTS [Add the following section to the end]:
200-1.6 Stone for Rock-Filled Gabions and Stairs/Wall Drainage Swales
200-1.6.1 General.
Stone for Rock Cobble shall be quarrystone rubble, which shall be angular in shape. Flat or
elongated shapes will not be accepted unless the thickness of the individual pieces is at least
1/3 of the length.
Stone shall be Honey Quartz Rock Cobble, in a variety of sizes, ranging from 4 inches to 8
inches.

SECTION 201 – CONCRETE, MORTAR, AND RELATED MATERIALS
201-1 Portland Cement Concrete.
201-1.1.2 Concrete Specified by Class and Alternate Class. [Add the following]:
The class of concrete shall be Commercial Grade Quickcrete 5000 Concrete Mix, or
approved equal. with a maximum slump of three (3) inches for all footings, swales, and
drainage crossings.
The class of concrete shall also be Commercial Grade Quickcrete 5000 Concrete Mix unless
otherwise specified in the Structural Drawings provided by the Shade Shelter manufacturer.
201-1.1.3 Concrete Specified by Special Exposure. [Add the following]:
Test for Portland Cement Concrete
5. All material shall comply with Los Angeles County Standards, American Concrete
Institute (Act 1) and Uniform Building Code.
6. Product Data:
a. Submit complete materials list of items proposed for the work. Identify materials
source.
b. Submit any admixture, curing compound, retarder, or accessory item product
data.
c. Submit material certificates for aggregates, reinforcing, and joint fillers.

7. Provide field quality control inspection during concrete operations.
8. CONTRACTOR shall provide adequate notice, cooperate with, provide access to
the work, obtain samples, and assist test agency and their representatives in
execution of their function.
SECTION 204 – LUMBER AND TREATMENT WITH PRESERVATIVES
204-1.1.2 Hemlock - Fir.
1. Wood Stairs Timbers shall be as detailed on the Plans.
2. Timbers shall be 6 X 8 Pressure-treated landscape ties.
3. All boards shall be tight knot or better.
4. All lumber shall be free of warped or twisted members. Defective lumber shall be
rejected and removed from the site.
204-1.1.2 Steel T-Post and Rail Fencing
1. Post and Rail Fencing shall be as detailed on the Plans.
2. Posts shall be a minimum of 5’- 6” long; studded Steel T-Posts
3. Rails shall be pressure-treated Douglas Fir.
4. Rails shall be spliced only at post locations, with an 18” long splice material
(identical to rails material); secured with Galvanized Deck Screws from the back
side.
5. Rails shall be secured to the steel T-Post with 3” X 5.5” Vertical T-Post Brackets
6. All boards shall be tight knot or better.
7. All lumber shall be free of warped or twisted members. Defective lumber shall
be rejected and removed from the site.
8. All rails shall be stained with (2) coats of Dunn-Edwards Black Walnut stain.
SECTION 206 – MISCELLANEOUS METAL ITEMS
206-5.1 Metal Hand Railings Materials – General
1. Metal Hand Railings shall be as detailed on the Plans.
2. Railing and Post materials shall be 1 ¼” diameter Schedule 40 galvanized pipe.
206-7.1 Pre-manufactured Shelter Construction - General
See Section 215 Pre-Manufactured Items; subsection 215-2.2 Shade Structures.
206-6.10 Gabion Wall Cages – General
1. Gabion Wall Cages shall be as detailed on the Plans.
2. Gabion Cage materials shall be galvanized steel.

SECTION 213 - ENGINEERING SYNTHETICS [Add the following section to the end.]
213-5 Geotextiles and Geogrids
213-5.2 Filter Fabric
Filter Fabric shall be Mirafi 140N non-woven geotextile filter fabric.
SECTION 215 - PRE-MANUFACTURED ITEMS [Add the following section to the end.]
215-2 Site Furnishings
215-2.0 "Or Approved Equal" Provision
Throughout these Specifications, various types of products are specified with a an "Or
Approved Equal" provision. It shall be the CONTRACTOR'S responsibility to verify the
equality of suitability of any non-specified product or fixture in advance of installation or
bidding by confirming its approval by the CITY. Failure to do so shall be grounds for
rejection of the installation.
215-2.1 Benches
Benches shall be of the type as specified in the Plans, manufactured by DuMor, Bench
Model 88, 4’ long, with Recycled Plastic Slats, with Embedment S-1 legs. Contact
RECWEST OUTDOOR PRODUCTS (898) 735-3838.
215-2.2 Shade Shelters
Hiking Trail Shade Shelters shall be of the type as specified in the Plans, manufactured by
RCP Shelters, Inc. Model #TS-G8-2P-04, 8’ X 8’ Steel 2-Post Gable Shelters. Contact
RCP SHELTERS, INC. Bryce Cooper (772) 291-2010.
Shelter’s steel frame shall be powdercoated at the manufacturers in a Building Brown color,
and the metal roof shall be powdercoated at the manufacturers in an Evergreen color.
215-2.3 Educational Trail Signs
Educational Trail Signs with graphics shall be of the type as specified in the Plans,
manufactured by Fossil Graphics Inc. Contact: Linda Peters (631) 998-6160 or
LindaP@FossilGraphics.com
Graphics shall be manufactured as ½ Custom High-Pressure Laminate (CHPL), composed
of multiple layers of phenolic resin impregnated kraft filler paper, customized imaged
graphics, a layer of melamine resin, and covered by a layer of translucent exterior
UV/graffiti overlay protection.
Graphics shall be made using 12-color High-Definition printing technology.

The CHPL graphics shall be warranted for a minimum of 10 years against fading, de-
lamination and weather deterioration.

CONSTRUCTION METHODS
SECTION 300 - EARTHWORK
300-1 Clearing & Grubbing & Mobilization
300-1.3 Removal and Disposal of Materials
300-1.3.2 Requirements [Add the following]:
(d) Miscellaneous
In addition to the work outlined in Subsection 300-1 of the Standard Specifications, the
following items of work are included under Clearing and Grubbing & Mobilization unless
otherwise covered by a specific bid item.
1. Maintain dust control at all times by watering; including developing a water supply
and furnishing and placing all water required for work done in the contract,
including water used for extra work.
2. Provide for traffic control and all signs, barricades and flashers necessary to
maintain proper control, in accordance with W.A.T.C.H.
3. Protection of utilities within the construction zone, except those shown on the
plans and those specifically directed by the City Inspector to be removed or
relocated.
4. Clearing and removal of debris from site of work.
5. Sediment and erosion control.
6. Other items of work as directed in these Special Provisions.
300-1.4 Payment [Add the following]:
Unless otherwise specified, compensation for Clearing & Grubbing & Mobilization shall
include full compensation for mobilization, traffic control, signs, barricades and flashers,
and shall be paid for at the Lump Sum contract price and no additional compensation will
be allowed. Payment shall include full compensation for furnishing all labor, materials,
tools, equipment and doing all work involved in clearing and grubbing as specified. All
other demolition required for this project shall cover under Clearing, Grubbing and
Mobilization.
300-2 Unclassified Excavation
Unclassified Excavation shall consist of grading the sides of the existing trail to achieve a
minimum 5’-0” width to the trail.

300-2.6 Surplus Material [Add the following]:
Excavated material shall thinly scattered in the immediate vicinity of the trail widening
which is generating surplus materials. Care is required to minimize dumping significant
volumes of soil on any existing native shrubs, but rather scattering surplus materials in a
thin layer in the general, close-by areas.
300-2.9 Payment [Amend with the following]:
Unclassified excavation shall include the fine grading of existing soil on one or both sides
of the existing trail and the scattering of surplus materials in the immediate vicinity to
establish grades shown on the plans. Payment for Unclassified Excavation shall be
made per the Contract Unit Bid per Cubic Yard for Grading and shall include full
compensation for all labor, materials, tools, equipment and incidentals required for
completing this item of work.
300-4 Unclassified Fill
300-4.1 General [Add the following]:
Unclassified Fill shall include all fill required to establish grades and construct slopes as
shown on plans. Fill material shall consist of the on- site excavation material.
300-4.9 Measurement and Payment [Add the following]:
Compensation for all work involving the construction of fills and embankments shall be
considered as part of the operation being compensated as Unclassified Excavation.
SECTION 301 - TREATED SOILS AND SUBGRADE PREPARATION
301-1 Subgrade Preparation
301-1.3 Relative Compaction [Add the following paragraph after the first paragraph]:
The relative compaction requirements specified above shall apply unless higher relative
compaction values are required in the Plans or Special Provisions. The higher value
shall apply to the subgrade.
301-1.7 Payment [Replace with the following]:
Payment for subgrade preparation shall be included in the appropriate Bid Form Line
Items for Unclassified Excavation and no additional Payment shall be made.
SECTION 303 - CONCRETE AND MASONRY CONSTRUCTION
303-1 Concrete Structures.
303-1.1 General [Add the following paragraphs]:
Concrete structures shall conform to the provisions of the Standard Specifications as
modified herein.

Reinforcing steel shall be Grade 60 billet steel conforming to ASTM A615.
The surfaces of all concrete structures shall receive an ordinary surface finish.
The CONTRACTOR shall furnish all labor, tools and materials to construct reinforced
Portland Cement Concrete structures and appurtenant work to grades and dimensions
shown on the Plans or staked in the field.
303-1.3 Forms [Add the following paragraphs]:
Forms shall be braced to withstand the pressures developed and shall be tight to prevent
the loss of mortar.
303-1.7 Placing Reinforcement
303-1.7.1 General [Add the following paragraph]:
Aluminum and plastic supports for reinforcement shall not be used.
Bars shall be accurately spaced as shown on the Plans. In no case shall the clear
distance between parallel bars be less than 2-1/2 diameters of the bar, or a minimum of
2-inches. Unless otherwise shown on Plans, embedment of reinforcing steel (other than
stirrups and spacers) shall be 1-1/2 inches clear depth for #8 bars or smaller, and shall
be 2-inches clear for #9 bars and larger. Where placement of reinforcing steel requires
alternate bars of different size, embedment requirements shall be governed by the larger
bar. Stirrups and spacers shall be embedded not less than 1-inch clear depth.
Measurement of embedment shall be from the outside of the bar to the nearest concrete
face. Tack welding or butt welding of reinforcing bars will not be permitted.
303-1.7.2 Splicing [Add the following paragraph]:
Reinforcing bars may be continuous at locations where splices are shown on the Plans,
at the option of the CONTRACTOR. The location of splices, except where shown on the
Plans, shall be determined by the CONTRACTOR, based upon using available
commercial lengths where applicable.
Splices shall consist of placing the reinforcing bars in contact and wiring them together in
such a manner as to maintain the alignment of the bars and to provide minimum
clearances.
No lapped splices will be permitted at locations where the concrete section is not
sufficient to provide a minimum clear distance of 2-inches between the splice and the
nearest adjacent bar. The clearances to the surface of the concrete shall not be reduced.
Where grade 60 reinforcing bars are required, the length of lapped splices shall be as
follows:
Reinforcing bars #8 or smaller shall be lapped at least 45 diameters of the smaller bar
joined; and

Reinforcing bars #9, 10 and 11 shall be lapped at least 60 diameters of the small bar to
be joined, except where otherwise shown on the plans.
Splices of tensile reinforcement at points of maximum stress shall be avoided; however,
any deviation from splices shown on the Plans shall be approved by the City Engineer.
303-1.8 Placing Concrete
303-1.8.1 General [Add the following paragraph]:
The CONTRACTOR shall exercise caution in placement of concrete footings and
congested areas to ensure proper consolidation and that there are no voids, and
protection of water stops in position. Adequate provisions shall be made for easy visual
inspection of concrete placement, consolidation and water stop protection.
303-1.11 Payment [Replace with the following]
303-1.11.1 Unclassified Excavation Payment for subgrade preparation shall be
included in the appropriate Bid Form Line Items for Unclassified Excavation and no
additional Payment shall be made.
303-1.11.2 Concrete Footings for Benches & Shade Shelters Payment for concrete
footings shall be included in the appropriate Bid Form Line Items for those related items
and no additional Payment shall be made.
303-1.11.3 Concrete Cobble Swales Payment for Concrete Cobble Swales shall be
made per the Contract Unit Bid per Lineal Foot for Concrete Cobble Swales and shall
include full compensation for all labor, materials, tools, equipment and incidentals
required for completing this item of work.
303-1.11.4 Drainage Crossing Payment for Drainage Crossing shall be made per the
Contract Unit Bid per Each for Drainage Crossing and shall include full compensation for
all labor, materials, tools, equipment and incidentals required for completing this item of
work.
303-1.11.5 Grouted Rip Rap Payment for Grouted Rip Rap shall be made per the
Contract Unit Bid per Each for Grouted Rip Rap and shall include full compensation for all
labor, materials, tools, equipment and incidentals required for completing this item of
work.
303-1.11.6 Gabion Walls Payment for Gabion Walls shall be made per the Contract
Unit Bid per Lump Sum for each of four Gabion Walls #1, #2, #3, & #4 (as indicated on
the Plans) and shall include full compensation for all labor, materials, tools, equipment
and incidentals required for completing this item of work.

SECTION 305 – TIMBER CONSTRUCTION
305-2 TIMBER STRUCTURES AND TIMBER CONSTRUCTION
305-2.2.1 Materials for Timber Steps Payment for Timber Steps shall be made per the
Contract Unit Bid per Lump Sum for Timber Steps Numbers 1-26 (as indicated on Plans)
and shall include full compensation for all labor, materials, tools, equipment and
incidentals required for completing this item of work.
305-2.2.2 Handrails at Timber Steps Payment for Handrails, as a component of the
Timber Steps shall be included in the Bid Form Line Items for Timber Steps and no
additional Payment shall be made.
305-2.2.3 Trail Water Diverter Payment for Landscape Ties, as a component of the
Trail Water Diverter shall be included in the appropriate Bid Form Line Items for Trail
Water Diverter and no additional Payment shall be made.
305-2.2.1 Materials for Post & Rail Fence Payment for Post & Rail Fence shall be
made per the Contract Unit Bid per Lineal Foot for Post & Rail Fence and shall include
full compensation for all labor, materials, tools, equipment and incidentals required for
completing this item of work.
SECTION 312 – PRE-MANUFACTURED ITEMS
312-1 PRE-MANUFACTURED ITEMS
312-1.1 Benches: Unless otherwise specified, compensation for Benches shall be
included in the Contract Unit Price Bid for Benches per Each in the Proposal Bid Form
and shall include full compensation for furnishing all labor, materials, tools, equipment
and doing all work involved in completing this item of work.
300-1.2 Shade Shelters: Unless otherwise specified, compensation for Shade Shelters
shall be included in the Contract Unit Price Bid for Shade Shelters per Each in the
Proposal Bid Form and shall include full compensation for furnishing all labor, materials,
tools, equipment and doing all work involved in completing this item of work.
300-1.3 Educational Signs: Unless otherwise specified, compensation for Educational
Signs shall be included in the Contract Unit Price Bid for Educational Signs per Each in
the Proposal Bid Form and shall include full compensation for furnishing all labor,
materials, tools, equipment and doing all work involved in completing this item of work.

PART 8
LANDSCAPING AND IRRIGATION
SECTION 800 – LANDSCAPE AND IRRIGATION MATERIALS
800-1 Landscaping Materials
800-1.1 Topsoil
800-1.1.1 General.
Existing soil shall be used throughout the trails improvement work.
All disturbed areas from trails grading/widening shall be lightly scarified with metal rakes
just prior to hand broadcasting/hydroseeding, using all native soils.
SECTION 801 – LANDSCAPE AND IRRIGATION INSTALLATION
801-1 General
Work shall consist of the construction of trail improvements, followed by fine grading all
disturbed areas prior to hand-broadcasting/hydroseeding of native seed mix application.
No irrigation system installations is a part of this project.
801-2 Earthwork and Topsoil Placement
801-2.1 General [Add the following paragraph]:
All disturbed areas from trail widening/re-grading shall be lightly scarified with metal rakes
just prior to hydroseeding.
All soil generated from trail grading/widening shall be thinly scattered in the immediately-
adjacent areas, as directed by the City Inspector. No import or export of soil is required.
801-4 Planting
801-4.1 General [Add the following]:
The CONTRACTOR shall notify the City Inspector at least 48 hours in advance of needed
inspections.
801-4.6 Native Seed Planting [Add the following paragraphs]:
All areas disturbed by the trails work shall receive an evenly hand-broadcast S&S Basic
Native Erosion Control Mix at the rate of 32 lbs. per acre.
Immediately following the broadcast of seed, apply hydroseed mulch of Matrix’ Bonded
Fiber Matrix (BFM) at 2,500 lbs. per acre.

To prevent the spread of noxious weeds, all heavy equipment (e.g., backhoes, dozers,
excavators, water trucks) boots and hand tools (e.g., shovels, saws, hand clippers,
pruners) shall be cleaned prior to entering job site.
Any transport vehicles (e.g., cars, pickups, vans) that have operated in an off-road area
since that vehicle’s last washing shall be cleaned prior to entering job site. Cleanings
shall include: wheels, undercarriages, dozer belly pans, bumpers, and all parts of
vehicles and heavy equipment. All washing must take place where rinse water is
appropriately filtered or otherwise collected and disposed of ion either a sanitary sewer,
landfill or other authorized facility outside the job site.
A written daily log shall be kept on the decontamination of all equipment and vehicles.
The log must be submitted to the City each week.
801-8 Measurement and Payment [Add prior to the first paragraph]:
Native Seed Mix Planting: The payment for all materials, equipment and installation of
the Native Erosion Control Mix/hydroseed operation shall be included in the Contract Unit
Price Lump Sum Bid for Hydroseeding Native Erosion Control Mix in the Proposal Bid
Form and shall include full compensation for all labor, materials, tools, equipment and
incidentals required for completing these items of work.
