I just got an update on the permanent impacts earlier today from Endemic. Based on their calculations,
* Of 0.009 acre of California sagebrush – black sage scrub that was calculated for impacts, the project has permanently removed 0.0049 acre.
* Of 0.128 acre of disturbed California sagebrush – black sage scrub that was calculated for impacts, the project has permanently removed 0.0572 acre.
* Of 0.050 acre of coast prickly pear scrub that was calculated for impacts, the project has permanently removed 0.0159 acre.
That should cover anything that is needed for the HMMP, but let me know if there’s anything else you need. Thanks!

Good Morning Mr. Hamilton,
The City of Diamond Bar consulted with Carol Roberts, ESA Sections 7 and 10 Division Supervisor with the USFWS, in July and August 2022 regarding the project's impacts on California
Gnatcatchers. It was her determination that with the project's timing outside of the breeding season, avoidance measures, and planned on-site coastal sage scrub habitat restoration,
the project would not result in significant impacts to the species and would not require an incidental take permit.

Please accept my apologies for the delay in responding to your request We have reviewed the City of Diamond Bar's proposal as presented in your July 22, 2022, letter. The information
provided therein included: project description, survey results, and avoidance and minimization measures. Because the work will be done outside the breeding season, will involve very
narrow zones of disturbance, and will be distributed across the territories of three coastal California gnatcatcher (Polioptila californica californica; gnatcatcher) territories, we
agree that the project is not likely to result in impacts that would warrant an Incidental Take Permit for the gnatcatcher.
We appreciate the City's willingness to offset impacts to coast prickly pear scrub at a ratio of 5:1, resulting in a total of 0.250 acres to be mitigated onsite. This will benefit the
gnatcatcher and the cactus wren (Campylorhynchus brunneicapillus), which was also identified as using the site. However, as specified in your letter, a total of 0.187 acre of gnatcatcher
habitat will be impacted in the course of the planned activities. The Service recommends that this loss be offset at a 2:1 ratio, for a total of 0.374 acres of coastal sage scrub. Because
it is clear from the territory mapping that the gnatcatchers are using the coast prickly pear scrub, that 0.250 acres of mitigation can be counted towards the 0.374-acre recommended
offset for gnatcatchers. The remaining offset needed to achieve the 2:1 ratio would therefore be 0.124 acres of coastal sage scrub. There appear to be ample opportunities within the
context of the site to achieve this goal. We would be happy to coordinate with you on appropriate plants to use for this purpose.
