As we have previously discussed and met about, please find attached a memo for you to evaluate the potential impacts on California Gnatcatchers from the Canyon Loop Trail Improvement
Project in the City of Diamond Bar. Although gnatcatchers are known to be present in the area, it is our belief that the project’s avoidance and minimization strategy and proposed habitat
mitigation outweigh the otherwise relatively minimal effects that the project may have on the species, and that the net effects do not rise to the level of the project requiring an
Incidental Take Permit to proceed.
