I’ll let Anisha and Alan address your other questions, but as for the first, yes, the paragraph is correct as written. The gnatcatchers were using the prickly pear scrub as well. They
wouldn’t nest directly in the cacti themselves, but there are plenty of other shrubs in the community (it’s a variation of coastal sage scrub) for them to use. The cacti are just the
characteristic species.

Hi Alan,
The memo looks fine to me and ready to send off to USFWS. I just want to confirm that the Habitat Mitigation paragraph on page 4 intended to state that prickly pear cactus does support
CAGN, and it wasn’t meant to say cactus wren.
Also, I am curious about what the difference between restoration and enhancement is. My guess is that enhancement basically means supplementing an existing habitat, while restoration
means creating new habitat.
In regards to restoring prickly pear habitat, my very superficial google research seems to indicate that propagating cactus pad cuttings is very simple. $50k to plant a quarter-acre
is about $4.60 a square foot, and maintenance and monitoring is $26,000 a year. I am sure there’s more to it than simply scattering some pads and turning on the sprinklers once in
a while, but since we are talking about $180,000, we need to understand a bit more about what’s involved when we go over these cost items with the City Manager and Council. Could you
help us gain that understanding, either by email or a call?

Hi Alan and Ryan,
Please see attached for what I put together for the mitigation for Canyon Loop Trail. There were a lot more constraints on site, especially keeping in mind that USFWS wanted more hand
tools being used for the main construction project. With that in mind, while we are preparing the HMMP next week we could potentially reach out to a restoration contractor to get a
cost proposal from them. We’ve done that in the past with our contacts, with no expectations given of them winning the job. When Ryan P. puts together the HMMP, we will also have more
specific direction on the implementation and can better adjust the costs.
Timeframe wise for the City, I think the fastest and cheapest option is to only do the prickly pear scrub mitigation on site and plan to go to the bank if the sagebrush habitat ends
up being required. That way we can move forward with the HMMP getting approved and they could potentially add in the work effort as a change order for the construction team. The bank
only requires a reservation agreement initially and a certain percentage be paid of the overall costs. If the City wants to pursue mitigating both habitats on site then it would end
up being higher costs and we would need to get a cost proposal to get a better idea of how much more it would be for the full five year program.
Also, I should have my draft response to CDFW by tomorrow regarding the change in mitigation requirements for the sagebrush habitat they misclassified as sensitive.
