HomeMy WebLinkAbout2022.10.18 - Minutes - Regular MeetingCITY OF DIAMOND BAR MINUTES OF THE CITY COUNCIL REGULAR MEETING SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT/MAIN AUDITORIUM 21865 COPLEY DRIVE, DIAMOND BAR, CA 91765 OCTOBER 18, 2022 CALL TO ORDER: Mayor Low called the Regular City Council meeting to order at 6:30 p.m. in the South Coast Air Quality Management District's Main Auditorium, 21865 Copley Drive, Diamond Bar, CA 91765. Consistent with State Assembly Bill 361, members of the public were encouraged to participate and address the City Council during the public comment portion of the meeting via teleconference. City Council Members and staff participated in person and telephonically. PLEDGE OF ALLEGIANCE: INVOCATION: ROLL CALL: Staff Present: Councilmember Lyons led the Pledge of Allegiance. Cantor Paul Buch, Temple of Beth Israel, provided the invocation. Council Members Stan Liu, Nancy Lyons, Steve Tye, Mayor Pro TernAndrew Chou, Mayor Ruth Low Dan Ryan McLean, Assistant City Manager; Joan Cruz, Administrative Coordinator; Fox, City Manager; David DeBerry, City Attorney; Cecilia Arellano, Public Information Coordinator; Kristina Santana, City Clerk Staff Present Telephonically: Amy Haug, Human Resources Manager; Greg Gubman, Community Development Director; Ryan Wright, Parks & Recreation Director; Anthony Santos, Assistant to the City Manager; Jason Jacobsen, Finance Director; David Liu, Public Works Director; Hal Ghafari, Public Works Manager/Assistant City Engineer; Marsha Roa, Public Information Manager Also Present: LA County Sheriff's Captain Stephen Tousey APPROVAL OF AGENDA: As presented by M/Low. 1. CITY MANAGER REPORTS AND RECOMMENDATIONS: NONE 2. PUBLIC COMMENTS: Shelley Gentry spoke about the Royal Vista Golf Course housing project and the proposed public park. Cynthia Yu, Interim Community Manager, Diamond Bar Library, spoke about library and Friends of the Library programs and events. RESPONSE TO PUBLIC COMMENTS: CM/Fox responded to Shelley Gentry that he is unaware of any development proposals the County is reviewing and will reach out to the Supervisor's office for comment. OCTOBER 18, 2022 PAGE 2 CITY COUNCIL 3. SCHEDULE OF FUTURE EVENTS. CM/Fox presented the Schedule of Future Events. 4. CONSENT CALENDAR: C/Lyons moved, MPT/Chou seconded, to approve the Consent Calendar as presented. Motion carried 5-0 by the following Roll Call vote: AYES: COUNCIL MEMBERS: Liu, Lyons, Tye, MPT/Chou, M/Low NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None 4.1 APPROVED CITY COUNCIL MINUTES OF THE OCTOBER 4, 2022 REGULAR MEETING. 4.2 RATIFIED CHECK REGISTER DATED SEPTEMBER 28, 2022 THROUGH OCTOBER 11, 2022 TOTALING $431,104.94. 4.3 APPROVED TREASURER'S REPORT FOR THE MONTH OF SEPTEMBER 2022. 4.4 ADOPTED RESOLUTION NO. 2022-54 PROVIDING FOR CONTINUED USE OF TELECONFERENCING AND OTHER FORMATS AS DEFINED AND IN COMPLIANCE WITH ASSEMBLY BILL 361 FOR MEETINGS OF THE DIAMOND BAR CITY COUNCIL, CITY COMMISSIONS AND SUBCOMMITTEES. 5. PUBLIC HEARINGS: NONE 6. COUNCIL CONSIDERATION: 6.1 THIRD AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT. CA/DeBerry presented the staff report. C/Lyons moved, C/Tye seconded, to adopt the Third Amendment to the City Manager Employment Agreement. Motion carried by the following Roll Call vote: AYES: COUNCIL MEMBERS: Liu, Lyons, Tye, MPT/Chou, M/Low NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None 7. COUNCIL SUBCOMMITTEE REPORTS AND MEETING ATTENDANCE REPORTS/COUNCIL MEMBER COMMENTS: OCTOBER 18, 2022 PAGE 3 CITY COUNCIL C/Liu thanked staff for tonight's presentations, reminded everyone to turn in their receipts for Restaurant Week by Friday, October 21st, and looked forward to seeing everyone at the State of the City Address tomorrow evening. C/Tye looked forward to M/Low's presentation tomorrow evening at the Diamond Bar Center at 6:30 p.m. and invited everyone to Red Ribbon Family Festival hosted by the Walnut Valley Rotary Club on Saturday, October 22nd from 9:00 a.m. to 1:00 p.m. at Diamond Bar High School. C/Lyons reported on her presentation on City Government at Quail Summit School with the help of PIM/Roa, thanked AtoCM/Santos and staff for the luncheon celebrating the City's Public Safety Officers, spoke about the Friends of the Library's Gently Used Purse sale which takes place on Saturday, October 22nd in the City Hall Windmill Room and hoped to see many attendees at the State of the City Address. MPT/Chou looked forward to the State of the City Address, congratulated Diamond Bar High School on winning the Branding Iron football game against Walnut, and announced the upcoming call with LA County regarding a proposed pilot Community Land Trust Partnership Program. M/Low invited everyone to attend tomorrow evening's State of the City Address and to the Halloween Party on Saturday, October 29t" from 9 to noon.
