PARKS AND RECREATION COMMISSION MEETING RULES
Welcome to the meeting of the Diamond Bar Parks and Recreation Commission. Meetings are
open to the public.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission
chambers.

ACCOMMODATIONS FOR THE DISABLED
A cordless microphone is available for those persons with mobility impairments who cannot
access the podium in order to make a public comment. Sign language interpretation is available
by providing the City Clerk three business days’ notice in advance of a meeting. Please

C/Qiu noticed trash cans in the picnic area at Sycamore Park are missing
covers and asked residents to contact the Diamond Bar/Walnut Sheriff’s
Station if they observe homeless individuals occupying City parks
including Sycamore Canyon, Pantera and Peterson parks during periods
outside the hours of permitted use.

Special Events
Concerts in the Park
Concerts continued to rock at Summitridge Park with the series extending into July and
concluding in August. Concert goers jammed into the night with fan favorites from the
bands Soto, Electric Vinyl, Bumptown and the U2 Experience.
On August 3, the City celebrated Diamond Bar Night Out with Diamond Bar Sheriff’s
team and local Fire Station 120. Diamond Bar Night out is an event celebrated in
Diamond Bar aimed at sending the message that the community is united against
neighborhood crime and reinforcing community safety. The series concluded on August
10 with 80’s All Stars and patrons left with a final farewell message from the Mayor
thanking them for their support of this community event.
Movies “Under the Stars”
Movies “Under the Stars” continued to take place on Wednesday evenings at dusk after
Concerts in the Park. The highlight was on August 3 when movie goers flooded into the
park to watch Disney’s Encanto. The series concluded on August 10 with Clifford, the
Big Red Dog.

Fall Recreation Guide
The guide was delivered to homes mid-August. The guide covers recreation
programming taking place September through December.
Recreation Classes
The summer contract class season came to an end on August 31 with 1,369
participants enrolled in a variety of the 165 classes offered throughout the summer.
There were 20 youth week-long camps that were held this summer, ranging from 5-18
enrolled students each. Overall, summer enrollment was a successful summer with a
minimal number of classes cancelled due to low enrollment. Revenue for these classes
equated to over $189,000 in gross revenue.
Some of the stand out instructors with the highest enrollment numbers were those who
offered sports classes. Leading the pack was Raptor Sports with their aquatics program,
followed closely by Tennis Anyone, Kidz Love Soccer and Youth Evolution.
The adult community joined in the fun this summer with all adult focused classes
meeting minimum enrollment numbers. Classes included; yoga, meditation and art
classes ranging in different mediums. Staff continue to research and conduct surveys to
provide classes for the whole community to enjoy.
Senior Programs
Senior Clubs
All Senior Clubs are in full swing, including indoor club activities at the Diamond Bar
Center, Heritage Park Community Center and Pantera Park Activity Room.
• Evergreen Senior Club meets at the Diamond Bar Center Monday thru Friday.
Activities include karaoke, mahjong, gardening and more.
• Diamond Age Seniors have returned to their regularly scheduled programming at
Heritage Park. The club will meet on Wednesdays and Thursdays. Activities
include mahjong, karaoke, and dance.
• Diamond Bar Senior Citizens Club meets at the Diamond Bar Center on
Mondays at 9:30 a.m. Activities include luncheons, day and extended trips, and
bingo.
• Sunshine Seniors meet at the Diamond Bar Center on Sundays. Activities
include yoga, Zumba, and private evening events.
• Super Diamond Age are meeting at Heritage on Tuesdays and Fridays from 9
am -9 p.m. during the months of August thru December. Activities include folk
dancing, tai-chi, karaoke, and more.
• Federation of Hindus Association meet at the Diamond Bar Center on the fourth

Saturday of the month from 5-10 pm. Activities include music, dance, and dinner.
• Photo Club members meet to share and learn by exchanging photo tips and
attend photo excursions. Meetings take place 7-9 p.m. every second Wednesday
of the month at the Diamond Bar Center.
Mt. San Antonio College
The Older Adults and Adults with Disabilities Department at Mt. SAC offered instructor
lead courses at the Diamond Bar Center and Pantera Park this summer. The summer
session was held June 20 – August 19, including classes in fitness, arts, gardening,
sewing and more. The fall session began on August 22 with classes at the Diamond Bar
Center and returning to Heritage Park following the conclusion of summer Day Camp.
Senior Talks & Webinars
Anthem Blue Cross hosted a series of seminars on Medicare and open enrollment. On
July 20 “Why Medicare Advantage” covered tips for first-time applicants and provided
guidance on different plan options. On August 17 “Why Medicare Supplement” ABC
reps discussed Medicare Supplement policy that can help pay for health care costs like
coinsurance, copayments or deductibles.
Walnut Valley Senior Living offered a session to those that care for a loved one called
“Caring for the Caregiver” on July 12. The group is intended to join folks together who
experience similar conditions and learn how to cope and care for themselves.
Walnut Valley Senior Living representatives also conducted a “Hands on Smart Device
Training” at the Diamond Bar Center on August 9. The goal was to help seniors stay
connected with friends and family through technology. Participants brought their smart
phone, iPad, and/or tablet for hands on assistance. Presenters reviewed how to access
virtual programs and set up their devices.
Excursions
The Hollywood Bowl 4th of July Spectacular was a huge hit with 39 people signed up to
attend. This was the first excursion to successfully run since the shut down in 2020.
Participants were able to watch the Los Angeles Philharmonic perform along with two of
the most well-known funnymen: Steve Martin and Martin Short. The Fantasy Springs
Casino trip followed the next month on August 10 with 45 people signed up for a day of
play! Participants received a $35 player card and $5 food voucher during their five-hour
stay at the casino.
Senior Dances
The July 14 Summer Luau was a success with 115 seniors enrolled! They celebrated
with great music, delicious Hawaiian cuisine, a photo booth, and a chance to win raffle
prizes. The photo booth was donated by Anthem Blue Cross. Raffle prizes included a
combination of donated items from senior talk speakers and locally purchased items.
The Western BBQ on August 18 had a total of 87 people enrolled. Participants enjoyed
music, BBQ dinner, dancing, and raffle prizes. A two-person band, Global Affair,
performed classic western songs and DJ’d popular music during intermissions to keep

the dance floor moving. This was the first time in over eight years that there was a live
band performing at a senior dance. The feedback we received was great however, the
overall consensus was that they preferred a DJ.
AARP Mature Driving
AARP returned to offer in-person classes at the Diamond Bar Center on August 11 and
12. The two-day course shares information on how age-related changes can affect
driving, and provides instruction to refine existing skills and develop safe and defensive
driving techniques. Participants must attend both classes to receive a Certificate of
Completion.
Wednesday Walkers
Walks were hosted at Heritage Park in July with 34 participants and at Sycamore Park
in August with 36. A Diamond Bar Wednesday Walkers branded shirt, is provided to all
new pre-registered participants compliments of Anthem Blue Cross. Wednesday
Walkers meet weekly, exploring a new park each month. The walk begins with light
warm-up stretches, leading into a leisurely walk, and concludes with a complimentary
snack and water. The Wednesday Walkers hit their 1-year anniversary of walking this
past August! On the last Wednesday of August the participants celebrated with a
potluck! There were 30 participants that brought goodies to share and City staff
provided a snack and water for all to enjoy after their walk.
Facility Reservations
Diamond Bar Center Rentals
During the months of July and August, 45 rental events were hosted at the Diamond Bar
Center. Rentals included 14 seminars/conferences, 10 weddings, 9 birthdays, 6
celebrations of life, 2 bridal showers, 1 baby shower, 1 anniversary, 1 graduation party,
and 1 baptism. The Diamond Bar Center truly demonstrated its versatility as an
excellent event center for all sorts of occasions. The combined revenue for both months
totaled $124,587. With summer in full swing and events such as Concerts in the Park
being hosted right outside at Summitridge Park, the Diamond Bar Center also saw a
steady amount of people coming in to inquire about facility rentals. Inquiries via phone,
email, and online systems such as Wedding Wire and Yelp continued to flow in as well.
Heritage and Pantera Park Rentals
In the months of July and August there were four rentals of the Pantera Activity Room
that resulted in $1,171.84 in gross revenue. The Heritage Community Center also had
four rentals over the months of July and August, which brought in $2,753.02 gross
revenue.
Picnic Rentals
Over the months of July and August, there were a collective total of 16 reservations
throughout the City Parks. The revenue for these two months resulted in $2,057 gross
revenue.
Healthy Diamond Bar

Ronald Reagan Park - July
In July, Healthy DB highlighted the beautiful Ronald Reagan Park. Residents were
given information on the park, including amenities and workout ideas that Ronald
Reagan offers. Workout ideas were suggested for residents looking for workout ideas
when visiting the park. In addition, new Healthy DB members were given Healthy DB
shirts.
Maple Hill Park - August
In August, Healthy DB highlighted Maple Hill Park. Maple Hill Park has so much to offer
residents with a nice playground, picnic areas, a basketball court, an open field space,
and pickleball courts. A social media post highlighted all the amenities that Maple Hill
Park has to offer residents. In addition, new Healthy DB members were given Healthy
DB shirts.
Youth Programs
Kinder Skills – Summer Session 2
Summer Session 2 began June 27 and ran through August 5. There were 13
participants enrolled in the two-day class and 12 participants enrolled in the three-day
class. The theme was ‘Going Green’, participants also took part in learning about colors
and recognizing letters and shapes. In addition, the children learned about recycling and
reusing through art, stories, and activities.
Day Camp
July 5 started the 5th week of Day Camp themed “Surfin USA” to coincide with the 4th of
July holiday. This week campers had a visit from an amazing Puppet Show and went to
John’s Incredible Pizza on Wednesday for their excursion. In week six campers
ventured to Harkins Movie Theater for Clifford, The Big Red Dog, and received a visit
from a Comedy Magic Show for the week’s entertainment. In week Seven campers
went to Big Al’s in Ontario for their excursion. In week seven campers had a visit from
Nā Pua Lehua for a Hula Performance to conclude the week. In week eight, campers
ventured back to Harkins Theaters to watch Minions – the Rise of Gru for their
excursion – this excursion replaced the Beach Trip due to high heat warning and High
COVID increases. Continuing in the week, campers had a visit from the LA County
Sherriff Department and LA County Fire Department for the week’s entertainment. In
week nine, campers headed over to Oak Tree Lanes for Bowling for their excursion.
And finally concluded their week and camp on August 5 with fun festival games and a
hair painter on site.
Volunteens
Over 60 volunteens continued their assignments at Day Camp, Concerts in the Park,
Kinder Skills and the Diamond Bar Center with Bingo and Wednesday Walkers. On
Thursday, August 11 the Volunteen program officially came to an end with an
appreciation night at Heritage Park. During the summer over 60 Diamond Bar teens
ages 13-17 volunteered over 4,180 hours of service to the community. The appreciation
night took place at Heritage Community Center with over 30 volunteens in attendance.

The evening included lots of food, treats, laughs, games, and certificates of service
were handed out.
Youth and Adult Sports
Adult Volleyball – July - August
The Summer session of Adult Volleyball started on June 6 at Chaparral Middle School.
Adult Volleyball has seen an increase in interest this summer with 29 participants
enrolled in the session. Participants drop-in on Monday nights from 7p-9p.
The session concluded on August 8.
The Fall session of Adult Volleyball started on August 15 and will conclude on October
17. There are currently 28 participants currently enrolled in the session.
Field Allocation July-August
Field allocation schedules for user groups were sent out for the new allocation period,
September - December 2022. Six qualifying user groups submitted allocation
application for this allocation. These user groups include AYSO, Diamond Bar Girls
Softball, Pony, MVP Flag Football, Diamond Bar Soccer League, etc. Pantera and
Lorbeer fields were closed for their annual renovation June 20 – August 21. An
allocation meeting was held on August 4 with the qualifying user groups to discuss the
upcoming allocation period including changing light locks and field clock outs dates.

During the previous months, the Public Works Maintenance staff has been working on
various tasks throughout the City. The following is a brief recap of key maintenance
items completed.
Diamond Bar Center
• Replaced a GFI receptacle in upper women’s restroom.
• Cleared three (3) clogged sink drains in Maple room, upper men’s and upper
women’s restrooms.
• Replaced corroded drain line in lower women’s restroom sink.
• Tethered ice machine scoop in the kitchen.
• Painted and installed new door closer mounting brackets and associated
hardware.
• Re-lamped sconce lights in GVBR.
• Rebuilt Sloan valve in lower men’s room toilet.

• Rebuilt complete toilet valve in women’s restroom.

SUBJECT: November 2022 Commission Meeting
RECOMMENDATION: It is recommended the Parks and Recreation
Commission consider staff’s options and provide
direction to staff.
Traditionally, the Parks and Recreation Commission discusses the November meeting
schedule on an annual basis due to the Thanksgiving holiday. This year, the November
Parks and Recreation Commission meeting falls on Thanksgiving, which is Thursday,
November 24, 2022.
Based on the Thanksgiving holiday and the lack of anticipated agenda items, staff
recommends the following options, in recommended order, for Commission
consideration:
A. Similar to previous years, cancel the November Commission meeting and
reconvene on January 26, 2023.
B. Reschedule the Thursday, November 24, 2022 meeting for Thursday, November
16, 2022.
It is recommended the Parks and Recreation Commission consider the options above
and provide direction to staff.
