21. A Registered Civil Engineer shall submit a Grading Certificate to the City Engineer no more than 10 /
working days upon completion of final grading operations. Certificate of Occupancy shall be issued
subject to the City Engineer's approval of said Engineer's Certificate. Final grading must be approved
by the City before occupancy of buildings will be allowed.
