Consistent with the Governor’s latest Executive Order to Stay at Home, avoid gatherings and
maintain social distancing, the regular meeting portion of the agenda will be conducted
telephonically and Members of the City Council, Planning Commission and staf f will be
participating via Teleconference. There will be no physical meeting location for the regular
meeting.

Members of the public may provide public comment by sending written comments to the City

indicate in the Subject Line “FOR PUBLIC COMMENT.” Written comments will be distributed to
the Council Members and read into the record at the meeting, up to a maximum of five
minutes.
Alternatively, public comment may be submitted by logging onto the meeting through this link:

will be called upon one at a time during the Public Comment portion of the agenda, and will be

Council Recommendations for the Diamond Bar Town
Center Mixed Use Focus Area.

FINANCIAL IMPACT:
The City entered into a Technical Assistance Panel Agreement with the Urban Land
Institute Los Angeles District Council (ULI-LA) for a not-to-exceed fee of $30,000.
BACKGROUND AND DISCUSSION:
Town Center Mixed Use Focus Area
The Diamond Bar General Plan designates the 45 -acre commercial area along
Diamond Bar Boulevard, between Golden Springs and the SR -60 overpass, as the
Town Center Mixed Use Focus Area, highlighted below:
The long-term vision for the Town Center is to establish a vibrant, walkable downtown
with shops, restaurants, residences and public plazas. To begin the process of

coalescing this vision into an actionable land use plan, staff enlisted the services of the
Urban Land Institute (ULI).
ULI Technical Assistance Panels (“TAPs”)
ULI is an international nonprofit research and education organization. Its stated mission
is to "shape the future of the built environment for transformative impact in communities
worldwide." ULI advocates progressive development, conducting research, and
education in topics such as sustainability, smart growth and placemaking. ULI -LA is the
regional ULI council that serves the Los Angeles County market area.
The TAP is a service offered by ULI that provides expert and objective advice to local
governments, non-profit organizations seeking to take on complex land use planning
challenges. The TAP process brings together a knowledgeable and diverse panel to
focus on a prescribed topic during a short-term, intensive collaborative exercise. The
desired outcome is a set of insights and recommendations that will guide the sponsoring
organization toward a more efficient planning process.
The Diamond Bar Town Center TAP
The City enlisted ULI-LA to assemble a TAP to assist in implementing the General
Plan’s Goals and Policies for the Town Center Mixed Use Focus Area. The Diamond
Bar Town Center TAP is comprised of experts in the fields of architecture, finance, land
development and construction, market analytics, urban planning, landscape
architecture, policy, branding and transportation. The TAP convened during the week of
April 12, 2021 and conducted an intensive study of the Focus Area.
Staff requested that the TAP consider the following questions during the process:
• Urban Form/Placemaking
o How do we transform suburban style neighborhood commercial centers into a
vibrant, pedestrian-oriented Town Center?
o What are some design options for the area that can advance the overall vision?
• Market Feasibility
o What appropriate mix of uses, and at what densities, is needed to create a Town
Center environment and sense of place?
o Is there market demand for such mix of uses?
o How do you challenge market forces that seem to support maintaining the status
quo?
• Financial Feasibility
o What is needed to ensure that there is an overall positive net fiscal impact to the
City?
o How do you entice property owners to make the needed investment to create a
new Town Center?

• Implementation
o What are some key next steps and implementation tools available to the City to
help facilitate the creation of a Town Center?
o What are some key next steps that property owners can take to help make the
vision become a reality?
o What are some strategies/incentives to encourage property owner
partnerships/participation?
The purpose of today’s joint meeting hear ULI-LA’s presentation, and then engage in a
discussion of the TAP’s findings and recommendations. ULI-LA will then publish a final
report in the next two to three months, which will be provided t the Planning commission
and council once available.
RECOMMENDED ACTIONS:
1. Receive the ULI-LA presentation;
2. Receive public comments; and
3. Provide feedback and direction to City staff on next steps in the Town Center
planning process.
