RE: SUPPORT FOR ATP GRANT APPLICATION; DIAMOND BAR BOULEVARD
COMPLETE STREETS PROJECT
Dear Ms. Waters:
As Mayor, I am writing to express my enthusiasm regarding the City’s Active
Transportation Program (ATP) application for the Diamond Bar Boulevard
Complete Streets Project. The City Council has collaborated with our residents,
business owners and City staff to develop a very exciting project. The Project
also bisects our new Diamond Bar Town Center area and will be a critical
element to help transition this auto-oriented commercial area into a walkable,
pedestrian-oriented urban village with new entertainment, retail, restaurants,
community gathering spaces and a variety of housing opportunities.
Diamond Bar fully supports the goals of ATP which strive to increase the safety
and mobility for non-motorized users and increase the proportion of trips
accomplished by biking and walking. The Diamond Bar Boulevard Complete
Streets Project is a prime candidate for meeting the goals of ATP, as well as
advancing the City Council’s 2021-2024 Strategic Plan which is supported by the
following three Goals:
Responsible Stewardship of Public Resources
Open, Engaged & Responsive Government
Safe, Sustainable & Healthy Community
The award of the grant allows Diamond Bar to responsibly allocate and
leverage public and private resources to make needed investment in
infrastructure improvements. Implementation of this project will be a welcome
response to our constituents’ requests for more biking/walking facilities in the
City. The project will contribute to a safe, sustainable, and healthy community
by connecting neighborhoods to two local schools, thereby reducing the

incidence of childhood obesity by encouraging bicycling and walking along
our main boulevard.
The project will increase pedestrian safety along this major arterial and
encourage more of our school children and parents to walk or ride a bike to
school. Having safe pedestrian sidewalks and bicycle lanes will also encourage
local residents to utilize these facilities, thereby reducing the number of vehicles
on the road helping to reduce greenhouse gas emissions.
