TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter
not on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk, or if you plan to participate via
teleconference, please submit a written request to publicworks@diamondbarca.gov at least 24
hours prior to the meeting. Any material to be submitted to the Traffic and Transportation
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

Consistent with COVID-19 regulations, Commissioners appeared in-person, and staff was
physically present for the meeting. Public seating was limited due to distancing requirements
on a first-come, first-serve basis and members of the public were encouraged to participate
and address the Commission in person or via teleconference.

unanimously elected to serve as Chair of the Traffic and Transportation Commission

VI. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
A. Adaptive Traffic Control System (ATCS) – AE/Malpica provided background
information and stated that staff continues to monitor the ATCS performance
and make field adjustments to address unforeseen challenges as warranted.
B. Citywide Audible Pedestrian Signal and Pedestrian Pushbuttons –
AE/Malpica - Staff identified multiple signalized intersections in the City for
Audible Pedestrian Signal (APS) units. Staff will work with one of the City's
traffic engineering consultants to further assess the locations and include them
as part of the 5-year Capital Improvement Program (CIP).
C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway-
AE/Malpica - A new Extended Weekend Closure (EWC) notification of the
northbound SR-57 was released for Friday, March 18, 2022, through Monday,
March 21, 2022. Removal and replacement of concrete slabs in both
directions of SR-57 are part of the scope of work to enhance ride quality and
maximize the service of the roadway. Caltrans released a notification to all
agencies located in the vicinity of the freeway, advising of the anticipated
noise, vibrations, and dust associated with construction activities.
D. Grand Avenue/Golden Springs Drive Intersection Improvements –
AE/Malpica – As of March 1, 2022, this project is underway as scheduled. The
90-day slope settlement was completed, in preparation for the jacking pit
operations; installation of the 120-inch Reinforced Concrete Pipe (RCP);
relocation of the golf course tunnel and retaining walls in front of the Golf
Course; as well as parking lot completion, along with the new concrete curb
and gutter. Electrical, streetscape, concrete flatwork, pre-cast architectural
features and architectural lighting will continue for the next couple of months on
the Golf Course sides of the intersection. Staff will continue to work closely with
the contractor to minimize delays at this intersection and keep the Sheriff's
Department, Fire Station #120, and the public informed of potential delays.
E. NTMP/Hawkwood Drive Neighborhood Traffic Management Program –
AE/Aoun – Staff held the first Neighborhood Traffic Management Program
(NTMP) meeting for the Hawkwood Drive Neighborhood on January 13, 2022.
A total of eleven (11) residents logged on to the virtual meeting and had the
opportunity to voice their concerns. Staff introduced residents to the NTMP
process and identified commonly used traffic calming tools used on residential
streets. Residents shared their observations of the neighborhood traffic
behavior and comments on potential traffic calming devices. The presentation
was well received, and the neighborhood participation was encouraging . Staff
is now utilizing one of the City's on-call traffic engineering consultants to
prepare an initial traffic calming plan for the neighborhood. Data from the initial
traffic counts and a summary of the residents' observations and concerns were
provided to the consultant for their use in creating a plan that is most fitting to
the neighborhood. Once the plan is complete, staff will schedule a second

meeting during which residents will have the opportunity to share their thoughts
and comments on the proposed measures.
F. NTMP/Del Sol Lane Neighborhood Traffic Management Program –
AE/Aoun - The City's traffic engineering consultant, Kimley-Horn, prepared
construction plans for the Del Sol Lane neighborhood. Staff reviewed the
proposed traffic calming devices on the plans for consistency with the City's
current practices and other neighborhoods. On November 18, 2021, staff
presented the traffic calming design plans to the residents at a second NTMP
neighborhood meeting. Fifteen (15) residents attended and shared their
comments on the proposed measures. Staff incorporated residents’ comments,
where feasible per the Codes and standard engineering practices, to finalize
the design as shown in the attached plans. This process is currently in Step 3,
the approval process, during which staff will prepare the final plan, review the
plan and prepare a construction schedule. The plans will then be presented to
the Traffic and Transportation Commission with a recommendation for
approval after which the plan will be taken to City Council for final approval
prior to scheduling construction. He also responded to Commissioner
Plunkett’s questions regarding the resident notification and participation
process and C/Mehta’s questions about how the required 67% percent
response is met.
Public Comments:
Marsha Goodman was concerned about proposed speed humps at High Knob
Road and Del Sol Lane. AE/Aoun responded that in order for a three-way stop
sign to be installed at that intersection, the stop sign must meet a certain
volume threshold which was not met at these intersections.
Cheryl Clark asked for clarification of proposed installations near her home.
AE/responded.
G. New Illuminated Street Name Sign Design – ET/Delgado – The Public
Works Department has finalized the new design template for all illuminated
street name signs. The new design features the City's windmill logo, with a
white highway gothic typeface (font), over a green background. The typeface
was specifically selected to be in line with the Federal Highway Administration
(FHWA) recommendation. In August of 2021, Public Works installed new
illuminated street name signs featuring the latest design outside of Niagara
Bottling Company's new headquarters at 1440 Bridgegate Drive. Public Works
staff will replace the signs at all of the 66 signalized intersections as part of an
upcoming City project. Until that project commences, the illuminated signs that
are damaged beyond repair will be replaced with those featuring new designs.
During recent storm events, illuminated street name signs at the signalized
intersections of Grand Avenue at Lavender Drive and Grand Avenue at
Summitridge Drive sustained damage and will be replaced in the coming
weeks.

IX. STATUS OF PREVIOUS ACTION ITEMS:
VC/Hsieh asked about the tree at the Mt, Calvary Lutheran Church that was a
previous topic of discussion. AE/Aoun responded that four (4) trees were removed
and only three (3) were replaced, in coordination with the school. This assisted the
school to create a plan to create striping on the driveway to mitigate line-of-sight
issues, add signage on Golden Springs Drive to inform drivers that the area is a
school zone, and change the color of the crosswalk in front of the school from white to
yellow to inform drivers that it is a school crossing. In addition, staff worked with a
neighboring resident to trim back a bush to improve the line-of-sight.
X. ITEMS FROM COMMISSIONERS:
C/Mehta reiterated his concern about the on-going overgrowth obstruction for drivers
attempting left turns to The Country entry gate from Grand Avenue. AE/Malpica
responded that the bushes are being maintained.
Chair/Busteed asked if the City was responsible for the landscaping under freeway
crossings at Diamond Bar Boulevard and at Pathf inder Road where handicapped
ramps are available. It appears the ramps pour onto landscaped areas rather than
sidewalks. PWD/Liu responded that Caltrans has jurisdiction over those areas and
staff will examine the areas to determine if there is a lack of continuous path of travel
and determine what options are available.
VC/Hsieh thanked staff for a great job and said it was great to see everyone in
person.

striping and traffic control phases at Grand Avenue and Golden Springs Drive as part of
the roadway rehabilitation project. Staff will continue to monitor the performance of the
system and continue to make any necessary field adjustments to address unforeseen
challenges Citywide.
B. Street Rehabilitation Projects - Area 1 Residential and Collector Streets,
Golden Springs Drive from Brea Canyon Road to Lemon Avenue
This Project will improve approximately 19 centerline miles of residential and collector
streets with slurry seal, chip seal, localized asphalt concrete (AC) dig-outs, and curb
ramp improvements in Area 1. The Project will also rehabilitate Golden Springs Drive
from Brea Canyon Road to Lemon Avenue with AC grind and overlay, enhanced bike
lanes, signing and striping, and ADA curb ramp improvements.
Staff has completed the design and City Council has approved the design and plans at
the April 5, 2022, City Council meeting. The project was advertised for bid on March 22,
2022, with a bid opening date of April 5, 2022. Five (5) bids were received. Copp

Contracting, Inc. was the lowest responsible bidder with a base bid in the amount of
$2,567,790. Staff will schedule a pre-construction meeting next week to begin the
project this month after local schools begin summer break to avoid traffic impacts on
parents and students during regular school hours. Public notifications will be sent out to
all affected residents and businesses well in advance of the construction start date.
C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway
Caltrans issued two weekend closures for April 22nd through April 25th and April 29th
through May 2nd. The weekend closure is part of the SR-57 rehab project. Staff with the
support of the City’s traffic consultant have been monitoring traffic conditions for every
weekend closures to address any congestions along the City’s arterials. Caltrans
rehabilitation work will enhance ride quality and maximize the service of the roadway.
Caltrans released notifications to all agencies located in the vicinity of the freeway
advising of the anticipated noise, vibrations, and dust associated with construction
activities.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
As of May 4, 2022, this project is underway as scheduled. The retaining walls, curb &
gutter, custom cast tree grates and concrete color flat work has been completed in front
of the golf course parking lot (northeast). The contractor is currently completing all the
curb & gutter, custom tree grates and concrete color flat work at the southeast quadrant
of the intersection along Golden Springs Drive. All streetscape, pre -cast architectural
features, architectural lighting and the new roadway lanes are anticipated to be
constructed in the next couple of months on both northeast and southeast quadrants of
the intersection. Staff will continue to work closely with the contractor to minimize delays
at this intersection and keep the Sheriff's Department, Fire Station #120, and the public
informed of potential delays.
E. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management
Program
Staff held the first Neighborhood Traffic Management Program (NTMP) meeting for the
Hawkwood Drive Neighborhood on January 13, 2022. A total of 11 households logged
on to the virtual meeting. Some households had multiple individuals sharing a single
device, therefore, staff believes roughly 13-18 residents were on the call. Several
residents expressed concerns regarding speeding, driver awareness, and driver
maneuvering at intersections. Staff noted the concerns and discussed several potential
traffic calming tools with the neighborhood, explaining the benefits of each tool.

One of the City's On-Call Traffic Engineering Consultants, Fehr and Peers, prepared an
initial traffic calming plan taking into account speed/volume data, existing conditions,
and the specific feedback from the residents. There are 3 concepts that will be
presented to the neighborhood at a future NTMP meeting. After feedback from the
residents is received, construction drawings will be prepared for the neighborhood traffic
calming measures.
F. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
The City's Traffic Engineering Consultant, Kimley Horn, has prepared construction plans
for the Del Sol Lane neighborhood. Staff has revied the plans based on resident input
from the latest NTMP meeting to come up with a final design. The residents have been
mailed a survey to review the final design and vote on whether or not to approve. If
approved by the neighborhood, the plans will be ta ken to Council for final approval and
construction bids will be procured to build the project.
G. Upcoming Utility Construction Projects
Staff approved plans and issued encroachment permits for several utility improvement
projects that are active, or anticipated to start construction in the coming weeks:

Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City’s Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per the
approved plans and permit conditions.
