TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak at the meeting should submit a speaker slip to the meeting clerk. If attending
telephonically, please submit a written request to speak to publicworks@diamondbarca.gov at
least 24 hours prior to the meeting. Any material to be submitted to the Traffic and
Transportation Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

RECOMMENDATION: Select a Chair and Vice-Chair
The Traffic and Transportation Commission shall, at its first regular meeting in March of
each calendar year, elect a Chairperson and Vice-Chairperson from among its
appointed members for a term of one year.
The Chairperson shall be the Presiding Officer at all meetings of the Commission. In the
absence of the Chairperson, the Vice Chairperson shall preside. In the absence of both
the Chairperson and the Vice-Chairperson, the Commission shall elect a temporary
Presiding Officer to serve until the arrival of the Chairperson or Vice-Chairperson or until
adjournment.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Adaptive Traffic Signal Control Signal System (ATCS) – AE/Malpica
- Staff continues to monitor the ATCS performance and continues to
make field adjustments to address unforeseen challenges.
2. Citywide Audible Pedestrian Signal and Pedestrian Pushbuttons –
AE/Malpica – Staff is preparing an engineering study to identify
signalized intersections that could benefit from new Audible Pedestrian
Signal (APS) units. Criteria to be considered:
1. Facilities serving the blind and visually impaired
2. Senior Centers
3. Transit terminals
4. T-Intersections
5. Mid-block crosswalks
A list of potential locations will be presented at a future Traffic and
Transportation Commission meeting.
3. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway –
AE Malpica – New long-term closure of northbound SR-57 Diamond Bar
Blvd. on/off ramps will begin on November 1, 2021, through February
2022, as part of the project to remove and replace concrete slabs in
both directions of SR-57. This work will enhance ride quality and
maximize the service of the roadway. Caltrans released a notification to
all agencies located in the vicinity of the freeway advising of the
anticipated noise, vibrations, and dust associated with construction
activities.

4. Grand Avenue/Golden Springs Drive Intersection Improvements –
AE/Malpica – As of October 26, 2021, this project is underway as
scheduled. The 90-day slope settlement continues, while the retaining
walls on the north of Grand Avenue (at the golf course parking lot) have
been poured and are currently undergoing the curing process. The work
of all electrical, streetscape, pre-cast architectural features, and
architectural lighting will continue for a couple of months on both sides
of the intersection. Staff will continue to work closely with the contractor
to minimize delays at this intersection and keep the Sheriff’s
Department, Fire Station #120, and the public informed of potential
delays.
5. NTMP/Featherwood Drive Neighborhood – Neighborhood Traffic
Management Program - AE/Malpica – Staff will continue to consider
any potential countermeasure(s) in support of the collected data. The
selected countermeasure will be presented at a future Commission
meeting.
6. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic
Management Program - ET/Delgado – In late June, the NTMP petition
letters were mailed to the residents in the Haw kwood Drive
neighborhood. The survey response rate was low. About 21% of Area 1
residents and 13% of Area 2 residents participated in the petition. To
provide an additional opportunity for more residents to participate, the
City mailed out the second round of letters/notices in September and re-
opened the petition for an additional four (4) weeks. The combined
results from both surveys showed 24% of the Area 1 residents and 22%
of the Area 2 residents participated in the petition. The majority of
responders are in favor of proceeding with an NTMP. Given the
increase in interest, staff will schedule an informational meeting with the
neighborhood to engage the residents.
7. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic
Management Program – ET/Delgado – The City’s Traffic Engineering
Consultant, Kimley Horn, has prepared construction plans for the Del
Sol Lane neighborhood. Staff has reviewed the proposed traffic calming
devices on the plans for consistency with the City ’s current practices
and other neighborhoods.
The traffic calming design plans will be presented at a second NTMP
neighborhood meeting on November 18, 2021. At this meeting, the
residents will have the opportunity to share their thoughts and concerns
on the proposed measures before finalizing the design.

IV. OLD BUSINESS:
A. Local Roadway Safety Program (LRSP) –
AE/Malpica reported that the Local Roadway Safety Program (LRSP)
Study Report was completed in June 2021, with data presented at the
July 8 Traffic and Transportation Commission Meeting. Nineteen (19)
locations with countermeasures/improvements were identified in the
Study. LRSP is a required document for the Highway Safety
Improvement Program (HSIP) Cycle 1 1 grant funding. Per the HSIP
Cycle 11 guidelines, only the projects with at least $100K in cost and a
minimum of 3.5 Benefit to Cost Ratio (BCR) will be considered for grant
funding. Cycle 11 is anticipated to be opened in April 2022. A list of
potential projects was presented.

A. Adaptive Traffic Control System (ATCS)
Staff continues to monitor the ATCS performance and continue to make field
adjustments to address unforeseen challenges.
B. Citywide Audible Pedestrian Signal and Pedestrian Pushbuttons
Staff currently identified multiple signalized intersections/locations in the City for Audible
Pedestrian Signal (APS) units. Staff will work with one of the City's traffic engineering
consultants to further assess the locations and include them as part of the 5 -year
Capital Improvement Program (CIP).
C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway
A new Extended Weekend Closure (EWC) notification of the northbound SR -57 was
released for Friday, March 18, 2022, thru Monday, March 21, 2022. Removal and
replacement of concrete slabs in both directions of SR -57 are part of the scope of work.
This work will enhance ride quality and maximize the service of the roadway. Caltrans
released a notification to all agencies located in the vicinity of the freeway advising of
the anticipated noise, vibrations, and dust associated with construction activities.

Detours through the City of Diamond Bar are monitored by City staff. Public Information
staff updates the public on all EWCs. PW staff will continue to work closely with
Caltrans and will update the Commission accordingly.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
As of March 1, 2022, this project is underway as scheduled. The 90-day slope
settlement was completed. The contractor is currently boring for the shoring installation
on the west side of the project in preparation for the jacking pit operations and the
installation of the 120-inch Reinforced Concrete Pipe (RCP), and for the relocation of
the golf course tunnel. All retaining walls in front of the Golf Course parking lot have
been completed, along with the new concrete curb and gutter.
The work of all electrical, streetscape, concrete flatwork, pre -cast architectural features,
and architectural lighting will continue for the next couple of months on the Golf Course
sides of the intersection. Staff will continue to work closely with the contractor to
minimize delays at this intersection and keep the Sheriff's Department , Fire Station
#120, and the public informed of potential delays.
E. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management
Program
Staff held the first Neighborhood Traffic Management Program (NTMP) meeting for the
Hawkwood Drive Neighborhood on January 13, 2022. A total of 11 residents logged on
to the virtual meeting and had the opportunity to voice their concerns. Staff introduced
residents to the NTMP process and identified commonly used traffic calming tools used
on residential streets. Residents shared their observations of the neighborhood traffic
behavior and comments on potential traffic calming devices. The presentation was well -
received, and the neighborhood participation was encouraging.
Staff is now utilizing one of the City's On-Call Traffic Engineering Consultants to prepare
an initial traffic calming plan for the neighborhood. Data from the initial traffic counts and
a summary of the residents' observations and concerns were provided to the consultant
for their use in creating a plan that is most fitting to the neighborhood. This plan will then
be presented to the neighborhood at a second NTMP meeting, where residents will
have the opportunity to share their thoughts and concerns on the proposed measures.
F. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
One of the City's traffic engineering consultants, Kimley Horn, has prepared
construction plans for the Del Sol Lane neighborhood. Staff has reviewed the proposed
traffic calming devices on the plans for consistency with the City's current practices and
other neighborhoods.

On November 18, 2021, staff presented the traffic calming design plans to the residents
at a second NTMP neighborhood meeting. Fifteen residents attended and shared their
comments on the proposed measures. Staff incorporated resident comments, where
feasible per the Codes and standard engineering practices, and finalized the design as
shown in the attached plans.
G. New Illuminated Street Name Sign Design
The Public Works Department has finalized the new design template for all illuminated
street name signs. The new design features the City's windmill logo, with a white
highway gothic typeface (font), over a green background. The typeface was specifically
selected to be in line with the Federal Highway Administration (FHWA)
recommendation. In August of 2021, Public Works installed new illuminated street name
signs featuring the latest design outside of Niagara Bottling Company's new
headquarters at 1440 Bridgegate Drive. Public Works will replace the signs at all of the
66 signalized intersections as part of an upcoming City project. Until that project
commences, the illuminated signs that are damaged beyond repair will be replaced with
those featuring new designs. Due to recent storm ev ents, some of the illuminated street
name signs at the signalized intersections of Grand Avenue at Lavender Drive and
Summitridge Drive sustained damage and will be replaced by Public Works in the
