HomeMy WebLinkAbout2022.04.05 - Minutes - Study SessionCITY OF DIAMOND BAR MINUTES OF THE CITY COUNCIL STUDY SESSION DIAMOND BAR CITY HALL WINDMILL COMMUNITY ROOM 21810 COPLEY DRIVE, DIAMOND BAR, CA 91765 APRIL 5, 2022 CALL TO ORDER: M/Low called the Study Session to order at ROLL CALL: Council Members Stan Liu, Nancy Lyons, Steve Tye, Mayor Pro Tem Andrew Chou, and Mayor Ruth Low Staff in Attendance: Dan Fox, City Manager; David DeBerry, City Attorney; Omar Sandoval, Assistant City Attorney; Anthony Santos, Assistant to the City Manager, David Liu, Public Works Director; Ryan McLean, Assistant City Manager; Kristina Santana, City Clerk Staff Present Telephonically: Hal Ghafari, Public Works Manager/Assistant City Engineer; Amy Haug, Human Resources and Risk Manager; Marsha Roa, Public Information Manager; Cecilia Arellano, Public Information Coordinator; Jason Jacobsen, Finance Director; Greg Gubman, Community Development Director; Ryan Wright, Parks and Recreation Director 1. PUBLIC COMMENTS: None Offered. 2. STATUS OF SOLID WASTE AND RECYCLING FRANCHISE AGREEMENTS: SMA/Lopez presented the staff report. David Perez, Valley Vista Service, asked the Council to consider the benefits to the City of continuing with current service providers and to negotiate exclusively with current providers for renewal of the franchise agreements. Lily Quiroa, Public Sector Regional Manager, Waste Management, listed the benefits to the City for continuing with current service providers and asked Council to consider negotiating franchise agreement renewals exclusively with current providers. Discussion ensued. CA/DeBerry explained Council's considerations and options. Following deliberation, C/Lyons moved, C/Tye seconded to direct staff to enter into exclusive negotiations with the ability for each hauler to submit proposals for residential and/or commercial services, and with the City's consultant to provide comparisons of costs and services paid by other cities.
