I had a nice discussion yesterday about this issue. As you know I don't agree with your position.
You made reference to health and safety issues and the ability of the building department to condem systems and buildings that were unsafe. My question to you is, in your opinion is
the current gas system unsafe? If so, what exactly are your concerns about it.
Have you been able to confirm the PVC gas system was inspected during original construction?
There are many PVC gas lines installed in southern california legally and were inspected by a myriad of building departments. It appears to me that you have yet to come to that conclusion.
I have asked you to call down to IAPMO to see if they could help shed some light on this subject for you. I am pretty sure there will be some old timer there that can help.
You asked me if I thought PVC a safe material. I do think it is safe, as I installed many PVC systems when it was legal.

I know you don't know me and most of the time are not dealing with folks that can't or won't tell the truth, certianly can back up their claims. I am a man of my word and have been a
student of this trade for over 40 years. I still work a truck from time to time so I keep up on my skills as a tradesman. My company requires that all learn the work they are doing

PVC was an allowable material in the 1970's. Actually nobody used polyethylene as we had never heard of it. Do you need a code reference from a code book in that time frame? There was
also a time the PVC was not marked, then a requirement of marking it became the standard, then the last stage is the PVC had to be yellow.
From what I understand the complex was built during the 1970's a time when it was considered part of the county? Regardless I would have to assume that many units were built with the
good graces of the building department at that time?
Have you done your due diligence to see if the complex had building permits at the time of construction?
Do you feel that the gas lines were replaced after the time of construction?
In the ICBO 1978 Plumbing Code sec. 1703 states
Pipe used for the installation, extension, alteration or repair shall be standard weight wrought iron or steel (galvanized or black), yellow brass (containing not more than 75% copper),
or internally tined or equivalently treated copper of iron pipe size. Approved PVC or PE pipe may be used in exterior buried piping systems.
I have a 1976 UPC as well. We use these books to see how the industry changed. I used the 1978 one to be safe as I did not look up the date the complex was built and I am pretty sure
the 1978 edition was used upto 1980.
I would suggest that you do not take my word for it and see if you can find this book to see my claim.
Let me know if have been helpful in this matter or you need any other information.
It is my hope to hear that you are closing this matter for no further action to be necessary.
On a closing note: You must also realize I have done all this work and my hope of the outcome is, I don't get the gas repiping job. Not because I don't want it but for 2 other reasons.
The association is not in great financial standing and can use the monies in other places. Also I dont sell work that doesn't need doing unless the customer desires it.

Hope everyone had a good New Year. I am responding to the request for code violation reference for the use of PVC piping for gas use.
The CA Plumbing Code (2016 CPC 1208.5 and 1973 UPC 1212) states that only certain materials are allowed to be used for gas piping. The only piping in either older Plumbing or current
Plumbing Codes is polyethylene PE pipe that is listed. CPC 1208.5.4 (2016 CPC) states that the pipe must be marked for “gas”.
There does not appear to be any allowance for the use of PVC piping for gas use. If there is any basis for allowing the use of PVC pipe, please provide documentation for that case.

I trust you had a good holliday. I have been contacted by Diamond Bar Village about there gas line issues. I called your number the other day and left a message, this email address was
on it as well.
I have questions about your request to replace the gas lines and was hoping you could shed some light on them.
What code violation are you citing to condemn the system?
I am an old guy and have been at this for more than 40 years. I have installed many systems like this in PVC when it was legal.
I am suggesting that this PVC is still in its original state from construction and was inspected at that time. I do not know of any code that requires replacement just because of it
being PVC material? If there is one please teach me. I do know why PVC was eliminated from the code, it was that the fittings were never approved for gas but the pipe was. None of
the manufactures wanted to get the approvals so we moved on to Polyethylene. I think my socket fusion iron is at least 30 years old. It is a better material.
I always replace the PVC if the PVC is compromised in any way and would never do a repair on any leaking PVC joint.
Please correct me if I am wrong. From what I see was done was to leave the PVC and cap off at the transition fitting leaving the PVC undisturbed. Is this what you are seeing?
The new Polly line is ran independently of the existing PVC system. The old PVC line is still exposed out of the ground with a cap. I have been informed the gas company has indicated
there are no more leaks.
This is kind of a bummer that I had to inform Diamond Bar Village that the new Polly line did not need to be ran as the leak was only in the steel riser pipe.
