Hello Yvette,
We conducted a joint inspection with Neighborhood Improvement today ( Oct. 21st, 2020) in order to verify progress that’s been made since our first formal correction list was issued
via email on 2/5/2020. Our inspection concluded that there has been no observable progress, and if there has been any attempt to address these items it has been done so without permits.
The inspection was conducted due to a lack of communication on progress, even after being prompted via email by our Building Official, Raymond Tao.
The itemized list remains mostly unchanged, however, we have added the repairs to the parking lot as well as a damaged parapet for building J that was observed today. These items have
been added due to safety concerns.
The following correction list has been put together from Building & Safety and Neighborhood Improvement’s inspection of the Diamond Bar Village complex on Thursday 10/21/2020, this is
a formal 2nd correction notice.. You have 30 business days from 10/22/2020 to address these items. If we do not see substantial progress by 12/2/2020, this property will be subject
to citations from Neighborhood Improvement.

Employees were told that emails sent to our old email addresses would be forwarded to our new emails and senders would receive notification to update to our new email addresses. Also,

Diamond Bar Village Association, is a non-profit corporation whose annual budget for 2020 did not include items noted on the City of Diamond Bar's 02/05/2020 correction list. The Association's
reserve funds are severely depleted and the current monthly assessment, collected from its 150 members, in no way covers the costs of repairs noted on your correction list. The city's
demand, coupled with COVID-19 developments have created a severe hardship on its members.
HOA law limits an annual increase of member assessments to no more than 20% of the current budget, so even with a full 20% increase we will not collect enough to cover the repairs noted
on your original correction list.
The Board of directors and I have been working diligently with our legal counsel, bankers and contractors to identify which of the items noted on your correction list can be included
in an emergency special assessment and to develop a plan to raise funds to cover the costs of these repairs.
I previously advised, and provided you with documentation to support, that repairs to wood beams noted in your original correction list, will require roofing repairs, which were estimated
at $4,390,471.77, not including contingency funds and additional items you've recently added. Our community is made up of 150 members. A special assessment for this dollar amount
translates to a minimum special assessment of $30,000 each. This is an extreme hardship, especially for our retired and elderly members on fixed incomes and those suffering due to
the CoronaVirus Pandemic.
The following are status updates to date.
PLUMBING REPAIRS UPDATE:
As you know, Scott Harrison Plumbing was selected as the contractor to complete the plumbing repairs on the city's correction list. Initially Mr. Harrision planned to put together plans
to submit to your office for review and approval to determine the scope of work for repairs plumbing items noted on the city's correction list. However, after speaking with your staff
and a second inspection of our property Mr. Harrision was able to provide the Association with an estimate totalling $10,845 for correction list items noted for Buildings "D", "E",
and "F".
The Association's Board of Directors reviewed the estimate and authorized Mr. Harrison to complete repairs in phases, the first of which will be to Building "E". Due to other financial
obligations and an inability to pay Mr. Harrison, he was only recently given the authorization to begin. Mr. Harrison has ordered the parts needed to begin repairs to Building "E"
and work will begin upon their arrival.
We anticipate completion of Building "E" repairs prior to the December 2, 2020 deadline. Additional phases of plumbing repairs will be authorized and begin as funds permit, as there
has been no special assessment of the association's members, as yet.
ROOFING REPAIRS UPDATE:
Jon Wayne Construction was selected as the project manager for the roofing and woodwork repairs on the city's correction list, which will be quite extensive (estimated at $4,390,471.77,
not including contingency funds). I've forwarded your most recent email with new correction items, and threat of fines, to Mr. Wayne and asked that he include the parapet wall in his
revised estimate and contact you with a timeline for when he will have solid costs numbers to allow for a meeting of the members to discuss the special assessment.
NEW REQUEST - PARKING LOT REPAIRS:
You've noted the addition of repairs to the parking lot, which the Board previously reviewed estimates for and approved; however, a lack of funds and other financial obligations prevented
the start of this work also. I have reached out to the selected contractor, AMS Paving, and requested a reinspection and revision of the originally approved estimate. The Board will
review it upon receipt and we hope to have work scheduled prior to the December 2, 2020 deadline.
