Thanks for discussing this matter with me. As discussed and per your request, here is a brief timeline of recent events:
2/14/2017 - First inspection from city on compliant. Deteriorated structures but no immediate concern at the time. HOA was informed that a plan of action within one year is reasonable.
4/7/2017 - Report by Khatri
9/122018 - Vehicle accident into building
5/20/2019 - Vehicle damage repair plans approved
12/30/2019 - Reports of water being off investigated. HOA was doing maintenance.
2/5/2020 - Repairs of observable deficiencies listed for follow-up via email to HOA manager
2/13/2020 - HOA provided roofing cost estimate ($701,222)
10/21/2020 - Follow-up on observable deficiencies list
7/6/2021
Met with HOA manager and 3 board members. Indicated that we will be hiring an engineer and they have the ability to have their consultant provide a written document on safety of structures.
9/7/21
9/23/2021
Notified HOA we are hiring engineer but was told they wanted to hire their own.
Received engineer’s report. Clarification of tagging of property sent to HOA attorney.
9/29/2021
Met with HOA regarding tagging definition of property and worked on draft notice
9/30/2021
Prepared Notice of Order and posted at property

Hello Mr. Tao,
My wife and I are owners,( under my wife maiden name of Sheryl Kempkes) and non-resident of 23665 Golden Springs unit #E-2 (down stairs) we received the city of Diamond Bar Notice and
Order and were completely caught off guard. While we knew that there were some issues surrounding the property we were not aware of the severity of the situation being that there was
no communication on part of the HOA leading up to this. We would like to request the following from your office.
1) Copies of all communication between your city office and the governing HOA, over the past few inspections (months or years).
2) Your assessment of the buildings, the scope of repair or the possibility of demolishing and the cost incurred with each?
3) Do we have any recourse with the HOA for lack of communication and/ or rectifying of the issues leading to the Order to Vacate?
4) Why this is the only notification that we received that such an event could occur? And why we were not notified before this point?
5) What is the HOA doing about this and their communication with your office of their plans?
6) Can we get an extension for our yellow tagged unit, because of hardship for our tenants?
Sorry, but I am sure that you can understand our need for more information and how to proceed.

I am looking at having a time line by the end of the month as agreed.
In regard to the demolition. We employed a total of eight people of which, two of them, perform landscaping as part of their maintenance functions. Our employees are motivated people
performing an outstanding job. Our decisions regarding personnel are sound. We always have and will keep their welfare and safety first.
