This is just the initial piece. We know there will be more questions to provide answers to in the coming days and weeks. Thank you for the resources. In-person mail pick up is available at the post office; you will need photo identification such as your driver’s license or state-issued identification card. Other options for mail service include having the post office hold your mail, and submitting a temporary forward order to a PO Box or to another address. Q. Can the City provide me legal assistance? 1. The City cannot provide legal advice to private individuals. Is there any financial assistance to help me with renting a new place? 1. If you have renter’s insurance, be sure to review your policy. Most policies cover additional living expenses if your home is uninhabitable for a number of reasons. *Ask if they are a Section 8 participant – If they answer yes, suggest that they contact the Los Angeles County Development Authority at (626) 262-4511 to obtain a list of available rentals that match their rent range. Thank you also for letting us know the HOA will be sharing questions it has received that are meant for the City to answer. It’s going to be important to specify which entity/individual will be addressing which questions/concerns – City, HOA, landlord. At the end of the attached Q&A we created a “who to call” reference that we need to expand on. I am planning to tag the homes upon approval from the City Attorney’s office. I am also attending a virtual town hall for the HOA Monday at 1 pm. I’m sure the question of “What is the city going to do for me?” is going to come up. I started to look at some resources that may be helpful. Inadequate sanitation in all buildings on the Property including infestation of insects (termites), visible mold growth, and general dilapidation or improper maintenance. (See, H&S Code §17920.3(a)) 17920.3. Any building or portion thereof including any dwelling unit, guestroom or suite of rooms, or the premises on which the same is located, in which there exists any of the following listed conditions to an extent that endangers the life, limb, health, property, safety, or welfare of the public or the occupants thereof shall be deemed and hereby is declared to be a substandard building: (a) Inadequate sanitation shall include, but not be limited to, the following: (1) Lack of, or improper water closet, lavatory, or bathtub or shower in a dwelling unit. (2) Lack of, or improper water closets, lavatories, and bathtubs or showers per number of guests in a hotel. (3) Lack of, or improper kitchen sink. (4) Lack of hot and cold running water to plumbing fixtures in a hotel. (5) Lack of hot and cold running water to plumbing fixtures in a dwelling unit. (6) Lack of adequate heating. (7) Lack of, or improper operation of required ventilating equipment. (8) Lack of minimum amounts of natural light and ventilation required by this code. (9) Room and space dimensions less than required by this code. (10) Lack of required electrical lighting. (11) Dampness of habitable rooms. (12) Infestation of insects, vermin, or rodents as determined by a health officer or, if an agreement does not exist with an agency that has a health officer, the infestation can be determined by a code enforcement officer, as defined in Section 829.5 of the Penal Code, upon successful completion of a course of study in the appropriate subject matter as determined by the local jurisdiction. (13) Visible mold growth, as determined by a health officer or a code enforcement officer, as defined in Section 829.5 of the Penal Code, excluding the presence of mold that is minor and found on surfaces that can accumulate moisture as part of their properly functioning and intended use. (14) General dilapidation or improper maintenance. (15) Lack of connection to required sewage disposal system. (16) Lack of adequate garbage and rubbish storage and removal facilities, as determined by a health officer or, if an agreement does not exist with an agency that has a health officer, the lack of adequate garbage and rubbish removal facilities can be determined by a code enforcement officer as defined in Section 829.5 of the Penal Code. 6. Structures that are unsafe, insanitary, or deficient because of inadequate maintenance or dangerous to human life. (See CBC §116). Unsafe structures shall be taken down and removed or made safe, as the building official<https://up.codes/viewer/california/ibc-2018/chapter/2/definitions#building_official> deems necessary and as provided for in this section. A vacant structure that is not secured against entry shall be deemed unsafe.
