(626) 351-4830 ____________________________________________________________________________________________ Structural Observation Report Memorandum 2017-3 CLIENT: YVETTE MARIE ALLEN, CMCAR CERTIFIED COMMUNITY MANAGER DIAMOND BAR VILLAGE ASSOCIATION Property Address: DIAMOND BAR VILLAGE HOA 1850 S DIAMOND BAR BLVD, DIAMOND BAR, CA 91765 Date of Structural Observation: April 26, 2017 1.0 SCOPE OF WORK: This Report is a follow up on the Field Investigation performed on March 22, 2017, to determine the extent of Termite, Dry Rot, and structural damage to the different buildings at this project. At the March site inspection, certain areas were exposed for further investigation and this Report provides conclusions based on that follow up Report. KHATRI INTERNATIONAL, INC. (626) 351-4830 ____________________________________________________________________________________________ 2.0 FIELD OBSERVATIONS All 12 Buildings are typical in structural design and construction. They are designed as Type V Wood Frame Two Story with roof rafters and flexible diaphragms in the 1970s-80s construction. Over several decades there has been an accumulation of water damage, termite infestation, dry rot, and long term wear and tear on the Roofs with infestation damage leading into the structural walls. Photographs in this Report (Memorandum 2017-3; 6/15/17) and the previous Report (Memorandum 2017-2; 3/26/17) provide field notes that apply to all of the buildings. In summary these notes are: 2.1 The Roof Rafters are severely to critically damaged due to long term water/termite/dry rot damage. They will have to replaced along with the plywood sheathing. 2.2 Moisture damage does extend from the Roof Rafter line into the 2nd Story Walls down to/near approximately the 2nd Story Floor Line. This is noted on several photographs wherein these walls were exposed to show the existing conditions of the studs. The damage is extensive and some of these Walls will have to be reconstructed with new lumber. 2.3 The Balcony Beams are in good condition and do not require replacement. The edge Facia Beams are extensively damaged and should be replaced. Although the edge Facia Beams are not KHATRI INTERNATIONAL, INC. (626) 351-4830 ____________________________________________________________________________________________ structural and not load bearing, it is advised that these edge members should be replaced to avoid further spreading of termite/dry rot damage to the remaining healthy structural members in the Balcony and Second Floor Joists. 2.4 The Balcony Decks should be replaced with new decking material and waterproofing. 2.5 The Parapet of one of the Buildings will require to be replaced with a new connection to the existing Building. 2.6 Certain Buildings have potential Foundation cracking/damage that will require further investigation with exploratory Destructive Testing to expose their footings. (626) 351-4830 ____________________________________________________________________________________________ 3.0 CONCLUSIONS & RECOMMENDATIONS 3.1 All Balcony Decks should be removed of permanent loading such as equipment, furniture, potted plants, AC Units, and any Dead Loads that create overloading to the Balcony Beams. Balcony Decks are not designed as permanent storage areas and should be vacated from all these extraneous loads that result in structural problems. 3.2 The Roof Rafters, Roof Sheathing, and all of the existing Spanish Tile will have to be removed and replaced with new materials. This will have to be done on all 12 Buildings at the Project. This will require a structural Roof Plan with site observation from the Structural Engineer and Deputy Inspection to assure the Roof Structures are restored to their proper structural integrity. 3.3 Second Story Walls that are termite damaged will require full reconstruction from the second story plate line. This will have to be done on all 12 Buildings at the Project. This will require a structural Wall Reconstruction Plan with site observation from the Structural Engineer and Deputy Inspection to assure the structure is restored to their proper structural integrity. 3.4 Further investigation on the Foundation cracking is necessary on certain buildings and shall be followed up with a separate Report. (626) 351-4830 ____________________________________________________________________________________________ 3.5 The Parapet will require a Structural Repair/Replacement Plan to reattach a new Parapet to the existing Building. 3.6 All Parking Shed structures shall be removed with a Demolition Permit, as they are not in code compliance and pose a safety hazard. 3.7 The next step is to prepare a Reconstruction Plan and obtain Permits through the local building department to address these areas. All work shall be done with approved Plans and Permits and a licensed Contractor. 3.8 The Buildings have extensive damage but do not pose an immediate life safety threat, at the time of this inspection. The owners are urged to address these damaged areas promptly to avoid further risk to the occupants. KHATRI INTERNATIONAL, INC. This report does not warrant, guarantee, or certify the future performance of the building for future conditions against earthquakes, landslide, soil subsidence, water leakage, and any other unforeseen circumstances. Hidden conditions, lack of knowledge of existing material strengths, maintenance issues, weather conditions, and other unknown factors can affect the performance of buildings and are difficult to predict. This report is based on the professional standards of the industry utilizing the available tools, visual observation, and data noted in this report.
