To Reviewing Agencies, Interested Parties, and Organizations:
On September 16, 2019, the City of Diamond Bar (City or Lead Agency), acting in the capacity as Lead Agency under the provisions of the California Environmental Quality Act (CEQA), disseminated
the “Draft Environmental Impact Report for the Comprehensive General Plan Update and Climate Action Plan, State Clearinghouse No. 2018051066” (DEIR) for a 45-day comment period. That
comment period concluded on October 31, 2019. In response, you submitted written comments to the City concerning the DEIR and/or the proposed Comprehensive General Plan Update and
Climate Action Plan.
As indicated in Sections 21092.5(a) and 15088(b) of CEQA: “At least 10 days prior to certifying an environmental impact report, the lead agency shall provide a written proposed response
to a public agency on comments made by that agency which conform with the requirements of this division.” In accordance with that requirement, through this email, the City seeks to
convey to your agency its draft written response(s) to your comment(s). This letter serves as a record of the Lead Agency’s compliance with Sections 21092.5(a) and 15088(b) of CEQA.
Attached is a copy of the pertinent part of the City’s Response to Comments (RTC) on the Draft Environmental Impact Report. Both your comments and the Lead Agency’s draft responses
to your agency’s comments are provided therein. Copies of the Public Review Draft General Plan documents, Climate Action Plan, and Final EIR and Mitigation Monitoring and Reporting
Program (MMRP) are available for review on the City’s General Plan website at www.diamondbargp.com <http://www.diamondbargp.com> .
