I did spend some time reviewing the conceptual site plan. If this was proposed as a residential component of a larger master-planned mixed-use project, there are positive aspects to
it, such as the front-door street scene for the residential units along Golden Springs. As a stand-alone project, it would not fulfill the objectives of the new General Plan due to
the minimized commercial component and its detachment from the commercial uses to the east.
It would be productive for us to have a GoToMeeting or Zoom conference to discuss Diamond Bar’s vision for the Town Center Mixed-Use district set forth in the General Plan.
The Charles Company, which owns the adjacent parcels along Golden Springs to DB Blvd, is also exploring redevelopment, and your shared objectives can foster exciting opportunities to
embark on a partnership among all stakeholders. For example, you are mutually constrained by the shared property boundary and a reciprocal access easement at the front of your parcels.
I compiled some information, provided in the pdf attachments, that convey the aforementioned vision. I highlighted policies and text in the attached General Plan Land Use chapter, and
Town Center Mixed Use section, to draw attention to key land use and urban design objectives. We also adopted a chapter in the General Plan that exclusively focuses on our aspirations
for community character and placemaking in conjunction with new development and repurposing existing sites.
