As to the contractors, I attempted to communicate with the contractors via telephone, but many of the sub-contractors did not return my call or letter after I left them voicemails and messages. One contractor's phone was simply disconnected and presumably, he is no longer in business. Two of the sub-contractors I was able to connect with via telephone, either refused or failed to turn over the signed form despite my requests made. On April 15, 2019, one of the contractors told me via telephone he would not sign anything unless he got paid by the prior general contractor. Attached are the letters I sent to the sub-contractors. This will serve as our request for copies of all the floor plans or architect drawing of the said properties submitted to the City of Diamond Bar by the prior contractors. The reason of our request is that despite our diligent efforts for past few weeks to contact the involved contractors who submitted the plan or drawings, they are either unavailable or unwilling to provide the requested documents due to some dispute with the general contractor, which is unrelated to the owners of the property. We are requesting these submitted records as the prior general contractor has abandoned the project with many items inconsistent with the original designs and contract specification. In order for the new general contractor to work on the property, which will mitigate our damages, we will need these submitted records from the City. We also hired a construction expert who will evaluate and inspect the property. We will need the submitted records for purpose of his evaluation as well.
