participate and address the City Council during the public comment portion of the meeting

Members of the Commission and limited staff may be physically present for this meeting.
Public seating is very limited at this time due to distancing requirements and is on a first-

face coverings are required to be worn at all times and social distancing maintained at all

PARKS AND RECREATION COMMISSION MEETING RULES
Welcome to the meeting of the Diamond Bar Parks and Recreation Commission. Meetings are
open to the public.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission
chambers.

posted in the City’s regular posting locations, and on the City’s website at

ACCOMMODATIONS FOR THE DISABLED
A cordless microphone is available for those persons with mobility impairments who cannot
access the podium in order to make a public comment. Sign language interpretation is available
by providing the City Clerk three business days’ notice in advance of a meeting. Please

JULY 22, 2021
Chair/Salo announced that given the global COVID pandemic, tonight’s meeting was
being conducted via teleconference and in person, and that members of the
Commission and limited staff would be participating in person. The public was
encouraged to join the meeting online or by phone rather than in the Windmill Room
where public seating remains limited due to distancing requirements on a first-come,
first-serve basis.

C/Qiu noticed that the trail running downslope at Summitridge Park near
Summitridge Drive has no flat surface to cross over a V-ditch to access
the trail from the stairs. C/Qui asked if there were plans to install a

crossing. MS/Williams explained that was the only way to cross the
hardpan trail and there are no plans to design a bridge. The trail was
formed by residents continuing to use it and staff maintains the trail in its
current condition.

C/Plunkett attended a meeting with the Diamond Bar Women’s Club and shared
information about current Parks and Recreation programs. She also attended the
City’s Wednesday Walkers at Pantera Park and truly appreciated the walk led by
Recreation Coordinator Monique Weeks. It was a great opportunity to talk with
other residents while exercising. C/Plunkett thanked the staff for all their hard
work.
VC/Sulakhe thanked staff for their continued efforts during these trying times.
Chair/Salo also thanked staff for their continued efforts managing the
Commission meetings during these trying times.
ADJOURNMENT: With no one objecting and no further business before the Parks and
Recreation Commission, Chair/Salo adjourned the meeting at 6:49 p.m. to September
23rd, 2021 at 6:30 p.m.

COVID-19 Safety Guidelines
Safety Guidelines
Safety guidelines are set in place across all programs, to limit participant exposure. LA
County Public Health Officer Orders are being followed, including a mask mandate for
all indoor activities, social distancing, educating participants to stay home if sick, and
frequent sanitizing between programs. Publicly displayed signage and guideline
reminders are posted throughout each facility along with regular staff monitoring. All
participants are required to complete a City Waiver prior to participation in any and all
programs hosted at City facilities.

Virtual Recreation Videos
The Virtual Recreation page continues to offer activities that Diamond Bar residents can
enjoy from the safety of their own home or promotional marketing videos for recreation
activities.
Community Recreation Guide
Fall Recreation Guide
The Fall guide was delivered to homes at the end of August. The guide covers
recreation programming taking place mid-September-December.

Recreation Classes
Summer Recreation Classes
The Summer season came to a close on September 3. Classes were welcomed back
by the community, happy and eager to participate in-person activities. With over 900
participants enrolled in 198 different class sections, staff is happy to report that there
were no confirmed COVID-19 cases reported.
Enrollment increased as class programs fully returned, resulting in a gross profit of
$138,259.20. While this is a clear increase in enrollment and revenue in comparison to
2020 ($8,452.00) due to pandemic closures and limitations, this is significant increase in
comparison to pre-pandemic revenue in 2019. Though enrollment numbers were
similar, the increase in revenue can be credited to class fee increases, including a spike
in half-day camp participation which tend to be higher in price compared to weekly
classes. There was also a significant increase in academic based programs and fewer
class cancellations.
Senior Programs
Senior Virtual Seminar
The senior talk, Learn How to Maximize Your Medicare and Medi-Cal Benefits, was held
on July 13 from 10 to 11:30 a.m. Eight participants enrolled for this free virtual seminar
via Zoom. Carlos Carillo of C&C Family Insurance Services presented on the
qualification requirements of various plans, like Cal MediConnect, to help those who
qualify for both Medicare and Medi-Cal. He also spoke about different care provider
options, services and prescriptions covered by each plan, and how coordinated care
works. This interactive seminar provided resources and hand-outs to each participant as
well.
Preserving Your Memory was hosted on August 10 via Zoom for 12 seniors. Lisa Nunn,
CSC, from the Los Angeles County Department of Mental Health presented useful tips
and brain exercises to sharpen thinking and help keep moments of forgetfulness to a
minimum.
Monthly Senior Drive-Thru Events
City staff connects with Diamond Bar residents age 55 and older each month in a
special drive thru event at the Diamond Bar Center. Each month features a themed
event for a nominal or no cost. Pre-registration is required and giveaways range from
resource bags to snacks and boxed lunch.
National Sugar Cookie Day! – This Free! City’s sponsored drive thru took place at the
Diamond Bar Center on Friday, July 9 from 12 - 2 p.m. Recreation staff handed out 81
bags and delivered 32 bags to homebound seniors throughout Diamond Bar.
Sunny Side Up Breakfast Drive-Thru – The catered boxed breakfast included a
breakfast burrito, chips and salsa, fruit cup, granola bar, juice box and water bottle for

$10 per person. Pick up was scheduled for Friday, August 13. In addition to the
breakfast, all 34 enrolled seniors enjoyed a Diamond Bar reusable bag with disposable
masks, gloves, and upcoming event flyers. Anthem Blue Cross donated water bottles
and granolas bars to the breakfast drive thru.
Senior Virtual Bingo
This Virtual Bingo program was created with seniors in mind and is a great activity that
can be enjoyed from home. Virtual Bingo was offered at 10 a.m. the third Friday of each
month. Four games were played with various prizes awarded after each round. There
was no fee to participate, but pre-registration was required to receive a printable Bingo
card and the Zoom link to join the live game. July had 12 participants and August had
14 pre-registered participants. August was cancelled due the return of in-person Bingo
hosted by the Diamond Bar Senior Citizens Club on August 13.
Wednesday Walkers
Wednesday Walkers was introduced to the Diamond Bar senior community on July 7.
Participants have the opportunity to meet with City Staff every Wednesday at 9 a.m. for
a leisurely and informative walk that includes light warm-up stretches. During the walk,
participants learn about the City’s senior programs and resources and enjoy a
complimentary prepackaged snack and bottled water at the conclusion of each walk.
Each month we explore a different park in Diamond Bar. Participants met at Pantera
Park each week in July and then at Larkstone Park for the month of August. Pre-
registration is required, along with a signed waiver.
Senior Clubs
There are five Senior Clubs that are allocated space at the Diamond Bar Center and
Heritage Park Community Center for club activities. The Diamond Bar Senior Citizens
Club was the first to return to in-person activities on August 16 at the Diamond Bar
Center. The club meets every on Monday at 9:30 a.m. for a membership meeting and
host Bingo every Monday and Friday in the Grand View Ballroom. Evergreen Senior
Club, Diamond Age Seniors, and Super Diamond Age were all scheduled to return on
August 23. Due to unforeseen delays with their membership, each club postponed their
start date to September 7. All clubs are privately run through board and participant
memberships.
Mt. San Antonio Classes
Mt. San Antonio College offers free courses at the Diamond Bar Center, Heritage Park
and Pantera Park through the Older Adults and Adults with Disabilities Department.
Courses include English as a Second Language, Drawing, Watercolor, Gardening,
Sewing, Needlework, Mobile Information Technology, and fitness courses. Classes
returned to in-person programming on August 23 and are quickly growing in popularity.
Facility Reservations
Diamond Bar Center Rentals
Eight events were hosted at the Diamond Bar Center in July and August that were
confirmed prior to facility closures. Those months were considered a trial period for

events, implementing the new Facility Rental COVID-19 Guidelines, which are in line
with LA County Public Health Orders. LA County ordered a mask mandate for all indoor
spaces regardless of vaccination status in mid-July. Renters for upcoming events were
notified of the mask mandate and have been very flexible considering they must now
require their guests to wear masks. Renters who were not keen on the idea worked very
closely with Diamond Bar Center staff and supervisors to come up with alternative
solutions such as hosting their event outside, or a combination of indoor and outdoor
dining options, or change of date. Four out of the eight events had to adhere to the
mask mandate, which will remain in place until further notice. Overall, renters were
receptive to the concept to ensure a safe event for their guests.
Diamond Bar Center Recreation Appointments and Tours
Appointments continue to be available Monday-Friday 8 a.m. – 12 p.m. and Saturdays 8
a.m. – 1 p.m. Additionally, staff has added Wednesday and Thursday evenings 5:30 –
8 p.m. and welcome walk-in inquiries during open office hours Monday thru Saturday.
Picnic Reservations
There were 30 picnic reservations made for the months of July and August.
Reservations include a permit for daily use. A City staff member sanitizes and posts
permits at the reserved picnic area before each use.
Healthy Diamond Bar
Walk/ Run DB - July
The month of July challenged Healthy DB participants to complete a month-long
challenge by going on a walk or run every day - at their own pace, for any length of
time, and at the location of their choice. In addition, participants received weekly
walk/run ideas and tips. A total of 21 participants registered for the July challenge.
Healthy DB Spotlight - August
In August, Healthy DB skipped the monthly challenge in favor of shining a spotlight on
some of the Healthy Diamond Bar participants and their journey to a healthier lifestyle.
Several healthy DB participants shared their journeys.
Youth Programs
Kinder Skills - July
The Kinder Skills Summer Session 2 began after the 4th of July holiday on July 6. The
class met on Tuesdays and Thursdays, with a total of 18 participants enrolled. This
session's theme for this 5-week session was Community Heroes. Participants practiced
their writing skills, alphabet, shapes, colors, and other kindergarten readiness skills. In
addition, they learned about the heroes in our community that keep us safe such as
police officers, firefighters, doctors, nurses, and even the incredible staff at City Hall!
Kinder Skills - August
The summer Kinder Skills sessions came to a close, and the students shifted from
summer fun to Back-to-School! The 6-week Back to School virtual session began on

August 16, with a total of 13 participants enrolled. This session's theme was Story Time
Adventures!
Children practiced their reading, writing skills, alphabet, colors, and other kindergarten
readiness skills while diving into some favorite children's books. Lessons focused on
identifying sight words in book pictures as well as creative writing skills.
Day Camp - July
Summer Day Camp continued through July with exciting themed activities, crafts, and
games. Each week was filled to capacity, with 42 registered campers a week, for a total
of 168 campers this month. Every week of camp had its own unique theme with
prepared activities to each week's theme, including crafts, games, STEAM projects,
nature hikes, and much more. For example, the theme for Week 5 was "DB All-Stars."
Week 6 was "Magical World of Diamond Bar." Week 7 was "Ocean Adventure." Week 8
was "DB Palooza." Campers participated in a weekly water day with fun in the sun
water activities with the summer heat in full swing!
Day Camp - August
Summer Day Camp wrapped up this month with the final two weeks of the camp. Week
9 of the camp was filled to capacity with a total of 42 campers. Week 10 overlapped with
the start of both Walnut and Pomona Unified School Districts, which resulted in an
enrollment of only five campers. Campers participated in an end-of-the-summer luau
and continued their weekly theme crafts, games, STEAM projects, nature hikes, and
water day.
DB 4Youth - July
DB 4Youth continued their virtual meetings on Tuesday, July 27, with a total of 14
members in attendance. The DB 4Youth Board leads the meeting, starting with an ice
breaker activity then discussing how members are preparing to return to school in
person.
Members also discussed their goals for the upcoming school year and ended with a fun
online game against each other.
DB 4Youth - August
City Staff hosted an in-person Team Building Training for the DB 4Youth board on
Sunday, August 29, at City Hall. In preparation for the return to in-person meetings, the
board came together to physically meet each other and become comfortable working
with one another. The Training included ice breaker activities, team-building exercises,
and minute-to-win-it games. In addition, the board spent time putting together ideas,
goals, and a plan of action they would like to accomplish in the remaining month of
2021. DB 4Youth members met for the last time virtually on Tuesday, August 31. In-
person meetings will on Tuesday, September 28, at the Diamond Bar Center.
Youth and Adult Sports
Field Allocation - July
Field allocation applications were sent out for September 1 – December 21. Since LA
County retired protocols for Youth and Adult Recreational Sports Leagues in June, all

the youth sports organizations completed their current season. Organizations began
planning their next season that starts in August.
Field Allocation - August
Eight User Groups submitted a Field Allocation application that includes a new
Organization, Cory Lidle Baseball/Softball. The other qualifying User Groups include
AYSO, Pony, Diamond Bar Girls Softball, Diamond Bar Soccer League, MVP Flag
Football, Cal Thunder Softball, and FC Hanaro. LA County released new protocols for
Organized Youth Sports on August 20 as an appendix to the Health Officer Orders. It
was revised on August 30. The protocols went into effect on September 1. An
informational meeting was held on August 31 with all of the User Groups to provide
them with more information and answer any questions.
Table Tennis – August
Four participants registered for Outdoor Table Tennis. Participants enjoyed participating
in a round-robin style of play every Saturday through August. There are monthly
sessions available through November.
Special Events
Concerts in the Park
The summer concert series kicked off the week of July 7. Mayor Pro-Tem Ruth Low,
welcomed all concert-goers to the first large-scale, in-person event the City has hosted
in more than a year because of the pandemic. Residents enjoyed Disco, Old School,
and Latin music by "Bumptown." A little over 600 concerts-goers attended this first
Concert in the Park event at the new location, Summitridge Park. Throughout the whole
concert series, over 3,500 concert-goers attended the series. Concerts in the park
continued for the next four weeks concluding on August 4.

Movies "Under the Stars"
Movies "Under the Stars" summer series consisted of two Disney movies this summer.
Scoob was the first movie shown on July 28 following the Concert. The second and last
movie that wrapped up the Movie "Under the Stars" series was "Raya and The Last
Dragon." Movie-goers gave staff great reviews during the movie series.
Good Neighbor Award
The City of Diamond Bar was on the lookout for Diamond Bar residents who had
performed an act of kindness or gave their time or resources to help others in their time

of need during the COVID-19 pandemic. The City received a total of 15 nominations
and continues to recognize and honor members of the Diamond Bar community who
have stepped up to lend a helping hand to an individual, or group of individuals, during
this difficult time. This award just proves that Diamond Bar is a unique community filled
with wonderful residents.

• Replaced vandalized sign on Steep Canyon.
• Rototill playground sand, clean barbeque pits, clean gazebos and prep softball

RECOMMENDATION: It is recommended the Parks and Recreation
Commission consider November 25, 2021
meeting options and provide direction to staff.
Traditionally, the Parks and Recreation Commission discusses the November and
December meeting schedule on an annual basis due to the Thanksgiving and
Christmas holidays. This year, the November Parks and Recreation Commission
meeting falls on Thanksgiving, which is Thursday, November 25, 2021. The Parks and
Recreation Commission no longer meets in December.
Based on the Thanksgiving holiday and the lack of anticipated agenda items, staff
recommends the following options, in recommended order, for Commission
consideration:
A. Similar to previous years, cancel the November Commission meeting and
reconvene on January 27, 2022.
B. Reschedule the Thursday, November 25, 2021 meeting for Thursday, November
18, 2021.
It is recommended the Parks and Recreation Commission consider the options above
and provide direction to staff.
