TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to the public. You are invited to attend either in person or on-line to participate. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk or, if you will be participating via teleconference, please provide your request in writing to publicworks@diamondbarca.gov at least 24 hours prior to the meeting. Any material to be submitted to the Traffic and Transportation Commission at the meeting should be submitted through the meeting clerk. Speakers are limited to five minutes per agenda item, unless determined otherwise. The Commissioners may adjust this time limit depending on the number of people wishing to speak, the complexity of the matter, the length of the agenda, the hour and any other relevant consideration. Speakers may address the Commission only once on an agenda item, except during public hearings, when the speaker may be afforded a rebuttal. Public comments must be directed to the Commission. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: A. Adaptive Traffic Signal Control Signal System (ATCS) - AE/Malpica - Staff continues to see slight increases in traffic and the ATCS continues to learn and adjust accordingly to accommodate the increase in the arterials during weekday rush hour traffic. B. Professional On-Call Traffic and Transportation Engineering Services Request for Proposals (RFP) – AE/Malpica - The current consultant services agreements will expire on June 30, 2021. Therefore, on March 18, 2021, staff issued a Request for Proposals (RFP) inviting qualified consultants to submit proposals for traffic and transportation engineering services. A total of eleven (11) proposals were received on April 20, 2021, and are currently under review. Staff will present the list of potential consultants to the City Council for consideration and approval in June. C. Caltrans Pavement Rehabilitation Project on State Route 57 Freeway – AE/Malpica - Caltrans has not been able to schedule the pavement rehabilitation work and staff continues to work closely with the agency to update the Commission accordingly. D. Grand Avenue/Golden Springs Drive Intersection Improvements – AE/Malpica - This project is underway as scheduled. As of the first week of May 2021, the project is now 20% completed. Slope grading inside the golf course is currently underway and tentatively scheduled to be completed within the next couple of weeks. This will be followed by electrical work, in preparation for the streetscape improvements, and installation of the new decorative traffic signal poles. A short YouTube video is available to observe the progression of work at the median along Grand Avenue, north of Golden Springs Drive. Local Roadway Safety Plan (LRSP) – AE/Malpica - The final draft report for the development of the LRSP is currently under review by staff. The report will lay out a plan to enhance roadway safety through engineering countermeasures implementation, education, and enforcement investments, as well as working with schools to provide education to students. Staff will continue to update the Commission at future meetings. F. NTMP/Hawkwood Drive Neighborhood – PWM/Ghafari - Speed and volume counts were collected and are currently under review. The first NTMP meeting will be scheduled after the neighborhood limits are determined. Staff will update the Commission at future meetings regarding the first neighborhood meeting date. G. NTMP/Del Sol Lane Neighborhood – PWM/Ghafari - Staff is currently working with the City’s On-Call Traffic Engineering Consultant to prepare an initial traffic calming plan for the neighborhood. This plan will be presented at a second NTMP neighborhood meeting, where residents will have the opportunity to share their thoughts and concerns on the proposed measures. Staff will advise the Commission when the second neighborhood meeting date is scheduled. H. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to Pathfinder Road) – PWM/Ghafari – Of the ten (10) bid proposals received on March 24, 2021, R.J. Noble Company, Inc. was the lowest responsive bidder with a base bid amount of $878,511. The contract was approved by City Council at its April 20, 2021 meeting and the Notice to Proceed was issued on April 28, 2021. Construction is slated to begin May 24, 2021, and be completed within forty-five (45) working days. I. Overgrown Tree Removal at 800 N. Grand Avenue at Lavender Drive – AE/Delgado - On Saturday, April 24th, contractors for the Diamond Bar Villas Homeowners Association (HOA) removed an overgrown Eucalyptus tree from their private property at 800 N. Grand Avenue, which had become a hazard for vehicle traffic and pedestrians due to lack of maintenance. Given the tree’s large canopy and its overhang onto Grand Avenue, staff determined that a temporary northbound lane road closure was the most appropriate option for contractors to safely trim and remove the tree . Work was scheduled on a Saturday in coordination with the HOA to minimize any impacts to commuter traffic and avoid conflict with the Grand Avenue and Golden Springs Drive intersection improvements project. Work was successfully completed within hours after commencement and no complaints or negative feedback regarding the work were received by staff. J. The City’s Public Works Inspector monitors all active construction projects to ensure that work is completed per the approved plans and permit conditions. As a result, a Transportation Reauthorization request of $18 million was submitted for consideration. Other attendees included in the meeting were the City of Industry, San Gabriel Valley Council of Governments, San Gabriel Valley Economic Partnership, and Caltrans officials. VI. Liu, Public Works Director/City Engineer SUBJECT: Monthly Update of Various Projects/Programs RECOMMENDATION: Receive and File A. Adaptive Traffic Signal Control Signal System (ATCS) Staff continues to monitor the ATCS performance and has made minor technical system adjustments to accommodate field changes. B. Professional On-Call Traffic and Transportation Engineering Services/ Request for Proposals (RFP) Contracts were awarded to Kimley Horn, Iteris, and Fehr & Peers at the June 15th City Council meeting for on-call traffic and transportation engineering services. Each contract is for a duration of three (3) years, beginning July 1, 2021. Retaining three (3) consultants enables the City to efficiently solicit the required three (3) quotes, per the City’s Purchasing Ordinance, prior to awarding work for certain public projects. The scope of services includes traffic design, traffic impact analysis, traffic and adaptive system support, transportation system planning, congestion management support, traffic signal operation and coordination, funding and g rant support, public meetings support, and other traffic-related services. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway Caltrans and the City entered into a Cooperative Agreement in 2020 under which Caltrans will display and maintain detours in the City as part of the rehabilitation project along the SR-57 freeway between the Orange/LA County lines to the SR-60 freeway. The overall project scope is for pavement replacement with concrete slabs in both directions of SR-57, which will enhance ride quality and maximize the service of the roadway. The High-Occupancy Vehicle (HOV) Lanes on SR-57 have been closed since April 2021 to allow for the first phase of the project. Extended weekend closures are scheduled to begin in Stage 2 of the p roject. Closures have not been scheduled, as of yet; however, staff continues to work closely with the agency and will update the Commission accordingly. D. Grand Avenue/Golden Springs Drive Intersection Improvements This project is underway as scheduled, with 35% completion as of today. A 90-day settlement period for the slopes (inside the golf course) at the southeast of the intersection will begin mid-July 2021 for preparation of the new relocated tunnel (north of Golden Springs Drive). Traffic delays are anticipated for the next couple of months during the installation of the new decorative traffic signal poles, roadway paving, striping, streetscape improvements, installation of pre-cast architectural features, and architectural lighting. Staff will continue to work closely with the contractor to minimize delays at this intersection and will keep the L.A. County Sheriff’s Department, Fire Station 120, and the public informed of potential delays. E. NTMP/Featherwood Drive Neighborhood – Neighborhood Traffic Management Program A request was made by a resident to address concerns about speeding along Featherwood Drive, between Looking Glass Drive and Sylvan Glen Road (see attached neighborhood map). In response to the request, staff mailed out 135 notificatio n letters to the residents on all affected streets and provided them with the opportunity to express their support for an NTMP in the area via an online survey petition launched in June 2021. Meanwhile, speed and volume counts were collected and are curren tly under review. To move forward in the NTMP process, the survey responses are required to obtain at least 51% support for the NTMP. The online survey responses were due by June 25, 2021, and only 13 responses were received by the due date. This leads to about 9.6% support for the process, which is significantly lower than the required 51% per the program guidelines. Staff will work with the original requestor to consider other options to mitigate their traffic concerns along Featherwood Drive. 3.B Packet Pg. 18 F. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management Program The NTMP survey has been mailed out to the residents in the Hawkwood Drive neighborhood. The letter contains a link to an online survey where residents can petition to either include or exclude their neighborhood from the NTMP. To date, staff has received over 20 responses, heavily in favor of being included in the NTMP. This neighborhood will be split into two (2) separate sub-neighborhoods labeled as Area 1 and Area 2, as shown on the attached Neighborhood Map. Area 1 includes all homes on Hawkwood Drive, while Area 2 includes all homes on Falcon Ridge Road and the connected cul-de-sacs. The sub-areas serve to better separate any proposed traffic calming mitigations and allow residents to have a greater influence on their street’s NTMP process. G. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management Program A Traffic Engineering Consultant has been selected to prepare a traffic calming plan for the neighborhood. The plan will then be presented at a second NTMP neighborhood meeting, where the residents will have the opportunity to share their thoughts and concerns on the proposed measures. The contract will be awarded at the beginning of the new Fiscal Year, which began July 1, 2021. Staff will update the Commission at a future meeting regarding the second NTMP meeting date for this neighborhood. H. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to Pathfinder Road) Construction of the project began in late May and is scheduled to be completed by mid- August. The contractor has completed all concrete improvements, including ADA curb ramps, curb and gutter, and sidewalk replacement. Pavement grinding began on Friday, June 24, 2021, at Mountain Laurel Way and is scheduled to continue until Thursday, July 1, 2021, with paving and striping commencing subsequently. A minimum of one lane will remain open in each direction at all times. Staff is continuously inspecting the project and monitoring traffic conditions along the boulevard. Once complete, the project will have rehabilitated approximately one mile of Diamond Bar Boulevard and enhanced the bike lane striping along the corridor. I. Citywide Speed Zone Survey Extension Pursuant to CVC 40802, jurisdictions are required to have a valid Speed Zone Survey in order for officers to enforce the posted speed limits on public streets. The Survey involves gathering speed and volume data on public roadways, excluding residential streets. The data is analyzed by a registered professional engineer and submitted as a comprehensive study that recommends the posted speed limits in the City. The Study is 3.B Packet Pg. 19 valid for 5 years, but can be extended to 7 years if the citing officers have the proper training and the electronic speed measuring devices have the proper certifications. The validation can subsequently be extended to 10 years if a registered engineer determines no significant changes in roadway or traffic conditions have occurred. The City of Diamond Bar last performed a Citywide Speed Zone Survey in 2014 on 39 roadway segments. The Survey validation was extended to 2021 in 2019. The City solicited the services of Kimley Horn, a professional engineering firm that has served the City as an on-call traffic engineering consultant, to study the roadway conditions for another extension. The study recommended the City extend the validity of the Survey to 10 years, expiring June 9, 2024. Attached is a memo summarizing the extensions to 7 years and 10 years. A copy of this memo has been forwarded to the L.A County Sheriff’s Department Walnut/Diamond Bar. J. Upcoming Construction Projects Staff has approved plans and issued encroachment permits for several utility improvement projects that are anticipated to start construction in the coming weeks: • Frontier Communications – Washington Avenue from Brea Canyon Road to City Limits o Installation of New Overhead and Underground Fiber Optic Cable • MCI Metro (Verizon) – Grand Avenue from Golden Springs Drive to Diamond Bar Boulevard o Installation of New Underground Fiber Optic Cable • MCI Metro (Verizon) – Grand Avenue from Diamond Bar Boulevard to Summitridge Drive o Installation of New Underground Fiber Optic Cable • Southern California Edison –Torito Lane at Golden Springs Drive o Installation of a New SCE Electrical Vault Public Works staff is committed to ensuring that all construction impacts are properly mitigated to limit the effect on our community. The City’s Public Works Inspector monitors all active construction projects to ensure that work is completed per the approved plans and permit conditions. K. Local Roadway Safety Plan (LRSP) The LRSP report has been completed in accordance with the Federal regulations that requires each State to prepare and implement a Strategic Highway Safety Plan (SHSP). Cities can implement an LRSP to address local safety needs while also contributing to 3.B Packet Pg. 20 the success of the SHSP. Grant funding is available through the Highway Safety Improvement Program (HSIP), administered by the California Department of Transportation (Caltrans), for local LRSP projects. Grant applications for the next HSIP Cycle 11 are expected to open by April of 2022. Preparation of Diamond Bar’s LRSP was made possible with a $72,000 Caltrans grant, matched by $8,000 in City funds, for an overall project cost of $80,000 total. Aoun, PE Associate Engineer Public Works/Engineering Department City of Diamond Bar 21810 Copley Drive Diamond Bar, CA 91765 RE: Extension of 2014 Engineering and Traffic Survey through June 2024 Dear Mr. Aoun, Pursuant to California Vehicle Code (CVC) regulations for establishing speed limits on local roadways, we have reviewed the current roadway and traffic conditions for the roadways listed in the 2014 Citywide Speed Zone Survey. The purpose of this review was to determine whether or not any significant changes in roadway or traffic conditions have occurred. CVC Section 40802 allows the time provision for an Engineering and Traffic Survey (E&TS) to be extended to 10 years when certain criteria listed therein are met and no significant changes in roadway or traffic conditions have occurred, including changes in adjoining property or land use, roadway width, or traffic volume. It should be noted that in March 2019 the 2014 Citywide Speed Zone Survey report was extended from five (5) to seven (7) years (expiring in June 2021) for all thirty-nine (39) roadway segments. The following are the major roadway/land use projects completed or ongoing in the City of Diamond Bar since the 2014 E&TS as confirmed by City Staff:  57/60 Confluence Project is a three-phase program of improvements consisting of ramp and interchange reconfigurations as well as the addition of auxiliary collector/distributor and bypass lanes. Phases I and IIB have been completed which include construction of ramps and interim operational improvements to Grand Avenue interchange. Construction Phase IIA is currently ongoing which includes rebuilding the intersection of Grand Avenue and Golden Springs Drive. Phase III is in final design phase, which is scheduled to be completed in late 2021.  Adaptive Traffic Signal Control System was recently implemented by the City along three corridors – Diamond Bar Boulevard, Golden Springs Drive, and Grand Avenue. The system is currently going through testing, fine-tuning and troubleshooting.  State Route 60/Lemon Avenue Interchange Project constructed new on- and off-ramps at Lemon Avenue and closed Brea Canyon Road on- and off-ramps in 2018.  Willow Heights Residential Project completed in 2016 includes 182 single family condominiums/townhomes and is located along Diamond Bar Boulevard east of its intersection with Brea Canyon Road. The travel patterns and traffic volumes are still adjusting due to the other recently completed and ongoing projects. Given these conditions, we recommend the extension of the 2014 E&TS to 10 years with a complete update to the Citywide Speed Survey completed prior to the year 2024. It is also recommended that the City continue to monitor the progress of these major improvement projects by collecting traffic volume and collision data for periodical assessment.
