The meetings of the Diamond Bar Parks and Recreation Commission are open to the public. A member of the
public may address the Commission on the subject of one or more agenda items and/or other items of which
are within the subject matter jurisdiction of the Diamond Bar Parks and Recreation Commission. A request to
address the Commission should be submitted in writing to the Secretary of the Commission.
As a general rule the opportunity for public comments will take place at the discretion of the Chair. However, in
order to facilitate the meeting, persons who are interested parties for an item may be requested to give their
presentation at the time the item is called on the calendar. The Chair may limit the public input on any item or
the total amount of time allocated for public testimony based on the number of people requesting to speak and
the business of the Commission.
Individuals are requested to conduct themselves in a professional and businesslike manner. Comments and
questions are welcome so that all points of view are considered prior to the Commission making
recommendations to the staff and City Council.
In accordance with Government Code Section 54954.3(a) the Chair may from time to time dispense with public
comment on items previously considered by the Commission. (Does not apply to Committee meetings.)
In accordance with State Law (Brown Act), all matters to be acted on by the Commission must be posted at
least 72 hours prior to the Commission meeting. In case of emergency or when a subject matter arises
subsequent to the posting of the agenda, upon making certain findings, the Commission may act on an item
that is not on the posted agenda.
INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION
Agendas for Diamond Bar Parks and Recreation Commission meetings are prepared by the Community
Services Department and are available 72 hours prior to the meeting. Agendas are available electronically and
may be accessed by a personal computer through a phone modem.
Every meeting of the Parks and Recreation Commission is recorded on cassette tapes and duplicate tapes are
available for a nominal charge.
ADA REQUIREMENTS
A cordless microphone is available for those persons with mobility impairments who cannot access the public
speaking area. The service of the cordless microphone and sign language interpreter services are available by
giving notice at least three business days in advance of the meeting. Please telephone (909) 839-7060

4.1 Site D Park — Conditions of Approval
Lennar Homes will be developing a new residential neighborhood at the southeast
corner of Diamond Bar Blvd and Brea Canyon Road. This location is also known as
Site D. A condition of this development is that a 2 -acre public park must be
constructed and turned over to the City of Diamond Bar for operations and
maintenance. To determine the elements to include in the developed park, Lennar
Homes conducted two neighborhood meetings that were presented by RJM Design
Group. The input received from the community at those two meetings has been
incorporated into the attached Conditions for Approval. The Conditions of Approval will
be included in the tentative tract map for this project that will be considered by the
Planning Commission at their October 8 meeting. Before the park is constructed, a
complete park design must be submitted by Lennar Homes for approval by the
Community Development Director, the Community Services Director and be
recommended for approval by the Parks & Recreation Commission. The final park
design must contain the elements included in the Conditions for Approval.

CALL TO ORDER:
Chairman Dave Grundy called the Parks and Recreation Commission meeting to order
at 7:01 p.m. in the City Hall Windmill Room, 21810 Copley Drive, Diamond Bar, CA
91765.

1. CONSENT CALENDAR:
1.1 Regular Meeting Minutes for July 25, 2013
C/Roberto moved, VC/Owens seconded, to approve the July 23, 2013
regular meeting minutes as presented. Without objection, the motion was
so ordered with Chair/Grundy abstaining, C/Liang and C/Herndon being
absent.
2. INFORMATIONAL ITEMS:
2.1 Recreation Program Update -- RS/Murphey

VC/Owens asked if the Commission would consent to sending a thank -
you letter to the Eagle Scout for his participation in the Summitridge Park

Trails project. Commissioners concurred.
2.2.1 Power Point Presentation on Ronald Regan Park - PMS/Jordan
C/Liang inquired about the park restroom facilities. CSD/Rose said
that, when the parks were built equal amenities were constructed in
each restroom. As time moves forward people become more
enlightened because they are seeing the same thing C/Liang is
seeing and that is lines forming. As an example, the Diamond Bar
Center is newer construction and the women's bathroom by the
ballroom has many more stalls than on the men's side. CSD/Rose
said he believed that when Sycamore Canyon Park was retrofitted,
the same thing was done and there are more stalls in the women's
side than the men's side. When architects design restrooms at this
point in time they create a bias toward the women's facilities more
than they did in the past.
2.3 CIP Projects - CSD/Rose
2.3.2 Dog Park - CSD/Rose reported that the bid opening was today for
the concrete walkways and stairs that will connect the gates to the
existing walkway. Ten bids were submitted and the bids ranged
from $37,200 to $69,999. The engineer's estimate was $38,000.
The City Council will award a contract on September 3. The
majority of this project will be paid with federal funds and CDBG
funds which can be used for the ADA access. The stairs cannot be
done with CDBG funds and it will cost the City about $7,000 from
the General Fund for that portion of the project.
2.3.3 Grandview Trail and Grandview Trail Link - CSD/Rose stated
that staff received the second plan check back from Building and
Safety today and those comments are being forwarded to the City's
Consultant TKE which will make the corrections and submit them
back to Building and Safety. Once plans and specs are approved
they will be released for bidding with construction to commence
sometime in October.
2.3.4 Site D Park Design - CSD/Rose reported that Lennar Homes is
still working on the concept plan for the park which is likely to take
another two months. Lennar is anxious to get the Tentative Map
approved and hopes to start that process in October. During the
next two months staff will have more details available about what is
proposed to be included in the park.
2.3.5 Larkstone Park - CSD/Rose said that Lewis Homes continues to
work on the redesign of the park. Since staff has not heard from
Lewis Homes and this item will be removed from the projects list
until staff receives further information.

2.3.6 Diamond Dar Center Improvements — CSD/Rose stated that the
Diamond Bar Center is still under construction. The contractor was
working on cabling today to get the office ready for staff to move
back in. There are punch list items related to the carpet throughout
the building. The office furniture has arrived but is not yet installed
in the offices. Staff believes that staff will be able to move back into
their offices without doors sometime next week. The doors are still
being fabricated; however, contract classes are scheduled for the
Sycamore Room in September and staff will need to be onsite to
meet the scheduling.
VC/Owens said he received his copy of the California Parks and
Recreation recently and was surprised to see an article about an
award the City received in 2012 for Washington Street Park.
CSD/Rose said that the award was from a Public Works
professional organization. The City is a member of the
organization and entered the project because of the storm water
collection system technology.
2.4 List of Pending Commission Requests — Presented by CSD/Rose
2.5 Report on Meeting with Pony Baseball
CSD/Rose reported that he and C/Herndon met with the Pony Baseball
representatives on July 30. The main issue the Pony representatives
were interested in was to enter into a "Lorbeer Middle School' type of
agreement where the City would do millions of dollars worth of
improvements to their facility such as install lights, pave the parking lot
and generally update the facility. CSD/Rase was very clear that the type
of agreement they were seeking would not happen. In the meantime, the
Pony people have found groups that will rent their facility and they are
renting to private baseball organizations for tournaments and making
about $1,200 a weekend renting out the facility. Apparently, the facility is
booked for two or three weekends per month. Also, they have hooked up
with Snoop Dog, now known as Snoop Lion who runs a youth football
program and that group has been practicing at the facility and rents the
facility. So Pony Baseball has revenue coming in to take care of their
facility; however, they indicated they were interested in working with the
Diamond Bar Foundation, should the Foundation want to work with
different organizations in town for Monday through Friday dates. Staff
believes that some of the local organizations would benefit from use of the
facility during the months of August, September and October.
VC/Herndon said he would take the information to the Foundation for
discussion. CSD/Rose said he felt not much would happen this year but
could happen in the future. Staff will assist VC/Herndon in his efforts.
Chair/Grundy asked if RS/McKitrick believed there was any value in the
number of hours available at the Pony League Park and CSD/Rose said
yes. RS/McKitrick was included in the research for the meeting with the

Pony officials.

5. ANNOUNCEMENTS:
C/Roberto thanked staff for the reports. He asked if contract classes were
trending upward and RS/Murphey said that the online registration is going well.
Summer has ended and August is not a very popular registration month. She
said she would report on the fall data at the next Commission meeting.
C/Liang thanked staff for the very informative Power Point presentations. Last
week he was at the Diamond Bar Center and the carpet looks great and the
audio system works great. The lighting is very great and is pretty high-tech.
Overall, the updates are very great and all of the meeting attendees are very
happy to have their meetings at the Diamond Bar Center.
VC/Owens thanked staff for the reports. He attended several Concerts in the
Park and complimented the Volunteens on being very helpful and their
assistance was well-received. He said the youth baseball picnic went well but it
seemed attendance was down from last year. RS/Murphey believed there were
four teams that did not attend which is probably two teams less than attended
last year. VC/Owens said the attendees seemed to have a good time.
Chair/Grundy said he was able to enjoy several Concerts in the Park and felt that
everyone had a good time. During one of the Concert visits he walked through
the rest of the park and was very happy to see how nice the park looked. It is
being well-maintained — particularly the playground area. He thanked staff for
doing a good job as always and thanked them for the reports which help the
Commissioners see what is going on. He asked if staff had any information
about the NFL Stadium project and CSD/Rose said that perhaps in March 2014
after the next Super Bowl there would be some information forthcoming.
CSD/Rose reported that the old Library building is being transferred from the
Library Department to the Fire Department and will be used for office space with
some of the Pomona personnel transferring to this site once the building is
retrofitted. The message sign will remain and will continue to be programmed
with Library and other City events.
CSD/Rose said that according to RS/Murphey who checked the schedule for the
LA County Fair, it shows that horse racing does not start until September 6 and
Diamond Bar Day at the Fair is September 5.

thank you for leading Boy Scout Troop 8888 to complete an important trail
project. Your crew completed the task of clearing areas of brush and fallen
debris and installing six wooden benches at various locations along the
Summitridge Park Trail.
This project will be of great benefit to the community of hikers that use the
trail. The value of your efforts will help ensure the viability of this trail for
years to come.
Thanks again for your volunteer work that has improved the environmental
quality of the Summitridge Park Trails!

Community Recreation Guide
Fall 2013 Recreation Guides are available to be picked up at City Hall, the Diamond Bar
Center, Heritage Park Community Center, Pantera Park Activity Room and the Diamond Bar
Public Library. A PDF is also available online at www.DiamondBarCA.gov.
Contract Classes
Summer 2013 -- The Summer 2013 session was held June 1 through August 23. There
were 1,257 students enrolled in 213 classes. This is an increase from last year, which total
enrollment included 1,042 students. Popular classes this summer included Lego Camps,
Kidz Love Soccer, Basketball, and Tennis for all ages.
Fall 2013 -- The Fall 2013 session began August 31 and is scheduled through December 6.
As of September 16, there are 496 students enrolled with 246 available classes. We have
several new classes this semester; Sewing for Kids, Project Runway, Baby Ballerina & Me,
Musical Performing, Lego Motorized Mania, and Smartphone Smarts. We will also see the
long awaited return of Voice & Singing, Piano, and Guitar with a new instructor at Magical
Steps Music and Dance Academy on Diamond Bar Blvd.
Winter 2014 -- The Winter 2014 session will be held January 4 through March 14. Proposals
were due on September 11. Winter 2014 Recreation Guides will be available the first week
of December.

Piny Tots -- The fall session started on Tuesday, September 3. Both classes were off to a
great start. At the time of this report Heritage Park Tiny Tots has 17 in the 3 year old class
and 11 in the 4-5 year old class currently registered. Pantera Park Tiny Tots has 20 in the 3
year old class and 19 in the 4-5 year old class registered. Registration will continue until
both classes are filled. The Tiny Tot teachers are planning their fall excursion to the
Enchanted Pumpkin Patch in October. More details about this excursion next month.
DB 4Youth "in Action" -- Two DB 4Youth "In
Action" youth gave away Diamond Bar
Community Foundation pencils and Diamond
Bar Day at the Fair wrist bands to the
elementary students visiting the booth at the
FairKids Expo. In the afternoon 16 youth
participated in the Diamond Bar Day parade.
The trackless train held 12 participants and 4
youth walked the parade route. They decorated
the train with balloons and banners. Sign-ups
for Rocktober at the Santa Monica Pier
October 4 are on-going. Currently there are 9
participants registered to go on this excursion.

Volunteens -- The City of Diamond Bar's
2013 Youth Volunteen Program has come to
an end culminating with the recognition at
the Parks and Recreation Commission
meeting. One hundred and seven
Volunteens will be recognized for the
outstanding job they did in the following
programs: Summer Day Camp, Youth
Baseball, Tiny Tots, Concerts in the Park
and Senior Programming. Staff has had four
training meetings with the volunteers
including mock job interviews. The 2013
Volunteens have proven to be the best
group of volunteens since the program
started. Staff continues to get compliments

Adult Basketball -- This season 24 teams are registered to play in 3 different divisions.
Games started at South Pointe Middle School and Diamond Bar High School on Sunday
September 15. The $360 registration fee covers 10 league games plus a qualification game,
scorekeepers, and championship awards. Teams also pay $20 per week for the officials.
Adult Volleyball -- Adult volleyball has 22 participants registered for the current session.
The season is scheduled for September 9 thru November 18. For only $40, participants
receive 10 weeks of play on two courts. Action takes place at South Pointe Middle School's
gym on Mondays from 7-9pm.
Table Tennis -- A new Butterfly table was recently purchased for the Table Tennis program.
(See table below.) Play continues at Heritage Park on Tuesday (average of 11 participants),
Thursday (average of 13 participants), and Sunday (average of 12 participants) evenings.
Open play takes plane from 7:30-11 pm on Tuesdays and Thursdays, while Sunday is open
from 6:30-10pm.
Youth Basketball -- We are currently taking open registration for the next season of youth
basketball. Currently we have 74 enrolled. The parent workshop will be held at the Diamond
Bar Center on Wednesday, December 3, and skills day will be held at South Pointe Middle
School on Saturday, December 7. Practices will begin at the end of December. Games will
be held at South Pointe MS and Mount Calvary every Saturday beginning January 4,
Skate Park --The skate park averages 11 users per hour on weekdays, with 15 users per
hour on the weekend. Field attendants check in on the skate park a few times each day, from
4pm - Dusk on weekdays, and from 8am - Dusk on the weekends.

Summer 2013 Adult Excursions -- The last summer excursion is sold out with 45 enrolled.
On September 21 we will leave the Diamond Bar Center at 7:30am to Solvang to celebrate
the 77th Annual Danish Days in Solvang. Delicious Danish food and traditional Danish
entertainment; including dancers and musicians, will flood the streets with fun. Excursion
includes roundtrip transportation and a snack for the ride home for $31/person.
Fall 2013 Adult Excursions -- There are three trips lined up for the fall. There are 32
enrolled for the Avocado Festival in Carpenteria on 10/5 for $35/person. The Fillmore
Railway Murder Mystery Dinner on 11/9 has 22 enrolled for $80/person. There are 8 enrolled
for the Candlelight Pavilion for dinner and a show on 12/21 for $75/person. All excursions
include roundtrip transportation and a snack for the ride home. Fillmore and the Candlelight
Pavilion include admission and a meal.
Senior Classes
Mt. San Antonio College partners with the City of Diamond Bar to offer 15 free classes to
seniors at the Diamond Bar Center. The classes vary from computer to exercise and fine
arts. Fall classes run 8/26-12/13. Most classes are full.
Senior Groups and Clubs
Five senior clubs regularly meet and hold events at the Diamond Bar Center and Heritage
Park Community Center:
® The Diamond Bar Senior Citizen's Club has 400 members and meets each Tuesday
with approximately 183 at each meeting.

Senior Excursions
Pala Casino — 9/5 -- 23 seniors were off to spend the day at Pala Casino. Everyone received
$5 in free play, lunch was on their own.
Casa Romantica — 9/26 -- 40 seniors will have a one day adventure beginning with a scenic
bus ride of San Clemente and a tour at the Casa Romantica Cultural Center & Gardens.
Lunch will be at Harpoon Henry's in Dana Point and before returning home we will go on one
last tour at the Pacific Marine Mammal Center.
Senior Special Events
Italiano Dance -- September 12, 2013 100 seniors were signed up for our Italiano Dance.
Set in the scene of Italy, seniors danced the night away while enjoying a lavish dinner
catered by Tiscareno Catering. The dinner included two different pastas, chicken parmesan,
salad and a nice dessert bar! Everyone who attended the dance enjoyed their evening that
also included dancing and raffle prizes.
Special Events
Concerts/Movies in the Park -- Full Financial Summary and Evaluation attached
Diamond Bar Day at the Fair -- Diamond Bar Day
took place on Thursday, September 5, 2013. The
day's activities included: Fair Kids and Business
Expos, Community Reception, Community Parade,
Hometown Hero Presentation ( Atharshna
Signarajah, Tony Torng, Bea McMillian) and
concluded with Community Entertainment from Da
Hula Studio. Overall the day was a success with
Diamond Bar Residents packing the Fairplex to
support Diamond Bar. A wrap up meeting will take
place in November with the Diamond Bar committee
and staff from the fair to discuss this year's day,
expectations and changes for next year.
Halloween Haunted House -- The Haunted House
dates have been set for Wednesday & Thursday,
October 30 & 31, 2013. The event will be held at
Heritage Park; 2900 S. Brea Canyon Road from 6-9
pm. Admission will be $5 and is recommended for
ages 8 and up. In addition, a 2 for 1 coupon will be
available for print off the City webpage and
distribution for the October 30th date. Lastly, staff is
bringing back the popular 3-D maze that is
guaranteed to put a fun twist on haunting and give a
great visual effect.
Volunteer Information --'The City is looking for local high school students to help with the
set-up and operation of the popular Haunted House starting Friday, October 25- Thursday,
October 31St. Volunteers must be in high school and either live in Diamond Bar or attend
Diamond Bar or Diamond Ranch High School. School identification and waiver will be
required.
An informational meeting will be held on Monday, October 14 starting at 6pm at Heritage
Community Center. Event details and volunteer roles will be discussed, and waiver forms will
be handed out.
Fall Fawn Festival -- This is a safe and fun alternative
to trick or treating. The event will include game
booths, craft area, prizes and of course candy! The
festival date is Thursday, October 31, at Heritage Park.
Game cards are $5 beginning at 4:30pm and running
until 8:30pm. Ages recommended are 2 to 8 years old.
Facility Rentals
Diamond Bar Center -- The Diamond Bar Center was
the location for a total of 35 private, business and non-
profit rentals during the month of August. There were
16 church rentals, 3 business meetings, 1 80th
birthday, and 2 AYSO meetings. There were also 7
weddings, 4 birthday parties, 1 anniversary party, and
DRHS annual Bunco night. A total of $53,786.75 in
rental fees was collected during the month of August
for Diamond Bar Center rentals. In August 2012 a total
of $64,946.53 was collected.
August events have kept the DBC busy as always! As
we approach the close of wedding/event season it was
special to see the weddings, birthday parties, and
anniversaries that were celebrated within our walls.
We received many compliments on the upgrades that
have been implemented into the building. Guests were
impressed with our LED lighting above the stage and
the brand new carpet throughout the entire facility!
Heritage -- There have been 9 rentals of Heritage Park
Community Center for the month of September.
Rentals include 5 church rentals, 1 senior quarterly
birthday, 1 wedding reception and 2 birthday parties.
Total revenue for these rentals is $2,320.00. The
revenue for September 2012 was $900.00.
Pantera -- There have been 5 rentals of the Pantera Park Activity Room for the month of
September. Rentals include 2 toastmasters meetings and 3 birthday parties. Total revenue
for these rentals is $742.50. The revenue for September 2012 was $477.50.
Picnic Reservations -- As of September 12, 2013 there have been 22 picnic reservations
made for the month of September. There have been 3 at Heritage Park, 5 at Pantera Park, 0
at Maple Hill Park, 0 at Peterson Park, 6 at Ronald Reagan and 8 at Sycamore Canyon Park.
The revenue of these picnic rentals is $625.00. The revenue for September 2012 was
$1,150.00.

Concerts in the Park
The 23`d Annual Summer Concert in the Park Series was presented by the Cit NJ of Diamond Bar
Community Services Department. An estimated 900 concert attendees filled) the park's grass area
every Wednesday night starting July 10 and continuing through August 21. Adults and children of all
ages danced and sang along to their favorite songs. The last concert "The UI -timate Stones"- a tribute
to the Rolling Stones was sponsored by the Diamond Bar Community Foundation who donated
$2,000 towards this event.
Seven non-profit community organizations participated in this year's series lay providing concessions
during the event. The Diamond Bar Historical Society and the Miss Diamond Bar Pageant provided
fresh popcorn and ice cream each week. The other organizations that participated were: L.A. County
Fire Explorer Post 19, Red Dragon Karate, Diamond Bar Soccer League, X -Treble Cheer and Boy Scout
Troop #777.
The community also received an opportunity to check out several information booths from the City's
Public Information and Public Works Department. Also the LA County Fair was in attendance
providing information about Diamond Bar Day. DB"4" Youth joined in the furl by selling glow
necklaces and lastly, the Diamond Community Foundation had a booth at the concert they sponsored
and provided information about their organization and their current events and causes.
Helping hands were in place as the City of Diamond Bar's Volunteen program, was in charge of the
"Kid Zone" area once again. This area featured a different craft/activity every week. 21 volunteens
attended each concert to help assist staff with set-up and tear down, monitor playground areas,
assist patrons off the shuttles and pass out promotional materials. In order to become a volunteen
the applicant must submit an application and have an oral interview to participate in the popular
program. The concert volunteens were a vital part of the organization success at each concert.
Movies under the Stars
Sycamore Canyon Park was filled with 700 movie seekers loaded with their ice cream and hands full
of popcorn. Adults/children of all ages enjoyed the unique atmosphere of the park while watching
some cool characters on Diamond Bar's "Big Screen". The crowd was kept entertained during the
transition from concerts by commercials prepared by the City's Public Information Department. The
commercials featured up -coming special events, emergency preparedness information, snapshots in
the community and a City activaties promo. A good time was had by all who participated.
The concert and movie series is offered free of charge to the residents of Diamond Bar. Staff turns in
a proposed budget for the series each spring as part of the City's budget process. The approved
budget reflects the Councils interest in continuing to offer these events for free. The following
financial summary shows what the direct costs of the event were. Staff's budget does not include
indirect costs such as full time salaries and benefits, printing in the Recreatio n Guide, vehicle
maintenance, etc.

During the previous month, the Maintenance Staff has been working on various
projects throughout the City. The following is a brief recap of some of the more
significant projects.
Diamond Bar Center
• Repaired "Mecho Shades" in GVBR.
• Repaired motor court bollards (twice).
• Reset AC unit in communication room.
• Repaired fire door in hallway.
• Re-lamped 24 interior and 8 exterior light fixtures.
• Installed four (4) new soap dispensers in men's and women's rooms.
• Repaired Gem car charging system.
• Unclogged urinals in upper and lower men's rooms.
• Repaired (glued) broken curb at Summitridge park handicap ramp and
removed rust stains from surface.
• Repaired and re -grouted flagstone at entrance to GVBR off of motor court.
• Caulked approaches off of upper parking lot and along GVBR patio.
• Fixed leaking coffee maker holding tank.
® Repaired water leak, loose faucet and unclogged drain in Sycamore
Room.
® Replaced exhaust fan motor on roof for women's restroom.

® Assisted with the set up and take down of Summer Day Camp.

CIP Projects Up -date:
Dog Park — This project will construct concrete walkways and stairs that will connect the
entry gates to the existing walkway. The contract was awarded by the City Council to
Geronimo Concrete in the amount of $37,200 and the pre -construction meeting is scheduled
for October 1. The construction schedule will be provided by the contractor at the October 15t
meeting. Once started, it should take 35 days to complete. The Dog Park will be closed
during construction.
Grand View Trail & Grand View Trail Link — The revised plans were submitted by TKE
Engineering on September 19. Plans are now with Building & Safety for the 3 d plan check.
Once the plans have been approved, the plans & specifications will be released for bidding.
Construction of this trail will not start until November at the earliest.
Site D Public Park — Included in this Commission packet are the draft conditions for the
development of the park by Lennar Homes. The park specifications will be drafted after the
conditions are approved by the Planning Commission,
Diamond Bar Center — There are still some items that need to be completed in the office
and front counter area of the Diamond Bar Center. Staff is now enjoying their new offices.
Also, staff reported that they have received many compliments on the upgrades that have
