VC/Liang called the Parks and Recreation Commission meeting to order at 7:00 p.m. in
the City Hall Windmill Room, 21810 Copley Drive, Diamond Bar, CA 91765.
PLEDGE OF ALLEGIANCE: Commissioner Owens led the Pledge of Allegiance.
Present: Commissioners Dave Grundy, Ted Owens, Dave Roberto, Vice Chairman
Benny Liang.
Absent: Chairman Lew Herndon was excused.

1.1 Approved Minutes for the November 15, 2012 Regular Meeting.
1.2 Transmitted Thank You Letter to Brownie Troop for completing the
painting of the lodge pole fence at Sycamore Canyon Park.

C/Roberto asked at what point the fire department responds to an alarm
and PMS/Jordan responded that when an alarm is triggered the fire
department immediately receives the call and responds.
2.2.1 Power Point Presentation on Interpretive Panels along Trails -

2.3 CIP Projects - CSD/Rose
2.3.1 Trails Free Standing Interpretive Exhibits - CSD/Rose reiterated
that all of the free-standing interpretive panels have been installed.
2.3.2 Dog Park at Pantera Meadow - CSD/Rose reported that the dog
park opened on Saturday, November 17, 2012 with over 200
people and about 100 dogs in attendance. The DG (decomposed
granite) path is a path that leads up to the large dog park. Three
benches have been installed in each of the dog areas. The second
construction phase will provide an ADA accessible concrete
walkway to each of the dog areas and will include the installation of
five additional benches along the outside of the dog areas along
the path. During recent construction staff closed the large dog park
because there was no access during the time construction was
taking place on tfie pa h. During ha time st-affallowed-both r-s-mr-afl
and large dogs to use the small dog area and there were some
complaints that some of the dogs did not get along. As a result,
staff has worked with the sheriff's department and Joint Powers
Insurance Authority to determine that there is no liability issue with
the large and small dogs being together as long as individuals are
aware of that fact before they enter the dog park. Staff felt the City
would be able to allow the combined use when one area is closed,
but Council wishes to discuss the matter in more detail before staff
commences another work phase.
2.3.3 Grandview Trail and Grandview Trail Link - CSD/Rose stated
that TKE Engineering has put together a couple of potential routes
using GPS technology to connect the hard pan trail from the
Grandview Trail that starts at the overflow parking lot and continue
over to the canyon loop. There will be public input meetings to
discuss options for improvements. Once completed, the trail will
make a complete loop from the Diamond Bar Center around the
open space to the west side of the Center.
2.3.4 Site D Public Park - CSD/Rose reported that the Site D Public
Park input meeting will be held on Saturday, January 26 from 1:30
to 4:30 p.m. at Castle Rock Elementary School. RJM Design, the
firm that has worked with the City on Pantera Park and Maple Hill

Park as well as Larkstone Park will conduct the meeting, which is
scheduled to include a walk of the site depending on weather and
site conditions. The school district will provide bus transportation
from the meeting site to Site D.
2.4 List of Pending Commission Requests — CSD/Rose
2.4.1 Improvements at the Diamond Bar Center — Improvements
are moving forward with some of the security and camera
work in the planning stages. LPA architectural group is
putting together plans and specs for an office renovation
which also includes redesign work at the front counter and
front door area where the swing -out door will be replaced
with a automatic opening sliding door.
2.4.2 Site D — no new information available regarding the
construction project and when it will take place. Staff will
provide additional information to the Commission as the
project moves forward.
2.4.3 MOU with the School District — CSD/Rose and
CM/DeStefano met with representatives of PUSD and
WVUSD to talk about a non-binding MOU (Memorandum of
Understanding) for use of Lorbeer and South Point Middle
Schools as future -lighted sports facHities whichb-eg�s the
communication process so that when funding becomes
available projects can move forward to further accommodate
sports facilities use.
C/Owens asked how large the park site is for Site D and
CSD/Rose responded that the project has committed 2
acres. There is some discussion that the developed park
might be located near Brea Canyon and Diamond Bar
Boulevard. Previous input was to have a passive play area
up near the cul-de-sac closer to the existing neighborhood.

C/Owens said he was unable to attend the Snow Fest due to the passing of a
long time friend, but did see a nice photo of the event.
C/Roberto thanked staff for the reports and said he looked forward to a fun 2013
with the Parks and Recreation Commission.

C/GrUndy said he and his dogs enjoyed the Bark Park opening. They also
visited the park when the upper park area was closed and understood some of
the concerns expressed because at one point a larger enthusiastic dog bowled
his dachshund over. He feels it is a great park that the dogs and their parents
seem to really enjoy. Especially enjoyable for him is when after visiting the park
his dogs sack out for a couple of hours. He said he loved staff's reports this
evening and is also looking forward to a great year.
VC/Liang commended staff and the City of Diamond Bar for its very
comprehensive senior programs which he appreciates because so many in
Diamond Bar are reaching the point where the programs are and will remain very
important.
ADJOURNMENT: C/Owens moved, C/Grundy seconded, to adjourn the Parks and
Recreation Commission meeting. With no one objecting and no further business before
the Parks and Recreation Commission, VC/Liang adjourned the meeting at 7:41 p.m.

The Winter 2013 Recreation Guides are available to be picked up at City Hall, Diamond Bar
Center, Heritage Park Community Center, and Pantera Park Activity Room. It is also
available to be viewed online on the City's website. The Spring 2013 Guide is in production
with the Public Information Department and will be available the first week of March.
Contract Classes
Winter 2013 -- The Winter 2013 session began on
January 5 and is scheduled to end on March 15. So
far there are 500 students enrolled in 139 classes.
This semester we saw the return of Baby Ballet, now
being taught by Tippi Toes instructors. There are 21
students enrolled, plus 4 in the new Ballet/Tap
Combo. Kidz Love Soccer is having a great turn out
this semester with 25 participants. The introduction of
Morning Zumba also saw a warm welcome with 8
participants. Adult Acrylic Painting was added after
the guides were published, but still has a great turn
out with 10 students enrolled.
Spring 2013 -- The Spring 2013 session will begin on March 16 and is scheduled to end on
May 31. Spring 2013 Recreation Guides will be available online, at City Hall, the Diamond
Bar Center, Heritage Park Community Center, Pantera Park Activity Room and the Diamond
Bar Public Library the first week of March. New Classes will include Baton Twirling, Match
Play Tennis Clinic, Beginning Ukulele, Critical Reading and Written Expression, and
Geometry Studies.
Tiny Tots -- Tiny Tots Spring session
registration will start on Monday, March 11.
Flyers are posted in the City Kiosks
throughout the City. Posters are in the
windows at both sites. The Winter session
ends on March 29. The Tiny Tots registration
form and parent handbook are ready to go. At
the time of this report Pantera Park Tiny Tots
has 19 tots enrolled in the 3 year old class
and 13 in the 4-5 year old class. Heritage
Park has 14 tots enrolled in 3 year old class
and 14 enrolled in the 4-5 year old class. On
Wednesday and Thursday, February 13 and
14 Heritage Park Tiny Tots celebrated
Valentine's Day. Instead of cards and candy
they did a book exchange to show their
friendships. Pantera Park Tiny Tots celebrated on Thursday and Friday, February 14 and
15. They created Valentines for their families. Each card held a picture of the student. Both
sites had treats to end the day.
DB 4Youth "in Action" -- DB 4Youth "In Action" did some clean-up and light gardening at
Quail Summit Elementary School on February 14 and 15 from 3:30pm to 6pm. This is the
fourth year the youth have helped out at Quail Summit. They are looking into adding another
school this year. They will help out with the City of Diamond Bar table at the Diamond Bar
Chinese-American Association's Chinese Lunar New Year celebration at Diamond Bar High
School on Saturday, February 23. Plans for decorations are in the works for the "Stone Age"
themed 6th 7th and 8th grade dance coming up on May 10.
Volunteens -- The City of Diamond Bar's 2013 Youth Volunteen Program is a leadership
training program designed for youth ages 13 to 15 who reside in Diamond Bar. 'Teens who
are interested in receiving work experience and training in recreation will apply. Volunteens
will be assigned as assistants to summer programs throughout the City. Programs include:
Summer Day Camp, Youth Baseball, Tiny Tots, Concerts in the Park and Senior
Programming. All applicants must be available June 4 through August 17. Applications are
available at City Hall, the Diamond Bar Center and online starting Friday, February 22.
Applications will be accepted until 5:30pm on Thursday, April 18, 2013.
Summer Day Camp -- Key staff continue to meet to plan trainings scheduled from now until
Summer Day Camp starts on June 3. The Summer Day Camp kick off meeting for all staff
who work day camp is scheduled for Friday, February 22. Staff will meet with Michael Hudak,
Day Camp Specialist to begin planning and training. Future meeting dates will be discussed
to find the times and dates when most staff are available. This includes recreation leader
training on Saturday, May 11, CPR training, general procedures and day to day activity
training. Staff will be given the opportunity to choose a week to plan activities.

Adult Basketball -- We currently have 25 teams registered for the winter 2013 adult
basketball league. Practice games were held Sunday February 10. Games for the regular
season start Sunday February 17. Games are played at Diamond Bar High School and
South Pointe Middle School. Included in the, $360 registration fee are 10 league games plus
a qualification game, scorekeepers, and championship awards. Teams also pay $20 per
week for the officials.
Adult Volleyball -- We currently have 17 participants registered for the adult volleyball
program. The session began on Monday, January 28 at South Pointe Middle School and will
conclude on Monday April 1. For only $40, participants receive 10 weeks of play on two
courts of action from 7-9pm.
Skate Park -- The skate park averages 6 users per hour on weekdays, with 13 users per
hour on the weekend. Field attendants check in on the skate park a few times each day,
from 4prn - Dusk on weekdays, and from 8arn - Dusk on the weekends.
Table Tennis -- The Table Tennis program continues play at Heritage Park on Tuesday
(average of 14 participants), Thursday (average of 11 participants), and Sunday (average of
12 participants) evenings. Open play takes place from 7:30-11 pm on Tuesdays and
Thursdays, while Sunday is open from 6:30-10pm.
Youth Basketball — There are three games remaining for each of the 54 teams in the youth
basketball program. Staff continues to evaluate the players, coaches, and parents as to their
level of sportsmanship. The sportsmanship award winners will be announced at the end of
the season, which concludes on March 9.
Youth Soccer -- Registration for Diamond Bar residents began on Monday February 11.
Open registration started on Tuesday February 19. Skills day will be held on Saturday March
23 at Mount Calvary. A Parent Meeting will be held Wednesday March 27 at the Diamond
Bar Center at 6 p.m. We will start with the first game on Saturday April 6. Included in the $84
fee are jerseys, trophies and 8 games indoors. Practices will be held 30 minutes prior to each
game.
Field Allocations -- We are still in our first half of the allocation period running from January
1, 2013 to July 31, 2013. We have 15 different youth and adult organizations currently using
the fields. Peterson Park reopened Monday February 11 from its annual closure for
maintenance.

February Excursions -- An adult excursion was not scheduled for the month of February.
February excursions did not have a good turnout in years past, due to poor weather
conditions and holiday recovery. Instead we now offer an additional excursion in the summer.
'These trips have a better turn out due to more open availability of our participants, clearer
weather and more variety of events and programs.
San Diego Sunday Brunch & Balboa Park -- There are 21 people enrolled to attend this
excursion on Sunday, March 17. There are still 24 spaces available. We need a minimum of
30 participants to run the excursion. Additional flyers have been posted at the DBC and
announcements have been made at the Diamond Bar Senior meeting. The day will begin
with a ride to Old Town San Diego, where we will enjoy a Sunday brunch meal at Miguel's
Cocina. We will hop back on the bus to Balboa Park, located just minutes away. We will
spend the rest of our afternoon exploring the vast Art and Cultural riches with attractions
including the zoo, museums, art centers, outdoor gardens and botanical building. Excursion
includes roundtrip transportation, brunch, and a snack for the ride home all for $45/person.
Senior Classes -- Mt. San Antonio College partners with the City of Diamond Bar to offer 15
free classes to seniors at the Diamond Bar Center. The classes vary from computer to
exercise and fine arts. Most of these classes are full. The spring session will begin February
25 and will conclude June 16, 2013.

Five senior clubs regularly meet and hold events at the Diamond Bar Center and Heritage
Park Community Center:
® The Diamond Bar Senior Citizen's Club has 403 members and meets each Tuesday
with approximately 175 at each meeting.
® The Diamond Bar Evergreen Club has 245 members and holds classes throughout the
week.
® The Diamond Age Seniors has 215 members and meets each Mondav, Wednesday.
and Friday.
® The Sunshine Seniors has 197 members
and meets the second and fourth Sunday of
each month and every Saturday.
® The Super Diamond Age Seniors has 205
members and meets each Tuesday,

February 7, 2013 - Fantasy Springs Casino -- This was a sold out trip of 54 passengers.
This is still one of the favorite casinos of the senior gamblers as it has a Bingo parlor. The
cost of the trip is $20
February 21, 2013 - Palm Spring Follies -- This was another sold -out trip that necessitated
the largest bus. 45 participants enjoyed the show at the Follies in Palm Springs and lunch
was on their own.
Senior Extended Excursions -- Two seniors enjoyed a 10 day cruise of the Hawaiian
Islands aboard the Pride of America on February 10, 2013. They were able to explore Hilo,
Hawaii/ Nawiliwill, Kaui/ Kailua, Kona/ Kahului, Maui and Honolulu, Oahu. The price per
person was $3,529 and our total commission check should be $410.
Senior Special Events
February 14, 2013 Valentines Dinner Dance -- This exciting annual event had 195 people
signed up. Staff believes the popularity and high attendance of the event was due to holding
the dance on the actual holiday giving seniors an opportunity to spend the evening with
friends. Dinner was catered by Caf6 and Stuff and consisted of Parmesan Chicken,
Fettuccini Alfredo, Saut6ed Mixed Vegetables, Fresh Baked Rolls & Garlic Bread and
valentine cupcakes for dessert. Music was provided by Keith Johnson. There were a dozen
raffle prizes given away as well.
Special Events
Winter Snow Fest -- A full financial summary and evaluation will be in the March

Concert Share -- A full financial summary and evaluation will be in the March commission

30th Annual Easter Egg Hunt -- The City of Diamond Bar and the Diamond Bar Breakfast
Lions Club are proud to invite you and your family to join us at our 30th Annual Easter Egg
Hunt on Saturday, March 30, 2013. This FREE fun -filled day starts at 1 Oam at Pantera Park
(738 Pantera Drive). Separate egg hunting areas will be set up for children based upon their
age. Children should remember to bring their own basket to carry their eggs, and to be on
the lookout for a special appearance by the Easter Bunny and his friends the "peeps"! Don't
miss out on this opportunity to start a new family tradition! Pancake breakfast and pictures
with the Easter bunny will be available to purchase starting at 8:30am.
24th City Birthday Party -- The City will celebrate 24 years of incorporation on Saturday,
April 13, 2013 from 11 am 5pm (rides and teen action zone games until 6pm) at Pantera
Park.
The first committee meeting was held on Tuesday, February 12 at City Hall. Representatives
from the regional chamber, L.A County Fire and Sheriff's Department and City staff were all
in attendance. The main topics discussed were organization participation and event
logistics.
In addition, applications for community organizations to participate in the event were sent out
the week of February 11 with a deadline of Friday, March 8, 2013. Non-profit community
organizations can participate by operating a food booth, carnival ride, kidzone game, teen
action zone game or have an information booth. Additional applications will be available at
City Hall, the Diamond Bar Center and on the City's web site.
Nominations for Diamond Bar Outstanding Volunteer were also mailed to community
organizations and have a deadline of Friday, March 1, 2012. The categories are Youth (Age
17 and under) and Adult (Age 18 and over).
Save the Date! -- Arbor Day will take place on Friday, April 26 at 9:30am at Pantera
Elementary School.
Diamond Bar Center -- The Diamond Bar Center was the location for a total of 37 private,
business and non-profit rentals during the month of February. There were 20 church rentals,
2 Toastmasters meetings, 1 fashion show, 1 Boy Scout meeting, 2 business meetings, and 1
bridal shower. There were also 3 weddings, 2 birthday parties and 1 soccer meeting. We
also had 1 baby shower, 1 business seminar and 1 MTAC meeting. A total of $68,593.30 in
rental fees was collected during the month of January for Diamond Bar Center rentals. In
January 2012 a total of $70,012.99 was collected.
Rental of the Grand View Ballroom is in high demand. The Diamond Bar Center is a popular
venue for wedding receptions, business seminars, fundraisers and Quinceaneras. Currently
all Saturdays are reserved from now through October 2014 and we have started taking
reservations for 2015. Diamond Bar residents may make reservations up to 24 months in
advance. Non-residents may make reservations up to 20 months in advance. A lottery is held
the first of every month to allow all renters an equal opportunity at obtaining a rental date.
Heritage -- There have been 7 rentals of Heritage Park Community Center for the month of
February. Rentals include 4 church rentals and 3 birthdays. Total revenue for these rentals
is $1,700.00. The revenue for February 2012 was $1,880.00
Pantera -- There have been 4 rentals of the Pantera Park Activity Room for the month of
September. Rentals include 2 Toastmasters meetings, 1 birthday party and 1 Chinese New
Year celebration. Total revenue for these rentals is $375.00. The revenue for February 2012
was $830.00.
Picnic Reservations -- As of February 14, 2013 there have been 12 picnic reservations
made for the month of February. There have been 3 at Pantera Park, 1 at Maple Hill Park, 1
at Peterson Park, and 3 at Sycamore Canyon Park. The revenue of these picnic rentals is
$400.00. The revenue for February 2012 was $350.00
Grants -- With all the interpretive panels for the Nature Education Facility Grant Program
installed from the Steep Canyon Trail to the Diamond Bar Center and completion of the
scope of the project, staff has prepared the request for funds from the state. Once the state
does a site visit the funds will be released.

During the previous month, the Maintenance Staff has been working on various
projects throughout the City. The following is a brief recap of some of the more
significant projects.
Diamond Bar Center
•Repaired carpet tears in section B/D of the GVBR and in the hallway
adjacent to the lower storage room.
• Repaired kitchen sink drain.
• Re-lamped three (3) light fixtures and replaced three (3) additional
ballasts.
• Repaired door closer in GVBR section B.
• Installed new seals and gaskets in the "Sanitaire" vacuum.
• Replaced fabric paneling in the rear of the GVBR.
• Removed leaves and debris from the water feature.
• Repaired sloan valve in upper women's room.
• Repaired portable bars.
• Trouble shoot malfunctioning main partition.
• Welded/repaired broken banquet chairs and table carts.
• Cleaned GVBR curtain and applied flame retardant (Contractor).
® Repaired tipper men's room handicap remote switch.
® Conducted monthly generator test.
® Repaired Sycamore room counter edge laminate.

® Replaced worn out soap dispensers in interior men's room.
Trouble shoot malfunctioning HVAC system. System required rebooting
and program updates.
Maple Hill Park
® Replaced drinking fountain water valve at restroom building.
Pantera Park
® Assisted with setup and operation or Winter Snow Fest.
® Re-lamped three (3) basketball lights and one (1) tennis court light.
® Replaced two (2) basketball nets.
® Installed "Doggy Walk Bag" dispenser on trail to the dog park.
® Replaced ballast and bulbs in Tiny Tot room light fixture.
® Installed benches in small and large dog park areas.
® Repaired home bases and backfilled displacements in the batting cages.
Paul C. Grow Park
Cleaned men's restroom due to a fire. Staff was notified by the Sheriff's
department that a fire had been set in the men's room. Upon arrival, staff
found that someone had placed one of the school's plastic trash cans in
the men's room and set it on fire. Fortunately, damage was limited to soot
on the walls and melted plastic residue on the floors, both of which were
cleaned by park staff.
Peterson Park
0 Cleared sand from two (2) drinking fountains adjacent to the softball fields.
® Unplugged urinal in the men's restroom.
® Repaired home bases and backfilled displacements in the batting cages.
Repaired two (2) pole lights at basketball courts. Also found a tripped
breaker caused by a broken wire.
® Installed new push button switch to activate basketball lights.
® Serviced evapotranspiration (ET) gage and re -set irrigation controller.
Sycamore Canyon
® Repaired drinking fountains at softball field and tot lot.
® Removed, repaired and replaced restroom ventilation fan.
City Hall/Library
® Re-lamped several light fixtures throughout facility.
® Repaired "woodpecker" holes in exterior building surfaces.
® Repaired door hold -open in Willow room.
® Installed backer plates on monument sign.

Free -Standing Interpretive Panels — ACE Construction has completed the installation of the
ten interpretive panels along the Sycamore Canyon Mesa and Summit Ridge trails.
Dog Park — The City Council has appropriated additional funding for the dog park to
construct two shade shelters, two additional dog drinking fountains and six additional
benches inside the fenced dog play areas. This work will be completed prior to summer.
A second phase of construction is expected to start by the end of summer to provide ADA
accessible concrete walkways to each of the dog areas, stairs to the large
a n
installation of five benches outside the fenced dog play areas.
Grand View Trail & Grand View Trail Link — Staff met with TKE Engineering and Planning
on January 17 to walk the trail and determine the best route alignment to meet the Canyon
Loop Trail. Several potential routes were located and TKE is now performing survey work to
determine the best route. This work should be completed by the end of February, pending
good weather. TKE will then put together a conceptual plan showing the trail route and
locations for planned amenities. The conceptual plan should be ready by the end of March.
Construction of this trail is not scheduled to start until the new fiscal year.
Site D Public Park — Lennar Homes is planning to present the results of the Site D Public
Park Workshop that was conducted on January 26 at a meeting to be announced in March.
The presentation is expected to be made by RJM Design Group, the facilitator of the January
meeting. Lennar Homes will send out written invitations to all the residents who attended the
January 26 meeting when the date, time and location are determined. Staff will send an e-
mail to each Commissioner with the meeting details after they are received.
