PUBLIC INPUT
The meetings of the Diamond Bar Parks and Recreation Commission are open to the public. Amember ofthe
public may address the Commission on the subject of one or more agenda items and/or other items of which
are within the subject matter jurisdiction of the Diamond Bar Parks and Recreation Commission. Arequest to
address the Commission should be submitted inwriting 10the Secretary ofthe Commission.
As a general rule the opportunity for public comments will take place at the discretion of the Chair. However, \n
order to facilitate the meeting, persons who are interested parties for anitem may be requested to give their
presentation atthe time the item iacalled onthe calendar. The Chair may limit the public input onany item or
the total amount'of time allocated for public testimony based on the number of people requesting to speak and

Recommended Action: Due to the scheduling conflict with the State of the City
event, reschedule the March 22, 2012 Commission meeting to March 29, 2012.
4.2 Discussion regarding a possible recommendation to the City Council directing staff
to begin work with the school districts on a Memorandum of Understanding (MOU)
acknowledging the recommendations in the Parks Master Plan regarding
improvements to outdoor athletic facilities at Lorbeer and South Pointe middle schools.
Recommended Action: Recommend to the City Council action deemed appropriate
by the Commission.

JANUARY 26, 2012
Chairman Roberto called the Parks and Recreation Commission meeting to order at
7:00 p.m. in Room CC -2 of the SCAQMD, 21865 Copley Drive, Diamond Bar, CA
91765.
PLEDGE OF ALLEGIANCE: Commissioner Owens.led the Pledge of Allegiance.
ROLL CALL:

1. CONSENT CALENDAR:
1.1 Approval of Minutes for the November 17, 2011 .Regular Meeting.
C/Grundy moved, C/Owens seconded, to approve the November 17, 2011
Meeting Minutes as presented. Without objection, the motion was so
ordered with C/Liang abstaining.
2. INFORMATIONAL ITEMS
2.1 Recreation Program Update — RS/Murphey
C/Owens asked how many kids are included in the 12-13 year old
basketball division and RS/Murphey responded that there are six teams
with eight on each team.
-Chair/Roberto asked how the City did versus last year and RS/Murphey
responded that it was about the same.
C/Owens commented on his attendance at the Rose Parade. Discussion
ensued.

2.2 Parks Report — PMS/Jordan
C/Liang asked if staff planned to improve the stage lighting at the
Diamond Bar Center and CSD/Rose responded yes, that -an RFP will be
sent out to improve the lighting as well as, other improvements for
possible inclusion in the upcoming budget.
C/Owens asked if there had been any concerns expressed regarding the
lighting at the batting cages. CSD/Rose said he was not aware of any
concerns.
C/Grundy asked if there had been any more instances of vandalism.
PMS/Jordan responded that there had been no major incidents. There
was some vandalism on the deck at Sycamore which was reported to the
commission a couple of meetings ago. C/Grundy asked if the awnings
were repaired and PMS/Jordan responded that one was replaced and one
has a tear. Staff hopes that things will quiet down so the second awning
can be replaced.
2.3 Status of CIP Projects — CSD/Rose
2.3.1 Washington Park — CSD/Rose reported that construction is
proceeding. The Tiles that were created by the neighborhood kids
have been installed. Instead of a 60 inch box tree a 72 inch box
tree will be installed. The tree is being shipped from Santa Barbara
which will be a good replacement tree for the tree that was
removed. This was done in response to residents' concerns about
the quality of the tree and staff responded by moving to install a
tree that had a good head start in the growing phase.
Chair/Roberto asked what kind of tree and CSD/Rose responded
that it is a Magnolia tree..
2.3.2 Sycamore Canyon Park Trail — Phase IV — CSD/Rose indicated
t.that this project is moving forward. Five panels will be installed in
Sycamore Canyon Park and six, which are funded from a grant for
Nature Education will be installed on the trail system adjacent to
the Diamond Bar Center. CSD/Rose said he would bring the art
work to the next Commission meeting.
2.3.3 Silver Tip Mini -Park — CSD/Rose stated that construction is under
way.
2.3.4 Larkstone Park - CSD/Rose indicated that this project is still going
through the Public Works review process. Staff is not sure what
the developer has in mind about whether to sell the project due to
the sluggish housing market or whether to continue. The developer
seems to suddenly be rushing the plans for the entire project
through the approval process.

2.3.5 Design of Sycamore Canyon Creek Repair — CSD/Rose stated that
staff is reviewing the proposals the City has received and expects
to be finished with the review period by the end of next week and
take the project to City Council at the second meeting in February.
The City has the materials and needs to schedule installation of the
lodge pole fencing.
2.3.6 Design and Construction of Trails Free Standing Interpretive
Exhibits — covered under Item 2.3.2.
2.3.7 Design and Construction of Dog Park at Pantera Meadow —
CSD/Rose said staff intends to have the park completed and open
to the public by August. Due to the steepness of the grade leading
to the park, part of the sidewalk will need handrails. The
documents for the CEQA process have been prepared by the City's
Planning Department and will go to LA County for review. The path
will be concrete and will be put in about the end of May or
beginning of June.
2.3.8 Design of ADA Improvements at Longview South and Stardust Mini
Parks — CSD/Rose reported that staff is working on the design of
the park improvements which will be brought to the commission
once received from the consultant. Construction at Longview
South is scheduled to commence after July. The City thought it
had ownership of Stardust. However, LA County rejected the
paperwork submitted by the City stating that because the park is
owned by a "foreign entity" it has to go through a different process.
The former owner is Canadian and the matter has gone back to the
attorneys to resolve the matter. No construction on Stardust will be
done until the 2013-14 fiscal year.
3. OLD BUSINESS: I None
4. NEW BUSINESS — CPRS Conference in Long Beach, March 20 through 23,
2012 — CSD/Rose asked that any Commissioner not planning to attend the
conference to please let staff know. ,
C/Grundy and C/Owens said they would not attend the full conference and
wanted to get into the expo area only. VC/Herndon said he would sign up for the
sessions he wanted to attend and RS/Murphey explained that the sessions are
open. VC/Herndon said he would not attend the banquet.
5. ANNOUNCEMENTS:
C/Owens said he read in the Tribune that DBHS is planning to construct a
swimming pool and asked how big it would be. CSD/Rose responded that he
thought it would be 12 -lanes wide and 25 meters long. They will have a deep
area but he was not sure if it would be used for diving or water polo. The City will

most likely have access to the pool.
C/Liang thanked RS/Murphey for helping him with his Diamond Bar Center
reservations. All of his colleagues commented that they should keep coming
back to Diamond Bar for their events.
C/Grundy talked about attending the Snowfest, how the weather was perfect and
how everyone enjoyed the event.
VC/Herndon said he was really impressed with the number of kids and parents
who attended the Snowfest and it was a treat to watch kids playing. It was a
great turnout. The Diamond Bar Community Foundation put him on their board
to work with sports groups in the City to help raise funds that can ultimately be
used by the City to help alleviate the shortage of sports fields. He has been
emailing the sports groups and getting some reaction and the groups seem to
appreciate the interest. One of the Foundation's big fundraising drives is the golf
tournament on May 14. He said he would let the Commissioners know the
location and other details of the tournament.
Chair/Roberto wished everyone a Happy New Year and commented that there
were a lot of exciting things going on in the City, especially park renovations and
upgrades. He thanked staff for their reports.
CSD/Rose reminded the Commissioners that current appointments expire on
February 29 and for those who are interested in being reappointed they should
call their Council person and let them know. Reorganization will take place
during the March Commission meeting.
CSD/Rose reported that the Diamond Age Seniors have split into two clubs and
over the past few weeks they have been struggling with how to deal with the
split. Staff has been caught in the middle because both groups want to use the
same facility at the same time. Staff gave the clubs an opportunity to resolve the
issue which did not happen so a lottery drawing was held today and both clubs
picked what times and dates they wanted so that each club can now come back
to staff to ask for other facilities to help cover their needs depending upon
availability. Everyone seemed pleased with the outcome.
ADJOURNMENT: VC/Herndon moved, C/Owens seconded, to adjourn the
meeting. With no further business before the Parks & Recreation Commission,
Chair/Roberto adjourned the meeting at.7:48 p.m.

PARKS AND RECREATION COMMISSION OF THE CITY OF DIAMOND BAR.
The Parks and Recreation Commission of the City of Diamond Bar does ordain as
follows:
Regular meetings of the Parks and Recreation Commission of the City of Diamond Bar
shall be held without further notice at 21810 Copley Drive, Diamond Bar, California. Meetings
will be held the fourth Thursday of each month at 7:00 p.m.
The Secretary to the Parks and Recreation Commissioner shall certify to the adoption of
this Resolution.

Community Recreation Guide
The Summer 2012 class proposals were due on February 8th. Over 150 different classes,
workshops and camps have been submitted for approval. Spring Recreation Guides are
scheduled to be mailed out by the first of March. Winter Recreation Guides are still available
to be picked up at City Hall, Diamond Bar Center, Heritage Park Community Center, Pantera,
Park Activity Room and Diamond Bar Public Library.
Winter 2012 -- We are just over halfway through the Winter Session. Classes are scheduled
to end March 23. Some of our most popular classes this season are Tennis with 120
participants enrolled, Jazzercise with 37, Kajukenbo with 33, Karate with 30, Zumba with 25.
Thus far there are 591 participants enrolled in 133 classes.
Spring 2012 -- Spring session begins March 24 and ends June 1. Spring offers a handful of
new classes including Creating Art with Music and Fantasy, Spring Art Camp, Adult Tap, and
Restorative Yoga. After a few seasons away we will see the return of Kiddie Gymnastics and
Digital Photography. We also have new instructors for popular returning classes Baby Ballet
and Guitar 101. There will be 158 different classes offered this Spring.
Youth Programs
TinyTots -- Tiny Tots Winter session began on January 3 and will go through March 23,
2012. Heritage Park Tiny Tots has 16 in the Tuesday/Thursday class and 19 in the
Monday/Wednesday/Friday class. Pantera Park has 17 in the Tuesday/Thursday class and
17 in the Monday/Wednesday/Friday class. 'A World of Many Colors' is the theme for this
session.
DB 4Youth "in Action" -- The DB 4Youth
"In Action" scheduled the clean-up days at
Quail Summit Elementary School for
Tuesday, February 28 and Wednesday,
February 29 from 3:30pm to 6pm. Adrianna
Zamora did a great job coordinating the
dates and time with the school staff. The
next regular monthly meeting will be held at
the DBC immediately following the clean up
at Quail Summit on Tuesday, February 28.

Adult Basketball -- The winter 2012 season began with league games on February 12.
Games are played at Diamond Bar High School and South Pointe Middle School. This
season, there are 30 teams separated into 5 divisions. Included in the $360 registration fee
are 10 league games plus a qualification game, scorekeepers, and championship awards.
Teams also pay $20 per week for the officials. The season is scheduled to end in April.
Adult Volleyball -- The winter session began on January 9, 2012. There are currently 15
participants enrolled in the program. For only $40, participants receive 10 weeks of play on
two courts of action from 7-9pm. The winter session will conclude in March.
Table Tennis -- The Table Tennis program continues at Heritage Park on Tuesday (average
of 13 participants), Thursday (average of 11 participants), and Sunday (average of 15
participants) evenings. Open play takes place from 7:30-11 pm on Tuesdays and Thursdays,
while Sunday is open from 6:30-10pm.
Youth Basketball -- There are currently 398 participants registered for the youth basketball
program. The 50 teams in the program played their first games on January 7. We have just
passed the half way point as participants continue to improve their skills in practice during
the week and at the games on Saturday. Teams are continuing to compete for the coveted
sportsmanship award, which rates players, coaches, and parents on their encouragement
and positive attitude toward the game. The t ' eams from each age group with the highest
rankings at the end of the season will receive a pizza party at Round Table Pizza, as well as
recognition at the Parks and Recreation Commission meeting in March. The $84 registration
fee includes a jersey, trophy, and ten games.
Youth Soccer -- Registration for Diamond Bar residents began Monday February 13, with
open registration starting next Tuesday, February 21. Skills day will be held on Saturday,
March 24 at 8:30am for 4-5 year olds, 9:30am for 6-7 year olds, and 10:30am for 8-9 year
olds at Mt. Calvary Lutheran School. The parent workshop will be held at the Diamond Bar
Center on Tuesday, March 27 at 6pm. Games will begin Saturday, March 31 at Mt. Calvary.
For $84 participants receive a jersey, trophy, and eight games.
Skate Park -- The skate park averages 7 users per hour on weekdays, with 10 users per
hour on the weekend. Field attendants check in on the skate park a few times each day, from
4pm - Dusk on weekdays, and from 8am - Dusk on the weekends.
Aquatics -- Staff is researching what amenities and features the new pool at Diamond Bar
High School will have and how the pool will be utilized by the community.
Adult Excursions
Saturday, March 10 - Getty Villa
The Getty Villa in Malibu is a world renowned cultural center with its famous dedication to the
study of world arts. The Villa has a collection of over 44,000 Greek, Roman and Etruscan
antiques. There are 23 permanent galleries and five changing galleries with objects dating
back to 6,500 B.C. Your day starts with a relaxing bus ride to the Getty Villa. Upon arrival
you enjoy casual lunch of turkey, ham, roast beef or Mediterranean veggie sandwich, along
with chips, cookie and drink. The rest of the afternoon is yours to spend perusing the
museum looking at the amazing works of art. The ride back is accompanied by a snack.
This excursion includes roundtrip transportation, admission to the Getty Villa, box lunch and
a snack on the way home for $36 per participant. There are 44 participants enrolled and 1
space available.
Senior Programs
Senior Classes -- Mt. San Antonio College partners with the City of Diamond Bar to offer 15
free classes to seniors at the Diamond Bar Center and Heritage Park. These classes vary
from computer to exercise to fine arts. Winter Intersession classes are in session from
January 9 to February 17. The following classes are being offered Basic Computing 1, 2, &
3, Creative Computing, Digital Photography, Quilting, Sewing and Design, Drawing,
Watercolor Painting, Gardening, Needlework, Physical Conditioning, Yoga and Tai Chi.
AARP Free Tax Preparation — AARP is helping seniors with their tax preparation again this
year. On Wednesdays in February, March and through April 11 there will be three tax
preparers available to meet with the seniors and prepare their taxes. 60 appointments have
been made for the month of February.

Senior Excursions
February 1, 2012 — Camelot Theatre -- This was a sold out trip with 54 enrolled. For $43
participants enjoyed a musical tribute to Kenny Rogers, Dolly Parton, Reba McEntire and
Roy Orbinson by look-alike impersonators at the Camelot Theatre in Palm Springs. Lunch
was at Sherman's Deli before the show.
February 16, 2012 — Santa Anita Racetrack — 41 attended Senior Day at the beautiful
Santa Anita Racetrack. The seniors enjoyed a sit-down luncheon in the clubhouse. The fee
for the trip was $25 and also included clubhouse seating and a program for each senior.
Senior Special Events
February 9, 2012 — Valentine Dinner Dance —167 seniors attended the annual senior
Valentine dance. There was dancing to music provided by Keith Johnson, DJ and the
delicious dinner was catered by La Finestra. A great time was had by all.

29th Annual Easter Egg Hunt
The City of Diamond Bar and the Diamond
Bar Breakfast Lions Club are proud to invite
you and your family to join us at our 29th
Annual Easter Egg Hunt on Saturday, April
7, 2012. This FREE fun -filled day starts at
1 Oam at Pantera Park (738 Pantera Drive).
Separate egg hunting areas will be set up
for children based upon their age. Children
should remember to bring their own basket
to carry their eggs, and to be on the lookout
for a special appearance by the Easter
Bunny and his friends the "peeps"! Don't
miss out on this opportunity to start a new
family tradition! $5 pancake breakfast and
pictures with the Easter bunny will be
available for purchase.
22nd City Birthday Party
The City will celebrate 23 years of incorporation on Saturday, April 14, 2012 from 11 am-5pm
(carnival rides and teen action zone games until 6pm) at Pantera Park.
The first committee meeting was held on Tuesday, January 31 at City Hall. Representatives
from the regional chamber, L.A County Fire and Sheriffs Department and City staff were all
in attendance. The main topics discussed were organization participation and event
logistics.
In addition, applications for community organizations to participate in the event were mailed
out on Thursday, February 2 with a deadline of Friday, March 6, 2012. Non-profit community
organizations can participate by operating a food booth, carnival ride, kidzone game, teen
action zone game or have an information booth. Additional applications will be available at
City Hall, the Diamond Bar Center and on the City's web site.
Nominations for Diamond Bar Outstanding Volunteer's were also mailed to community
organizations and have a deadline of Friday, March 16, 2012. The categories are Youth
(Age 17 and under) and Adult (Age 18 and over).
Arbor Day — Save the date of Friday, April 27 for this annual event that takes place at
Pantera Elementary School at 9:30am.
Facility Rentals
Diamond Bar Center -- The Diamond Bar Center
was the location for a total of 44 private, business and
non-profit rentals during the month of January. There
were 20 church rentals, 2 Toastmasters meetings, 4
weddings, 3 Quinceaneras, and 2 Chinese New Year
Celebrations. There were also 7 business meetings, 3
birthday parties, a memorial service, debut, and
soccer registration night. A total of $70,012.99 in
rental fees was collected during the month of January
for Diamond Bar Center rentals. In January 2011
$54,647 in rental fees was collected.
Heritage -- There have been 14 rentals of Heritage Park Community Center for the month of
February. Rentals include a church, an ongoing meditation class, and 4 birthday parties.
Total revenue for these rentals is $2,145.00. The revenue for February 2011 was $2,260.00.
Pantera -- There have been 6 rentals of the Pantera Park Activity Room for the month of
February. Rentals include 2 Toastmasters meetings, and 4 birthday parties. Total revenue for
these rentals is $830.00. The revenue for February 2011 was $390.00.
Picnic Reservations -- As of February 15, 2012 there
have been 9 picnic reservations made for the month of
February. There was 1 for Peterson Park, 2 at Pantera
Park, 2 at Heritage Park and 4 at Sycamore Canyon
Park. The revenue of these picnic rentals is $300.00.
The revenue for February 2011 was $250.00.

During the previous months, the Maintenance Staff has been working on various
projects throughout the City. The following is a brief recap of some of the more
significant projects.
Diamond Bar Center
• Adjusted the door latch mechanism in the lower women's restroom.
• Replaced the ballast in the motor court south column up -light. Re-lamped
fixture.
• Removed and reset a (blue) trail light. Light was partially buried due
erosion. Replaced broken lens and "0" ring.
• Re -graded surface drain on trail between library pad and water feature.
• Replaced ballast in a hallway sconce light.
• Performed emergency generator test.
• Adjusted hallway fire door latches by Willow room.
• Serviced ice machine. (contractor)
• Re-lamped wheelchair ramp pole light.
• Re-lamped parking lot walkway light.
0 Repaired ballast for flag up -light.
• Replaced fan belt for ventilation fan.

e Cleared kitchen drain clog.
e Re-lamped exterior men's room lights.
e Installed two (2) baby changing tables in interior restrooms.
• Re-lamped two (2) exterior restroom lights and replaced one (1) ballast.

CIP Projects Up -date:
Washington Park — This new park is starting to take shape with the installation of concrete
walkways, picnic shelter, 72" box magnolia tree, light fixtures, benches and stone seating walls.
The water meter has been installed and the Edison meter is expected anytime now. Even with a
couple days of rain this week, the project is still on scheduled to be completed in time for public
use by summer, 2012.
Sycamore Canyon Park Trail — Phase IV — Construction started on Tuesday, November 1. The
project is scheduled to be completed by early March, if the weather continues to cooperate.
Silver Tip Park — Construction of this project started on October 24. The new water meter has
been installed by WVWD and the project is on track to be completed this spring.
Larkstone Park — Hall & Foreman, the City's consultant for grading plan check, has approved the
plans for Larkstone Park. Formal approval by the Public Works Department will come after the
developer submits its plans on mylar. Community Services staff has already approved its portion
of the plan check.
Free -Standing Interpretive Panels — Staff is working with Architerra Design Group and ACE
Construction to design and install 11 interpretive panels along the Sycamore Canyon and Summit
Ridge trails. These panels are being paid for with funds the City was awarded from the Prop 84,
Nature Education grant, The panels should be installed by this spring. Draft copies of several of
the panels will be presented to the Commission at this meeting.
Dog Park — Our engineering consultant for this project has'provided staff a number of options for
the design of the ADA walkway to the dog park. Staff will make a decision on the appropriate
design by early next week so the consultant can start work on the construction documents.
Longview South / Stardust Park — The concept plans for these parks have been received and
will be presented at this meeting for Commission input.
