The tentative decision includes significant changes to the Rule 20 program that would impact cities by prohibiting the borrowing, selling, or trading work credits from other jurisdictions immediately. As many cities currently have insufficient work credits to carry out Rule 20A undergrounding projects, the decision fundamentally undermines cities' ability to conduct new undergrounding projects. The City of Diamond Bar is committed to supporting continued debate on this matter, with the ultimate goal to ensure the protection of credits for future undergrounding projects. Unless this funding is secured, the City opposes any action of the CPUC that reduces, eliminates, redistributes, or otherwise limits local discretion over funding that will improve the quality of life for the City’s residents and businesses.
