Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is ta ken up by the Commission. In addition, members of the public
may, during the Public Comment period , address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. At this time, the
teleconference moderator will ask callers, one at a time, to provide their name and address, and
indicate the agenda item number they wish to s peak on before providing their comments. If you
wish to speak on a public hearing item or Commission consideration item, you will then be
called upon to speak at that point in the agenda.
Speakers are limited to five minutes per agenda item, unless determined o therwise. The
Commissioners may adjust this t ime limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant

NOVEMBER 12, 2020
Consistent with COVID-19 regulations, all Commissioners and staff participated via
teleconference and there was no physical location for public attendance. The Public was
invited to join the meeting online or by phone at the numbers printed on the meeting agenda.

II. PUBLIC COMMENTS:
Yoga Anand and his family reside on Hawkwood Drive. Mr. Anand explained in the
past three to four years, more drivers are speeding and driving in opposing lanes on
their street and there are no stop signs, speed signs or traffic barriers on the roadway.
He recommended Sheriff’s presence, a flashing speed limit indicator sign and stop
and speed limit signs, as well as traffic mitigation measures.

PWD/Liu explained the Neighborhood Traffic Management Program and Mr. Anand
offered to provide the City with a signed petition to initiate the program.

B. MONTHLY UPDATES OF PROJECTS/PROGRAMS:
a) Adaptive Traffic Control Signal System (ATCS) – AE/Malpica -
The City’s ATCS has been adjusted to accommodate an increase in
arterial traffic during weekday rush hours.
b) NTMP/N. Del Sol Lane Neighborhood – Neighborhood Traffic
Management – AE/Aoun – Once the data has been collected, the City
will share the results with the neighborhood captai n and residents.
Based on those results, a determination on how to proceed with the
NTMP will be made.
c) Grand Avenue/Golden Springs Drive Intersection Improvements –
AE/Malpica – Hole #3 has been re-graded with new irrigation lines and
new sods. The intersection improvement project requires a temporary
construction agreement between the County of Los Angeles, as the
owner of the golf course, and the City of Industry, which is in charge of
the construction work. Road work and intersection construction will
likely commence in January/February 2021.
d) Diamond Bar Boulevard Complete Streets Corridor – AE/Aoun – As
previously reported, the design phase for the entirety of this project has
been completed. Staff has received the Plans, Specifications and
Estimates (PS&E) documents from the project consultant. Staff
continues to pursue additional funding for the construction phase of this
project before moving forward.
e) Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to
Pathfinder Road) – AE/Aoun – Plans and Specifications are in the final

review stage for this project. This would begin where last year’s project
left off at the intersection of Diamond Bar Bo ulevard and Mountain
Laurel Way and extend to Pathfinder Road with a 2 to 6” pavement
grind and overlay to upgrade or construct new ADA curb ramps at the
intersection. Staff plans to finalize the design as soon as possible and,
once completed, plans will need to be approved by the City Council
before going out to bid for construction. With approval, construction is
likely to begin in early 2021, which is consistent with last year’s roadway
project.
f) Traffic Signal Battery Backup Project – AE/Aoun – The battery
backup units are a critical part of the City’s public safety efforts, which
allow traffic signals to fully operate for a short period of time and then
convert to red flash for several hours in an emergency situation, such as
a power outage. The City now has functional battery backup units for
all 66 of the City-operated traffic signals.
g) DBB Complete Streets Program – AE/Aoun - In September, the City
applied for an ATP grant, for up to $2 million, that gives money to
projects that include active transportation efforts. The Diamond Bar
Boulevard Complete Streets Project will improve the bike lanes and
provide a barrier between the sidewalk and the roadway. Staff expects
to hear back within the next two months if the City is eligible for this
grant award and if the City qualifies. Once the full amount is received,
the project will commence construction next fiscal year.
h) New City of Diamond Bar Transportation Study Guidelines for
Vehicle Miles and Level of Service Assessment – PWM/Ghafari –
Changes in state law have fundamentally redefined how project -
generated traffic impacts are measured under CEQA. Rather t han
evaluating how a project affects motorists, CEQA now requires impacts
of project-generated traffic to be measured in terms of its contribution to
greenhouse gas emissions (GHE). The new metric used to assess
such impacts is “Vehicle Miles Traveled” (VMT), replacing “Level of
Service” (LOS) as the measure of transportation impac ts in
environmental impact reports and other CEQA documents.
To establish new baselines and thresholds of significance to evaluate
VMT impacts, the City Council adopted Resolution No. 2020-30 at its
July 21st meeting. Subsequently, the City’s Traffic Impact Analysis
Guidelines (TIA, Rev. 2009) was updated to reflect the change to the
project evaluation process. The City, with the assistance of a
consultant, completed a comprehensive update of the City’s TIA entitled
“City of Diamond Bar Transportation Study Guidelines for Vehicle Miles
Traveled and Level of Service Assessment” (TSG). This replaces the
TIA and the TSG and establishes the methodology for determining the
baselines from which VMT thresholds are measured.

Outside of the CEQA process, the City has the o ption to continue to
evaluate projects using the LOS metric and still assess fair share fees
for intersection and other roadway improvements . Diamond Bar will
continue to do so in accordance with General Plan Goals and Policies
and the new TSG.
PWM/Ghafari responded to Commissioner’s questions and provided
further details about how the studies are conducted and used for new
projects.

A. Adaptive Traffic Signal Control Signal System (ATCS)
Staff continues to monitor and adjust the ATCS to accommodate any increase in arterial
traffic during weekday rush hours.
B. Caltrans Pavement Rehabilitation Project on State Route 57 Freeway
California Department of Transportation (Caltrans) District 7 is preparing to commence
a roadway resurfacing and restoration project along the State Route 57 (SR -57) freeway
(the “Project”) for approximately 4.5 lane miles. The Project will cover both northbound
and southbound along SR-57 between the Orange County line towards Los Angeles
County, where SR-57 merges with the State Route 60 near Grand Avenue. The Project
will require 16 extended weekend closure detours (over the course of the 3-year
construction period), which is tentatively scheduled to be implemented during the lower
traffic hours. Per the Project plans, the Sheriff Department will be notified to provide
traffic control during the detours, as necessary, while traffic flow conditions will be
monitored by City’s staff and City’s traffic consultant.
A Cooperative Traffic Detour Agreement was negotiated between the City and Caltrans,
under which the City will be reimbursed fo r the traffic monitoring and signal adjustments,

as well as the additional Sheriff’s services. Per the Agreement and upon completion of
the Project, Caltrans, at its own cost, will restore the City streets impacted by the
detours to their original condition prior to the detours. To achieve that goal Caltrans
coordinated with City staff and will evaluate the condition of streets “Before” (data
collected in December 2020) and “After” (data when the Project is completed). This
evaluation, including “Before”/”After” deflection tests, will enable staff to identify any
damages caused by the increased traffic volume resulting from the detours.
C. Grand Avenue/Golden Springs Drive Intersection Improvements
The Temporary Construction License (TLC) agreement between the County of Los
Angeles, as the owner of the Golf Course, and the City of Industry that is in charge of
the construction work, was approved during the 2020 December holidays. The pre -
construction meeting is tentatively scheduled to be conducted during t he week of
January 18th, followed by construction in February 2021.
D. Local Road Safety Plan (LRSP)
Federal regulations require each state to develop a Strategic Highway Safety Plan
(SHSP) with the goal to reduce traffic accident fatalities and serious in juries on all public
roadways. While the SHSP is used as a statewide approach for improving roadway
safety, a Local Road Safety Plan (LRSP) is the means for providing City -owned roads
with the opportunity to address unique highway safety needs in their jur isdictions while
contributing to the SHSP.
Staff is currently working with a traffic consultant firm to develop an LRSP. As part of the
effort, virtual meetings were held with the School Districts, Sheriff’s Department, and
Fire Department. The City’s consultant has completed a collision data analysis and is
currently completing a countermeasures report, which incorporates the feedback from
all stakeholders to develop a proposed LRSP.
E. NTMP/Hawkwood Neighborhood – Neighborhood Traffic Management
Program
At the November 12th Traffic and Transportation Commission meeting, a resident voiced
his concern regarding the traffic in the Hawkwood Drive neighborhood where his
parents live. His concern was that drivers are creating a safety hazard by speeding
when on Hawkwood Drive. Staff reached out to the resident providing more information
about the City’s Neighborhood Traffic Management Program (NTMP). The resident and
his family confirmed they would like to pursue the NTMP and volunteered to be the
captains of the program. Staff will now study the area and gather traffic data to launch
the NTMP.

F. NTMP/Del Sol Ln Neighborhood – Neighborhood Traffic Management
Program
Traffic detectors were placed throughout the neighborhood to collect speed and volume
data for seven (7) consecutive days in the areas of concern, which include N Del Sol
Lane and Highland Valley Road. The data from the speed detection surveys show a
significant percentage of drivers are comfortable traveling above the posted speed limit
of 25 MPH throughout most of the neighborhood. The next steps will be to organize a
neighborhood meeting and formally present the data to the neighborhood residents
before we begin the design of traffic calming measures.
G. Diamond Bar Boulevard Rehabilitation (Mount ain Laurel Way to Pathfinder
Road)
The Project will consist of a 2” - 6” pavement grind and upgraded or newly constructed
ADA curb ramps where the existing ramps do not meet current ADA standards. The
Plans and Specifications have been approved by the Ci ty Council and will now be
advertised to solicit construction bids. The project is anticipated to begin in February,
consistent with the schedule of last year’s project.
H. TCEP Grant Application for the SR-57/60 Confluence Chokepoint Relief
Program
On August 3, 2020, the LA County Metropolitan Transportation Authority (Metro), in
partnership with the California Department of Transportation (Caltrans), submitted the
grant application for the SR-57/60 Confluence Chokepoint Relief Program Project to the
California Transportation Commission, seeking $217.9 million in funding from the Senate
Bill 1 (SB 1) Trade Corridors Enhancement Program (TCEP). The City of Diamond Bar
actively participated in the preparation of this application along with Caltrans, the San
Gabriel Valley Council of Governments (SGVCOG), and the City of Industry.
Key project components include the construction of an additional travel lane on the
northbound SR-57, construction of a new eastbound SR-60 bypass off-ramp of Grand
Avenue, reconstruction of the south half of the Grand Avenue Interchange, and
construction of new eastbound on-ramps from Grand Avenue. This project has a total
cost of $420,200,000.
On December 3, 2020, the California Transportation Commission awarded $217.9 million
to Metro for the SR-57/60 Confluence Project. LA County Measure M funds will be
utilized to cover the remainder of this project’s costs. Construction is anticipated to start
in August 2022.
I. Street Sweeping Parking Enforcement
Staff began receiving calls this week confirming that the “Courtesy Postcards” which
were mailed out to all residents have been hitting their mailboxes. Questions about when

and why the issuance of street sweeping citations will resume have been clarified and
