Lyons Mayor Ruth M. Low Mayor Pro Tem Andrew Chou Council Member Stan Liu Council Member Steve Tye Council Member February 25, 2021 Senate President Pro Tem Honorable Senator Toni G. Atkins State Capitol, Room 205 Sacramento, CA 95814 RE: OPPOSITION TO SB 9 Dear Senator Atkins: The City of Diamond Bar respectfully opposes SB 9, which would require cities to ministerially approve urban lot splits in single-family residential zones. The City of Diamond Bar is committed to supporting legislation that provides flexibility for cities to exercise local land-use authority to develop unique solutions to address the housing crisis. However, SB 9 would erode single-family zoning and irreparably damage local control by usurping a city’s local land-use authority. Additionally, the lack of accountability measures will impede the ability for cities to provide essential public services to new and existing residents. The City of Diamond Bar is dedicated to finding collaborative solutions and is committed to working with the Legislature to address the ongoing housing crisis. However, the City of Diamond Bar is opposed to SB 9.
