Hi Rob,
The consultant will check with their team to see what drafts can be provided. Please note that
the air quality, greenhouse gas, energy and noise analyses are part of the Initial Study. These
will not be separate technical reports. Consultant will be including the modeling and
assumptions within the appendices to the Initial Study. The biological evaluation will be a letter
report, and the letter report will be an appendix to the Initial Study. The biological letter report
should be completed this week for the Project Manager’s review, and will be sent to the City. I
have seen the Cultural Resources Assessment, but that is confidential and cannot be shared.
As we discussed last week, we do need additional information regarding the surface flows going
into the channel. Fuel Mod also needs to be prepared and approved by LA County Fire. I
understand the visual sims will be prepared after finalizing the site plan reconfigurations.

Hi Rob,
Please see update below and provide responses to the highlighted areas:
Overall Schedule for Administrative Draft – We are shooting for an Administrative Draft to be submitted
to the City prior to the Christmas holiday. Following are the general discussions of the specific issues.
Air Quality, Greenhouse Gas Emissions, and Energy - We have the revised construction assumptions for
the project and currently conducting modeling
Noise - We completed the noise measurements and we discussed the construction noise level that
needs to be met to comply with the City’s Noise Ordinance. After we discussed, I provided a subsequent
email to determine if planned construction activities that last more than 10 days are exempt.
Cultural Resources/Paleontological Resources – We received the record searches back from the
information center and currently preparing the technical report.
Biological Resources – We expect to submit tree and habitat information by the end of this week. The
information will include the number and type of trees that need to be removed within the proposed
graded area and identify the type and number of trees that are located within 100 feet and 200 feet of
the proposed grading area. In addition, we are identifying the amount and type of habitat that would be
removed during grading and the necessary replacement of habitat. The habitat removal will also need to
include the amount of understory that the LA County Fire Department may require to be removed as
part of the Fuel Management Plan. We understand that the amount of trees or habitat to be removed
within Fuel Management Zones will not be available this week, we will still provide the tree information
for the proposed graded area.
Aesthetics – Please check with the applicant regarding the timing for the completion of the visual
simulations.
AB 52 Native American Consultation – Mayuko set a meeting with the Gabrielino tribe on December 9th
to discuss tribal cultural resources.
Wildfire – Please check with the applicant on their preparation of a Fuel Management Plan (FMP) as well
as onsite features to reduce wildlife impacts. The FMP as well as the onsite design features will need to
be included within the MND.
Hydrology/Drainage – Please check with the applicant regarding the timing for the completion of the
hydrology/drainage report and water quality plan. In addition, there will need to be some design and
construction technique details provided for the two discharge pipes into the Brea Channel. These
discharge pipes will occur within the Brea Channel which will trigger the need for a Streambed
Alteration Agreement (CDFW Section 1600 Permit). The construction technique for the discharge pipes
will determine the need for a U.S. Army Corps of Engineers 404 Nationwide Permit and Regional Water
Quality Control Board Section 401 Certification.
Project Description - In addition to the above issues, we wanted to reiterate some additional data needs
that we identified in the Project Description narrative that we forwarded to you and the applicant
commented on. There are some items we identified that are still outstanding for us to provide a
complete Project Description. They include:
1. Revised site plan (showing removal of partial maintenance access road behind the existing
residential lot
2. Revised square footages on the site plan and tentative tract map
3. Revised site plan illustrating reduced sidewalk widths from 6.5’ to 6’
4. Based on our kickoff meeting, a new cross section extending through Lot 1 was to be prepared
5. Illustrating the design material and heights of the proposed fence/retaining walls. As an
example, a figure needs to illustrate the gradual increase of the 16-foot high retaining wall along
the east side of Crooked Creek Drive
6. One of the Los Angeles County Fire Department requests was to place a cul-de-sac bulb at the
entrance to the proposed development. This needs to be illustrated on the plans.
7. Will the City require a public access easement along the length of the new sidewalk to connect
to the future trail head?
8. The current grading plan that we have depicts that there will be an excess of cut material on the
site. This may be the applicant’s intent or could be less. It is important to identify a worst-case
cut and fill quantities so that worst-case hauling of export soil can be assessed. Please have the
applicant indicate whether it is their intent to use the current cut and fill volumes that show an
excess of cut that would require haul trucks to transport off site.
