Hi Rob,
The decision to request a visual analysis from SR-57 is up to the City, based on the background
and history regarding the project’s visual sensitivity. The CEQA Checklist refers to two separate
issues (1) substantial effect on scenic vistas and (2) substantially damage scenic resources.
The City’s recently adopted 2040 General Plan includes Policy RC-P-7 on page 5-9 of the
Resource Conservation chapter, which refers to minimizing visual and environmental impacts to
slopes. The intent of the visual simulation is to provide substantial evidence that the project
would not damage scenic vistas or scenic resources and would not significantly affect views
from SR-57.

Thanks. Strange it wasn’t listed on the excel spreadsheet. Maybe since this section is not designated
and only eligible. I don’t see in the standard CEQA Initial Study checklist that eligible counts but I’m not
positive. Did ESA explain why they think it is still reviewed if not designated?

The eligible scenic highway is SR-57 between Imperial Highway in Orange County and SR-60 in
Los Angeles County. The website allows you to zoom into the specific area.

On the call today, the City’s CEQA consultant mentioned that the 57 Fwy is or maybe designated as a
“Scenic Highway”. I have reviewed the state designated or eligible list and do not see a scenic highway
in the project area. Can you ask the consultant for that info or look into it further. Want to make sure
what is needed before we hire consultants and photographers, etc. Thanks
