Hi Mayuko,
You are correct. The applicant can conduct a reconnaissance survey and a focused plant
survey if one is warranted based on the results of the reconnaissance survey. Please let
them know that a reconnaissance survey should be conducted in the next week or so in
order to identify the focused surveys that are needed.

Hi Michael,
Thank you for calling the other day to check in on the status of this project.
Several new team members will be managing this project - Robert Chiang, will be
the project manager, whom I have copied to this email. We recently met with the
new team to review and provide feedback on their conceptual design. We are
awaiting for the applicant to formally submit their application before proceeding
with the next step in the execution of the contract between ESA and the City for
environmental consulting services. For the sake of saving time, the applicant
would like to take advantage of conducting a focused plant survey since it is June
blooming season. Going back to my notes on a conversation I had with you last
year, ESA proposed the following:
· Applicant to conduct a reconnaissance survey, followed by a focused
plant survey if warranted
· ESA will conduct a peer review of the applicant’s surveys
· ESA will also conduct their own reconnaissance survey to verify findings,
determine potential effects for all species, and compile all surveys to
prepare the “biological technical report”
