Rob Meserve'; Ian Harvey; Bryan Avilla Cc: Christian Malpica Subject: Fire Protection and Regulatory permits Follow Up Flag: Follow up Flag Status: Flagged Hi all, A couple things noted by our consultant: Fire Protection One of the issues that needs to be resolved is the fire protection for the project. Have you coordinated with the Fire Department to understand what structural and non-structural requirements will be identified for the project? The non-structural will include the type of vegetation that will be allowed within each residential lot as well as within the fuel modification zones. The Fire Department is requesting review and approval of the Fuel Mod plans prior to scheduling for Planning Commission. Because the project site is identified as a Very High Fire Hazard Zone, it is important to get the Fire Department involved with the project early. Regulatory Permits The second issue is related to the two storm drains proposed to extend into Brea Canyon Channel. The plans show both storm drains but do not explicitly call out the size of the storm drains. ESA believes that the primary storm drain is proposed with a 36-inch diameter, but the size of the storm drain extending from the southwestern portion of the project site is unknown. It appears the extension of the storm drains into the channel will require a California Department of Fish and Wildlife Streambed Alteration Agreement. At this time, the need for a U.S. Army Corps of Engineers Section 404 permit and Regional Water Quality Control Board Section 401 Certification is not known. To avoid the need for these two regulatory approvals, the construction technique of working within the channel will need to be identified. The construction activities to connect the storm drain into the channel will need to occur with hand tools to prevent any material from being deposited within the channel. In addition, temporary coffer dams within the channel would not be allowed during construction activities. The specific construction techniques would either be included as part of the project description or as mitigation measures.
