General Plan Kick-off Meeting — In a joint session of the Planning Commission and City Council, the consultants and staff will provide an in-depth overview of the project, and seek Council and Commission input on vision, goals, and priorities for the General Plan Update overall, as well as any identified key issues in particular. The discussion will highlight the role of the General Plan Advisory Committee (GPAC), which will be Council -appointed citizen committee responsible for making recommendations to the Planning Commission and City Council on a variety of issues related to the update of the City's General Plan. ADJOURNMENT: INTEROFFICE MEMORANDUM DATE: August 10, 2016 TO: Mayor Lyons and City Council Members Planning Commission VIA: James DeStefano, City Manager FROM: Greg Gubman, Community Development Director SUBJECT: JOINT CITY COUNCIUPLANNING COMMISSION KICKOFF MEETING COMPREHENSIVE UPDATE TO DIAMOND BAR'S GENERAL PLAN The General Plan Update is a once -in -a -generation opportunity to shape the next 20-25 years of Diamond Bar's growth and quality of life. A contemporary General Plan document will guide all of Diamond Bar's stakeholders as we plan for our future service and infrastructure needs; adapt to technological and social advances that will transform how we get around; and help carry forward our record of successful governance and community stewardship as we face tomorrow's challenges. The Planning Commission and City Council will each lead a series of public meetings and hearing at various milestones throughout the General Plan preparation and adoption process. We believe it would thus be beneficial to bring the two key parties together for a shared dialog. The joint meeting will provide the following discussion opportunities: • Roles and responsibilities of staff, the consultants, the Planning Commission, the City Council, community members and stakeholders • The Community Engagement Strategy • Your feedback on opportunities and expectations (i.e., what major issues should the Plan address?) • Opportunities the City can leverage in the General Plan The attached PowerPoint slides are attached to provide the Council and Commission with a more detailed preview of the joint meeting discussion topics. One of the most important discussion topics will be the role of the General Plan Advisory Committee (GPAC), and the selection considerations that the City Council should factor in when making its GPAC appointments. Ideally, the Council's appointment of GPAC members should be completed by September 20, 2016.
