Lyons Mayor Pro Tem Andrew Chou Council Member Ruth M. Low Council Member Jennifer “Fred” Mahlke Council Member August 26, 2020 Senate President Pro Tem Honorable Senator Toni G. Atkins State Capitol, Room 205 Sacramento, CA 95814 RE: OPPOSITION TO SB 1120 Dear Senator Atkins: The City of Diamond Bar respectfully opposes SB 1120, which would require cities to ministerially approve urban lot splits in single-family residential zones. The City of Diamond Bar is committed to supporting legislation that provides flexibility for cities to exercise local land-use authority to develop unique solutions to address the housing crisis. However, SB 1120 would erode single -family zoning and irreparably damage local control by usurping a city’s local land-use authority, while altering a city’s general plan that takes into account demographic and socioeconomic changes and infrastructure capacity in the city. Additionally, the lack of accountability measures will impede the ability for cities to provide essential public services to new and existing residents. The City of Diamond Bar is dedicated to finding collaborative solutions and is committed to working with the Legislature to address the ongoing housing crisis. However, the City of Diamond Bar is opposed to SB 1120. Sincerely, Steve Tye Mayor, Diamond Bar Cc: Senator Ling-Ling Chang, 29th District, Fax (916) 651-4929 Assembly Member Phillip Chen, 55th District, Fax (916) 319-2155 League of California Cities, cityletters@cacities.org City Council Joe A.
