Meetings are open to the public. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission's subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the Commission at the meeting should be submitted through the meeting clerk. Speakers are limited to five minutes per agenda item, unless determined otherwise. The Commissioners may adjust this time limit depending on the number of people wishing to speak, the complexity of the matter, the length of the agenda, the hour and any other relevant consideration. Speakers may address the Commission only once on an agenda item, except during public hearings, when the applicant/appellant may be afforded a rebuttal. Public comments must be directed to the Commission. Behavior that disrupts the orderly conduct of the meeting may result in the speaker being removed from the Commission chambers. INFORMATIONAL ITEMS: 2.1 SEPTEMBER 2019 RECREATION PROGRAM UPDATE — RS/Murphey C/Sulakhe recalled that the Volunteens used to be appreciated at the Parks and Recreation Commission meetings, too, and RS/Murphey agreed that was done in the past; however, there was a desire to provide more of a party atmosphere giving them a chance to socialize with each other which is why the venue was changed. The last portion of the event included certificate presentations, a slide show and a video of everyone thanking the Volunteens. Packet Pg. 6 1.1 SEPTEMBER 26, 2019 PAGE 2 P&R COMMISSION 3. 4. 2.2 SEPTEMBER 2019 MAINTENANCE REPORT — MS/Jordan Chair/Orona asked how the pickleball court project at Maple Hill Park was looking and PRD/Wright responded that staff has sent out a request to contractors to bid on the proposed project to convert the most westerly one of the three tennis courts to a pickleball court which will accommodate four pickleball courts. Staff is currently negotiating to find the right contractor at the right price for this job and renovation is anticipated to happen this fall. C/Salo asked if the flyer box was for the pickleball court or for the project. PRD/Wright explained that the box that is attached to the outside of the court accommodates flyers for the City offered classes that are contracted out with a tennis provider who teaches at this and other parks including Pantera and Ronald Reagan. OLD BUSINESS: None NEW BUSINESS: 4.1 CANYON LOOP MULTI -USE TRAIL PROJECT DESIGN — PRD/Wright PRD/Wright reported that the Canyon Loop Trail is about a 1.29-mile loop within the City's Open Space Zone which is part of the Summitridge Trail System that includes about 5 miles of trail. This project is to identify deficiencies and research opportunities to make the trail more accessible where there are steep grades that might need landscape ties or stairways, including improving additional rest areas and updating the directional signage. Since last month the City has been working with Richard Fisher Associates who provides technical expertise, trail designs and amenities for consideration as well as, upcoming construction plans and specs and cost estimates. Currently, the project is at the stage of modifying the design, and the plan is for staff to take this matter to City Council for consideration on October 15th followed by a second meeting in early February 2020 with a request for authorization to bid the project for construction which, if approved, is slated to take place from April to June 2020, Richard Fisher, Richard Fisher Associates, provided an update using a power point presentation and PRD/Wright asked Commissioners to provide feedback to staff on this proposed project. VC/Hsieh said she was pleased about the proposed improvements but at Pantera Park by the tennis court there is a picture map of the trail and she does not believe this portion of the Canyon Loop trail is included. She wondered if there was a plan to include visuals with X marking the spot where the hiker has reached along the trail. Way finding signs are good but do not let you know at what point you are in the trail overall. She recommended keeping the current signs and including visual maps to give hikers an "overhead" view of where they are on the trail. In addition, she Packet Pg. 7 SEPTEMBER 26, 2019 PAGE 3 P&R COMMISSION 5. would like to see some minimal exercise equipment such as lift bars in at least one portion of the trail. C/Liang asked about funding for the project. PRD/Wright responded that the City has roughly $485,000 set aside for construction, most of which has come from grant funding. The City receives monies from Measure W, Measure A, and the Habitat Conservation Fund. C/Salo wondered if staff had considered coming up with a unified landscape color theme to blend with and conform to the parks overall. PRD/Wright said that trail landscaping, aesthetics and color are very similar to park landscaping, aesthetics and color in design and materials from both a "branding" and maintenance standpoint. Overtime, one of the goals for both recreation and public works departments is to become more consistent in providing a parks and trails theme so that people know they are in Diamond Bar. ANNOUNCEMENTS: C/Salo thanked staff for the presentation and for their great work. He is pleased that the City has more projects in the works such as the Canyon Loop Trail and that progress is on track for Sycamore Canyon Park reconstruction. VC/Hsieh thanked staff for the great presentations. She loves the park and being able to walk the trails. C/Sulakhe thanked staff C/Liang echoed his colleagues. Staff does a great job and the Canyon Loop Trail project was a great presentation. He hoped the project would move along in a timely fashion and be completed by the end of next year as proposed. Chair/Orona thanked staff for inviting Mr. Fisher to make his presentation to the Commission. Chair/Orona said he was going to encourage his father to bring his dog Charlie to the Halloween Party dressed up for the occasion. Chair/Orona said he would be working but would try to make the party. He appreciates all that staff does and thanked everyone for a good meeting. Community Recreation Guide Fall Guide The Fall Recreation Guide was mailed to residents the first week of August and includes programs held September through December. Contract Classes —Fall The fall session of Contract Classes began September 3 and runs through December 13, There are currently 477 participants enrolled in the 193 available classes. Music instructor, Leran Wang, is new to the Contract Class Program this season. His youth Ukulele, Guitar and Piano classes already have quite the following with 17 students enrolled across all three classes. With the potential for growth, Leran plans to continue to offer these programs, along with higher level courses, in the Winter/Spring Season, Senior Programs Senior Classes Mt. San Antonio College partners with the City of Diamond Bar to offer 14 free classes to seniors at the Diamond Bar Center and Heritage Park. The classes vary from exercise to fine arts. Most of these classes are filled to capacity. The Fall session stared August 27 and will conclude December 14. Packet Pg. 10 2.1 Program Hlghllght On September 19, AARP held their first Smart Driver Course taught in Mandarin. There were 16 participants who learned the current rules of the road and defensive driving techniques. The class was a big success and well appreciated by the Diamond Bar community. The next Mandarin class will be held March 19, 2020, Senior Seminars 9/12 AARP Mature Driving — 6 enrolled 9/17 Treatments for Dry Eyes — 7 enrolled Senior Activities and Services • Mahjong every Wednesday — 40 per session on average • Bingo every Monday and Friday — 165 per session on average • Complimentary Legal Services 1 st Wednesday of each month — 5 appointments were booked for September Senior Special Events The first Octoberfest themed dance had 57 participants in attendance on September 19, Dinner included a delicious breaded lemon chicken, green beans, German potato salad, green salad, bread, and apple pie for dessert. A new and fun addition to the dance, sticking to the theme, included Root Beer tasting and Root Beer floats. The Evergreen Senior Club held their quarterly birthday celebration at the Diamond Bar Center on September 12, There were over 300 club members in attendance. The festivities included lunch, performances and birthday cake. Senior Excursions On September 18, a bus of 32 seniors headed to Greystone Mansion in Beverly Hills. They learned about the history of the 18-acre estate on a guided tour of the gardens and the Mansion's English Gothic architecture. The tour included visiting several areas inside the mansion where more was shared about the family that once lived there. Lunch was on their own at The Grove, September Facility Rentals Diamond Bar Center During the month of September, the Diamond Bar Center was host to 37 different events, one of which was a Seminar hosted by the San Gabriel Valley Employer Advisory Council. Each year SGVEAC hosts 4 to 6 seminars at the Center. Families were invited out to participate in a variety of sports activities at the park. Tennis Anyone ran a station showcasing their tennis program, Kidz Love Soccer was out with a set up to show how their classes are ran and the recreation staff was on the basketball courts showing off the skills that are facilitated in the upcoming Youth Basketball League. The event had many families in attendance which equated to a total of 51 participants. Youth Programs Tiny Tots For the month of September, Tiny Tots learned about the change in weather and the different types of vegetables and fruits which come from the harvest season. Both programs continued with learning their alphabets by singing songs, tracing and recognizing their name. They also got to taste different kinds of apples and chart their favorite ones during the month, along with baking an apple pie from scratch. Lastly, participants enjoyed a variety of crafts and books learning about the harvest theme. DB 4Youth Packet Pg. 12 At the September Tech Time workshop seven DB 4Youth volunteers assisted 22 seniors with technology questions. This was a record high number of participants with many of them requesting additional time. Out of the 22 seniors, 19 of them pre- registered with appointments. This monthly program continues to grow each session with more participants registering for assistance. A total of 24 members attended the monthly meeting in September at the Diamond Bar Center. Teens were welcomed with ice cream and a team building exercise which focused on communication. The agenda included a recap of September's volunteer events such as the Senior Dance, Healthy Diamond Bar Multi -Sport Day, Tech Time, and National Drive Electric Day. The meeting also included information on October volunteer opportunities such as Healthy Diamond Health Expo and Fitness Fun, Tech Time, Senior Dance and Halloween Party. Youth and Adult Sports Youth Basketball Registration for residents opened on September 9 and on September 30 for non- residents. A total of 142 participants registered in September with 47 participants being registered in the 8-9 year old division. Registration will continue until all spaces are full or until the first game on January 25, 2020, Table Tennis The table tennis program continues play at Heritage Park on Thursday evenings from 6:30 p.m. to 9:30 p.m. (average of 10 participants), and Sunday from 5:00 p.m. to 8:00 p.m. (average of eight participants). This free program offers users of all ages an opportunity to play on three table tennis tables, all they have to do is bring their paddle and table tennis balls to participate. Adult Co -Ed Volleyball The fall season for adult volleyball started on September 9 and will conclude on November 18. This is a 10-week program which offers participants a chance to play on two courts on Monday nights at South Pointe Middle School from 7 p.m. to 9 p.m. It's a great way for participants to improve their skills and exercise. Upcoming Special Events Halloween Party October 26 from 9 a.m. to 12 p.m. Planning for this event has continued with vendors applications leading to a goal of 25. The deadline to register was October 4 or until all spaces are full. All equipment deliveries and entertainment services have been scheduled. The prizes, crafts, and giveaways have arrived at City Hall. Staff has been scheduled for set up and event day, Packet Pg.13 2.1 and volunteers have been recruited from DB 4Youth and Diamond Bar High School's Key Club to assist with the games and crafts. This event will take place at Pantera Park with fun activities including a pet -vendor fair area, free kiddie games, dog costume contests, photo stations, concessions catered by "Hot Dog on a Stick", and much more. Please feel free to bring your furry companions and enjoy the event. Veterans Recognition Ceremony November 7 from 9 to 11 a.m. —Diamond Bar Center (1600 Grand Ave.) This annual event recognizes and pays tribute to Veterans with a special award ceremony, patriotic music, and light refreshments. Diamond Bar veterans who have not previously been recognized by the Diamond Bar City Council have been invited to submit their request to be acknowledged during the upcoming ceremony. Announcements are continuously being made to the Diamond Bar senior clubs and before bingo to spread the word about recognizing our veterans. The recognition application is posted on the City website as well. Platina. • Repaired thirty-three (33) potholes on Golden Springs between Gateway and Adel. • Repaired downed marker and post on Palomino and La Bonita. • Trimmed various trees city wide to clear signage and sidewalks in residential areas. • Rototill playground sand, clean barbeque pits, clean gazebos and prep softball fields as needed (BV). • Clean v-ditches at all City parks as needed. • Washed, fueled and serviced City vehicles. • Inspected fire extinguishers and first aid kits at all City facilities. This year, the November Parks and Recreation Commission meeting falls on Thanksgiving, which is Thursday, November 28, 2019. The December Parks and Recreation Commission meeting is Thursday, December 26, 2019, Based on these holidays and the lack of anticipated agenda items, staff recommends the following options, in recommended order, for Commission consideration: A. Similar to 2018, cancel the November and December 2019 commission meetings and reconvene on January 23, 2020. B. Reschedule the November meeting for November 21, 2019 and cancel the December 26, 2019 meeting. C. Cancel the November 28, 2019 meeting and reschedule the December meeting to December 19, 2019. It is recommended the Parks and Recreation Commission consider the options above and provide direction to staff.
