MINUTES OF THE TRAFFIC AND TRANSPORTATION COMMISSION MEETING

CALL TO ORDER: '
Chair Garg called the meeting to order at 6 : 35 p . m . in the Diamond Bar City Hall Windmill
Community Room , 21810 Copley Drive , Diamond Bar, California 91765 .
PLEDGE OF ALLEGIANCE : Vice-Chair Gonzales led the Pledge ofAllegiance .
ROLL CALL: Commissioners Cynthia Quan , Vice-Chair Michael
Gonzalez and Chair Mahendra Garg '
Commissioners Mehta and Wong were excused . '

A. Traffic and Transportation Commission Meeting Minutes of April 11 , 2019 . j
C/Quan moved , VC/Gonzales seconded , to approve the T&T Commission '
Meeting Minutes of April 11 , 2019. Motion carried by the following Roll Call '

111. ITEMS FROM STAFF : '
A. TRAFFIC STATISTICS — March and April 2019 :
VC/Gonzalez asked if the DUI 's reported were associated with the traffic
collision portion of the report. He also asked if there are DUI checkpoints in
Diamond Bar that would contribute to this report.
AE/Malpica responded that he wouid look into this matter and report back at
the next Commission meeting .

April Traffic Statistics . Motion carried by the following Roll Call vote:

B . MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS :
a) Adaptive Traffic Control Signal System (ATCS) — AE/Malpica — The
contractor has completed a detailed assessment for the detection
portion of the project and is currently finalizing the estimate . Once staff
reviews and accepts the estimate, the project will move forward to the
City Council to incorporate the proposed changes and additions , in the
event additional monies are required .
b) Copley Drive/Goiden Springs Drive Intersection Improvement —
AE/Malpica — Staff continues to work with the consultant to complete
the enhancement design and expects to have a draft proposal in the
next few months .
c) "Keep Ciear" Pavement Legend at Diamond Bar Boulevard/
Diamond Gate Drive — AE/Malpica — This project was completed and
staff continues to monitor the location . As of today, staff has not
received any complaints nor any positive feedback. Once staff
determines in the next few weeks that the ° Keep Clear" pavement
legend is effective, this project will be closed .
d) Lemon Avenue Interchange Project — AE/Malpica - The contractor is
working to resolve punch list items , with project completion anticipated
for eariy July.
e) Grand Avenue/Golden Springs Drive Intersection Improvements —
AE/Aoun — Phase I IA of the SR-57/60 Confluence Project's final design
has been completed . The City of Industry has gone out to bid for this
project, with a bid opening date of June 20th . Staff believes construction
may commence by late summer 2C19 , at which time there will be a
schedule for construction closures. At that time, public notices will be
sent out for the traffic impacts in that area.
fl Diamond Bar Boulevard Complete Streets Corridor — AE/Aoun —
Staff presented two conceptual alternatives with additional information
to the City Councii at their October 16th Study Session . The goal was to
receive direction from Council on the preferred alternative to proceed to
completion of construction drawings and specifications . Alternative 2

was selected (altemative with a five-foot bike lane on the same grade
as the pedestrian walkway separated from vehicular tra�c by a planter) . .
Fifty percent of the plans have been checked and returned to the
designer in order to obtain the next set of plans and specifications and '
estimates by the end of August.
g) TR63623 — South Pointe Residential Development/Larkstone Park — ',
AE/Aoun — The Final Phase , which includes nine (9) homes , is currently ',
under construction . The final two phases will wrap up shortly and '
construction is underway for the new public street lights for Larkstone
Drive. Sheriff's Deputies have been requested to monitor the area and
neighborhood , to observe the new influx of drivers and how they are
adjusting to the community. A resident contacted the City on May 30tn
to express concerns for speeding on Biackhawk Drive. Staff informed
the resident that deputies have been asked to monitor the area . In
addition , the resident was told about the NTMP program , which seemed '
to interest the resident, and staff is awaiting a formal response as to
whether or not he wishes to proceed with the NTMP program in his '
area . '
h) Diamond Ranch Shopping Center (Sprouts/Chipotle/Coffee '
Bean/Ross/The Habit) and McDonaid 's Redevelopment — AE/Aoun
The Habit Restaurant is open and plans have been submitted for a new
Phenix Salon that will occupy the space next to Sprouts . The tentative '
plan for the salon is to have a Certificate of Occupancy by July for their '
Grand Opening .
VC/Gonzales moved , C/Quan seconded , to receive and file the updates
on Various Projects/Programs . Motion carried by the following Roll Call ;

C/Quan commented that the City's landscape maintenance folks are doing a good job
of trimming the median at the entrance to Shotgun Lane at Grand Avenue.

Chair/Garg asked if there were any updates regarding the installation of additional "No
Right Turn" signage on Copley Drive at Golden Springs Drive. AE/Malpica
responded that staff is working with the City's Traffic consultant on this matter and
report back at the next Commission meeting .
VIL SCHEDULE OF FUTURE CITY EVENTS : As noted in the Agenda
ADJOURNMENT: There being no further business to come before the Traffic and
Transportation Commission , Chair/Garg adjourned the meeting at 7: 00 p . m .
