She witnessed one incident � where there was a dog off-leash in the field and another incident where a man who had o his dog restrained yeiled at her to restrain her dog because they appeared to be gearing � up to fight. Some people who walk their dogs don 't pick up after their dogs even though o they carry doggie bags and leave excrement along the edges of the field . PMS/Jordan W said he had not received any complaints or incident reports . Usually, Z peopie who take their dogs to the dog park self-police according to the � posted rules . ;, 0 PRD/Wright reported that the pickiebali program project is out-to-bid to N renovate one of the existing tennis courts into four pickleball courts. The � City has been running a pilot program for the past year and a haif that has � been very successful and included a Healthy Diamond Bar event in July. Q There is much excitement for permanent picklebail courts in Diamond Bar. o The City Council approved the project during budget consideration for this ;� fiscal year and has a maximum of $30 ,000 for the project. If all goes as � pianned , construction will likely take place late September/eariy October. � 3 . OLD BUSINESS : None ,—�, > 0 4. NEW BUSINESS : Q a 4 . 1 PARKS AND RECREATION MEETING SCHEDULE — Ryan Wright a �A PWD/Wright stated that on May 23�d 2019 , the Parks and Recreation � Commission discussed attendance and asked staff to review the current E monthly meeting schedule with the goal to improve time-management and o operational efficiencies to make sure the best resources of the City were � utilized for staff and the Commissioners . Some of the challenges that the Commission has seen over time include attendance , pertinent agenda items and length of ineetings . Any potential changes to the Commission's meeting schedule would have to be approved by the City Council according to the Diamond Bar Municipal Code . As staff looked closely at this item , it was determined that the Commissioners have varying work schedules , traffie conditions, etc. and Commissioner's attendance has varied from time to time. Over the past year or so, there has been lack of quorum , canceliations and meetings PacketPg . 7 1;.1 AUGUST 22, 2019 PAGE 3 P&R COIVIMISSION with only three or four Commissioners . Staff also looked at how often new items and new business was brought before the Commission for input as well as, recognitions including Sportsmanship Award winners , park design ' elements (Sunset Crossing Park and Heritage Park) and Canyon Loop Trail which will likely come before the Commission in September. There are generally four meetings a year that might be unique and run typically more than 30 minutes and these meetings require a sufficient amount of time for staff to prepare and commuting time for Commissioners . Public Comments are typically rare from meeting to meeting and staff has come to learn that most residents call , email , or visit City Council throughout the ' year with staff providing customer service that generally includes a timely � ; response to residents so they are not left waiting for a response until a Z meeting occurs . Likewise , should a Commissioner have an item of w concern they can receive immediate feedback from staff. � � Staff looked at several options for the Commission to discuss and W consider: Option A — a bi-monthly meeting to be held on Thursdays at Z 6 :30 p . m . for the months of January, March , May, July, September, o November, and special meetings as needed . This schedule would be � similar to other cities such as San Dimas, West Covina , Norco and San o Moreno. Option B — a quarterly meeting to be held on Thursdays at 630 N p . m. for the months of January, April , July and November, and special y meetings as needed . s � Staff's recommendation is for the Parks and Recreation Commission to a recommend that the City Council adopt Option A, bi-monthly meetings to � meet the needs of the Commission and the public. � s Following discussion , Chair/Orona moved , C/Liang seconded , to � recommend City Council approval of Option A. ANNOUNCEMENTS : o U C/Salo thanked staff for the work they do on the minutes and for the update on Sycamore Canyon Park as well as , the work staff put into whether it would be feasible to reduce meetings to cut time and cost. C/Liang felt that staff's recommendation for bi-monthly meetings was a very good idea , especiaily with the open communications with the public through many different channels . Accordingly , he hoped the City Council would adopt Option A and thanked staff for their hard work on this issue and others . In her opinion , it is good to have regular meetings to stay in touch with the public. She hopes that whatever the decision , it will result in improved ', efficiency for all . He attended many of the summer events such as Concerts in the Park and July 3�d which were obviously enjoyed by everyone . Their participation is very much appreciated . a Chair/Orona said that fie also hoped the City Council would adopt Option A as Z recommended because he believed it would be more efficient. Community Recreation Guide Fall Guide The Fall Recreation Guide was mailed to residents the first week of August and includes programs held Septemberthrough December. Contract Classes — Fall Registration opened on August 1 for the Fall season of classes . A variety of over 209 classes are offered starting September 3 through December 13 . With seven new instructors joining the program , there are plenty of new opportunities for the public to immerse themselves in a new activity. New classes include : different styles of dance for all ages starting at two years through adults , Ukulele , Piano , Guitar, Fencing , Cookie Rookie Holiday Basics , Kinetic Body Balance, Zen Meditation and more ! Senior Programs Senior Classes Mt. San Antonio College partners with the City of Diamond Bar to offer 15 free ciasses to seniors at the Diamond Bar Center and Heritage Park. The classes vary from exercise to fine arts . Fall classes began August 26 and wiil run through December 13 . Most of these classes are filled to capacity. PacketPg; 10 ' 2.1 ' Mt. SAC ESL currently has 20 seniors enrolled and takes place every Friday at the ' Diamond Bar Center. Students are learning beginning level English skilis ; focusing on ', practicing speaking , learning new vocabulary, improving pronunciation , and basic reading/writing skills . This partnership started in Winter 2018 with 10 students enrolled and continues to grow . Complimentary Legal Services ( 15t Wednesday of each month) — 5 appointments were booked for August. Senior Special Events Western BBQ — On August 15, 95 seniors signed up for the Western BBQ Dance . Stone Fire Grill catered the event and DJ Keith Johnson provided a variety of western line dances . Senior Excursions Mission San Juan Capistrano — On August 21 , a bus filled with 41 seniors traveled to Mission San Juan Capistrano . The docent-led walking tour lasted just over an hour and gave a detailed introduction to the exterior space and the gardens, while presenting the highlights of the architecturally stunning building . Everyone had additional free time to explore the historic downtown on their own . Excursion included tour, roundtrip charter bus , and a snack for the ride home . August Facility Rentals Diamond Bar Center Diamond Bar Center staff continues to work to increase business and corporate rental numbers . In August, the Diamond Bar Center was host to 28 different events including , Chase Bank's first ever seminar at the Center. Chase presented informational material to over 20 different branches ; serving over 100 of their empioyees ! House inc. also rented the entire Grand View Baliroom on August 29 for 500 of their members . The seminar went so well they plan to come back this November. The Walnut Sheriffs Department was in attendance to educate riders of all ages on the rules of the road . Vic's Bike Shop was also in attendance tightening bolts , checking the air pressure on tires and educating riders on bikes . The event included an obstacle course led by recreation staff and a bike around the neighborhood lead by volunteer bike patrol from the Wainut Sheriffs ' Department unit leading the way for all riders . A total of 50 participates enjoyed the I morning learning about bike safety and enjoying a ride around the neighborhood . Youth Programs Tinv Tots The fall session started on August 19 . There are nine participants enroiled in the three to four-year-old class offered Tuesday & Thursday, and 13 participants enrolled in the four to five-year-old class offered Monday, Wednesday, and Friday. The fall session will run for 12 weeks and concludes on November 8 . Packet Pg. 12 '- 2.1 ' For the month of August, Tiny Tots learned about insects and critters and how they live in the outdoors . Both programs received a butterfly garden kit which provided them the ', experience of witnessing caterpillars transform into a butterfly. Lastly, participants ' enjoysd a variety of insect books and activities throughout the month of August _ DB 4Youth During the month of August, DB 4Youth held their regular monthly meeting at the Diamond Bar Center with 29 members in attendance . The meeting kicked off the with a � teambuilder activity focused on communication and creative strategy. The agenda � ' included a recap on AugusYs vo�unteer events such as Senior Dance , Healthy Diamond Bar Bike Safety Day, and Tech Time as well as information on September volunteer , opportunities such as Multi-Sport Day, Tech Time , Senior Dance and National Drive Electric Day. Dav Camp , Day Camp weicomed 100 campers for week 9 (July 29- August 2) . On July 30 , campers visited Medieval Times where they feasted and cheered on their knight during a live performance ofjousting and sword fights. On July 31 , campers visited Harkins Movie ' Theaters to wateh Disney's "The Lion King" and on August 1 they went to the YMCA Maple Hill pooi. Lastly, this week campers enjoyed fun crafts and activities geared towards "Time Travelers" theme and dressed up as twins with other campers and staff. Day Camp welcomed 98 campers for week 10 (August 5-9) . Campers visited Raging , Waters to swim and slide down water rides on August 6 for their major excursion . On August 8 , campers visited Big AI Fun Center to bowl and play unlimited arcade games and on August 8 they went to the YMCA Maple Hill pooL �astiy, this week campers enjoyed fun crafts and activities geared towards "Camp CarnivaP' theme and dressed in ' their favorite Hawaiian T-shirt. Staff completed the annual cieanup on August 14 . Recreation staff cleared the storage bin and the Heritage Park office of ali camp equipment. In addition , they took inventory of aii items and materials from camp 2019 to help prepare for summer 2020 . Lastly, staff also had the opportunity to participate in a wrap up meeting where they discussed camp operations , excursions , activities and gave suggestions for 2020 . , Volunteens The Volunteen program concluded on August 10 . Ail Volunteen hours were reviewed and calculated for the ten-week program . This information was used to provide certificates for each Volunteen . The Volunteen Appreciation Night took place on Thursday, August 22 at Heritage Park Community Center. A total of 66 Volunteens completed the summer program . The evening included a social hour for the Volunteens with games , trivia , and a nacho bar. Also, parents were invited to watch a slideshow, certificate presentation , and a thank ' you video . Day Camp: 3376 ', Total Volunteered Hours : 4 ,654 Youth and Adult Sports Table Tennis ' The table tennis program continues play at Heritage Park on Thursday evenings from 6 : 30 p . m . to 9 :30 p . m. (average of seven participants) , and Sunday from 5 : 00 p. m . to ' 8 :00 p . m . (average of nine participants) . Open play takes place from 6 :00 p . m . - 9 : 30 p . m . Field Allocation ' The field allocation meeting was held Tuesday, August 6 at City Hall for the allocation period of September 1 — December 31 . Nine organizations participated in this allocation ' and received field space with the largest organization being AYSO with 400 resident ' participants . , This allocation welcomed a new organization : Under the Lights Flag Football which had a total of 96 resident participants . Lastly, field permits and new light box keys were available for pick the last week of August for all user groups . Upcoming Special Events Halloween Partv October 26 from 9 a . m . to 12 p.m . Planning for this event has started with applications for vendors were available the week of August 19. The deadline to register is October 4 or until all spaces are full. The City will once again host one big Halloween Party ! The Halloween Party is for kids, pups , and people. The event will feature free : kiddie games (recommended for ages 2 to 8) , crafts , prizes , photo stations , face painting , doggie games, and a doggie costume contest. The Parks and Recreation Department has developed a conceptual design for the Canyon Loop Multi-Use Trail , which is a 1 .29-mile trail loop within the City's Open Space Zone . The goal of this conceptual plan is to provide safe , convenient pedestrian and bicyclist access for recreation , exercise , and enjoyment of the natural environment. The Canyon Loop Trail is located within the center of the Summitridge Park Trail system comprised of nearly five miles of trail adjacent to the Diamond Bar Center. This system currently consists of five trails and three trailheads . An area of focus for this project includes identifying deficiencies and rendering it more accessible . The project will realign the trail, stabilize the path , provide water diverts , cobblestone swales , and landscape ties or steps within steep grades where necessary. In addition , the design will include the creation of rest areas with amenities such as benches and shade structures. To better educate and inform trail users , updated interpretive and directional signage will be included . Since August 2019 , the City has contracted with landscape architect Richard Fisher Associates (RFA) . RFA has extensive experience designing and developing park and trail projects throughout southern California . RFA provides the technical expertise and support while providing the City with potential trail design and amenity options , followed by final construction plans , specifications , and. cost estimates . The project construction is funded by several fund sources, such as Park. Development 'Packet Pg . 21 I 4.1 ', Fund , Measure W, Habitat Conservative Grant, and Measure A in a totai amount up to $485 , 000. Following Parks and Recreation Commission feedback for the conceptuai design , City ' staff and RFA will present an updated conceptual design to the City Council on October 15 , 2019 for consideration . Staff's intent is to submit aoproved nlans back to Citv Council in February 2020 for authorization to bid the project with an estimated construction timeframe of April to June 2020 . City staff respectfuliy requests the Parks and Recreation Commission review the attached conceptual design and prioritize questions and feedback prior to the September 26 , 2019 meeting in order to best utilize meeting time .
