Diamond Bar, CA 91765-4178 (909) 839-7000 e Fax (909) 861-3117 www.DiamondBarCA.gov July 11, 2013 The Honorable Richard Roth California State Senate State Capitol Building, Room 4034 Sacramento, CA 95814 Via Fax: (916) 651-4031 Dear Senator Roth: The City Council of Diamond Bar respectfully supports SB 56, legislation that would return Vehicle License Fees (VLF) back to newly incorporated jurisdictions and cities with annexations of inhabited unincorporated territories. The City of Diamond Bar annexed an inhabited portion of unincorporated Los Angeles County in 2010 that consisted of 150 homes and small commercial Jack Tanaka parcels. Revenues that Diamond Bar had anticipated to receive to fund Mayor essential Public Safety services in the annexed area were eliminated by a state budget proposal in 2011. We were afforded no due process when these Ron Everett revenues were taken, and provided no opportunity to be heard. Rather, laws Mayor Pro Tern and policies which took years of careful legislative policy deliberations to Ling -Ling Chang establish were swept away in a matter of hours. Council Member SB 56 will rectify a critical problem affecting several of the state's recently Carol Herrera incorporated cities, and cities such as Diamond Bar. The return of VLF will help Council Member ensure that essential services such as Public Safety are fully funded. Steve Tye For these reasons, the City of Diamond Bar supports SB 56. Council Member Sincerely, C)g2 cfp Jack Tanaka Mayor, City of Diamond Bar CC: Senator Bob Huff -29th District Assemblyman Curt Hagman -55th District City Council League of California Cities Joe A.
