Although we commend SB 876 for bringing to the forefront the importance of homelessness as a State and Federal issue, the measure would preempt local authority to address important issues affecting public health and safety in public spaces and on private property that is held open to the public, including but not limited to, plazas, courtyards, parking lots, sidewalks, public transportation facilities, public buildings, shopping centers and parks. Cities must continue to protect the public, health, safety and welfare of our respective communities, and this measure removes local control as a primary mechanism cities have to determe how to best address the complex issue of homelessness. For these reasons, the City of Diamond Bar opposes SB 876. Sincerely, Nancy A.
