Diamond Bar, CA 91 765-41 78 (909) 839-7000 a Fax (909) 861-3117 www.DiamondBarCA.gov Supervisor Don Knabe 822 Kenneth Hahn Hall of Administration 500 West Temple Street Los Angeles, CA 90012 Fax: 213-626-6941 Dear Supervisor Knabe, The City of Diamond Bar respectfully opposes the proposed ballot measure by the Los Angeles County Regional Park and Open Spaces District (RPOSD), which would result in inequitable percentage of local return to San Gabriel Valley cities such as Diamond Bar. Although we commend RPOSD for recognizing the strong need to pursue funding as Proposition A nears expiration, the current language in the proposed measure would allow Los Angeles County to gain disproprionately while contributing San Gabriel Valley cities could only expect a guaranteed average local return of 40%. Based on calculations of the proposed $0.03 per square foot tax rate, the City of Diamond Bar's guaranteed return rate would be a low 38%. Additionally, many San Gabriel Valley cities are severely limited from qualifying for competitive grants due to criteria which leans in favor of County properties, the westside, beaches, and nonprofits. While the City of Diamond Bar supports the need to contribute to Los Angeles County facilities, the proposed formula leaves cities at a significant disadvantage with little control in securing competitive grants. For these reasons, the City opposes the ballot proposed ballot measure unless a significantly higher return rate can be guaranteed. Sincerely, mes DeS fano City Manager CC: City Council
