Dear Assembly Member Cooper:
The City of Diamond Bar respectfully opposes Assembly Bill 2835, which is an
unfunded mandate placing new requirements in statute pertaining to
mandatory employee orientations.
AB 2835 is a one -size fits all piece of legislation that would impact all cities,
large and small, with serious legal, logistical, fiscal and administrative issues.
The biggest impact relates to the significant increase in orientation costs for
public agencies now required by statute. By requiring public employers to
utilize additional staff to cover classes and other services during the
orientation, the bill would drive up state and local costs to the tune of
$350,000,000 annually, with $70,000,000 in costs shifted to local agencies.
Government transparency and training are very important. However,
employee recruitment, training, and retention efforts are best left to each
jurisdiction to determine how best to meet the demands of the agency and the
public we collectively serve.
For these reasons, the City of Diamond Bar opposes AB 2835.
